This document discusses strategies for opening up education in European universities through open educational resources (OERs) and massive open online courses (MOOCs). It provides definitions of open education, OERs, and MOOCs. It also summarizes some key initiatives in Romania related to OERs and MOOCs, including national strategies and projects, repositories of open resources, and communities supporting open licensing and practices. Strengths of Romanian OER initiatives include trainings on OERs and open educational practices, formal policies supporting OERs and web technologies, events producing open pre-university resources, and developing university MOOCs and continuing education programs.

Dr. Michael Stephens participated on a panel discussing the use of Massive Open Online Courses (MOOCs) for professional development at the International Federation of Library Associations and Institutions (IFLA) 80th General Conference and Assembly, held in Lyon, France from Aug. 16, 2014 to Aug. 22, 2014. Stephens presented some of his findings from his ongoing research with The Hyperlinked Library MOOC. “The panel in France was also about the broader idea that large scale learning is something that information professionals should be using, and about how it supports professional development,” said Stephens. An assistant professor at the San Jose State University School of Information, Stephens teaches courses in the iSchool's exclusively online Master of Library and Information Science degree program.

Distance education and online learning history at the Politehnica University of Timisoara was initiated more than two decades ago, with a vision on opening up traditional Romanian higher education. And more than half of this time was invested in Moodle's challenging orbit and its development. Launching the Virtual Campus for Digital Students - ViCaDiS platform in 2007, as a result of our research, continuing with the highly successful Virtual Campus of the Politehnica University of Timisoara (CVUPT) platform, and getting to our latest Moodle-based endeavour - the Open Virtual Mobility Learning Hub, we grew alongside Moodle's ever-helpful community. Thanks to its open status, we were able to mould the world's leading learning environment into the tool most of our students know and (mostly) love. The road has not always been easy, but thanks to the well-meaning people behind the plugins and the forum posts, we were able to accomplish our learning process goals of honing a complex and complete instrument for online learning. We also learned to fend for ourselves by adapting or even designing from the ground up the functionalities we greatly required, always for the benefit of our students. Our actions have always been towards introducing, supporting and advocating the open education principles in our work, research and development. In the last months, due to the pandemic time and the complete move to online education, we performed a major scalability of our learning environments into what it is now the Politehnica University of Timisoara Digital Eco-system. Using Open Educational Resources (OER) provides opportunities for collaboration both in the classroom and beyond. Started in 2008 and gathering momentum over the past two years, now an online phenomenon, MOOCs (Massive Open Online Courses) reunite different perspectives over a globalized online learning. The paper analyses the use of OER and MOOCs in different study cases in Romanian universities. Several OER initiatives resulted from the over 1000 academia involved in the DidaTec lifelong learning and training for higher education teachers in the technical sciences and engineering field as a training course for university professors in 12 universities, within the aim of improving the use of ICT in higher education. Four universities from Romania started a Romanian MOOC environment, the UniCampus, which provides free access to valuable education in Romanian language, presented by well-known professors. The evaluation and quality assurance challenges of the Unicampus are mainly due to the restrictive educational setting in Romania. Two study cases on blending MOOCs in traditional higher education courses at undergraduate and Master level are also analysed from the impact on students’ motivation. Integrating MOOCs in blended learning empower students with new abilities and requires a new and open teacher model.

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

1. Knowledge based Economy Project (2005-2013)
• OER educational policies (recommendations in 2007)
• OE Resources and Practices: The activities in the KEP project have led the
schools towards a shift in focus from the resources themselves towards the
practices associated with the creation, use and management of OER: that is,
open educational practices (OEP).
2. OER in the Government Programme
• Previous Government Programme for 2013-2016 (Dec 2012): Ministry of
Ministry for Information Society and Ministry of Education to collaborate
in supporting the innovative integration of Web2.0 and OER in education;
• National Strategy on Digital Agenda for Romania 2020 (Feb 2015):

14. Strengths in Romanian OER initiatives
Romania is active in the OER movement:
• trainings/courses related to OER and OEP organized for both pre-
university and university sectors
• formal documents at governamental level related to OER and Web2.0
• national events related to open resources produced by pre-university
teachers; national guides were published too
• directories with open resources (more numerous for pre-university
level)
• projects in development for MOOCs at university level and for
continuing education
• strong communities/events for open source, open access, open data,
open licences.

19. Mobile learning features
• Allow students to become familiar (aware) with the MOOC phenomenon and
trends:
•the most important players/platforms/offers, types of learning,
interaction and specific pedagogies
•to be able to search and evaluate useful and quality MOOCs;
• To enlarge knowledge/topics of the course: to obtain an auxiliary support for
students’ group project development; for personal/professional development
• Allow students to have concrete views, opinions and proposals on MOOCs
and to critically evaluate their usefulness for personal development and for
different ways of integration in formal higher education courses.
