Educația deschisă
Educația deschisă este un mod de realizare a educației,
facilitat de tehnologiile digitale, care vizează lărgirea
accesului și a participării. Oferă mai multe modalități de
predare și învățare, construirea colaborativă a
cunoștințelor, precum și o varietate de căi de acces la
educația formală și nonformală. Educație deschisă
înseamnă acces la conținut, cursuri, asistență, evaluare
și certificare, în moduri flexibile. Barierele, în ceea ce
privește intrarea sau costul, sunt reduse sau eliminate.

Resursele educaționale deschise (RED) sunt
materiale de învățare, predare și cercetare, în
orice format și suport, care se află în
domeniul public sau sunt publicate sub licențe
deschise, care permit accesul gratuit,
reutilizarea, adaptarea și redistribuirea.

Pentru instituţii şi reţele educaţionale
• asigură un cadru de durată pentru
colaborarea in crearea și utilizarea de RED
• eficientizează investiţiile din fonduri publice
• încurajează dezvoltarea de competenţe
digitale, a gândirii critice şi a creativităţii
• inovează curricula si metodologiile de
predare -învăţare, incluzând resurse din
domeniul public, biblioteci, muzee, alte
organizaţii culturale
• colaborarea în producerea şi utilizarea
resurselor duce la validarea acestora, la
cresterea calităţii lor

Bariere pentru deschiderea educației/RED
• rigid policies in formal education related to curricular systems and assessment
practices;
• the lack of possibility to officially accredit online courses, in spite of an
impressive number of projects related to online courses over the last 20 years,
and of the policy proposals coming from different organizations. Such courses
can only be used in a blended approach in formal education;
• the lack of MOOC-related strategies at national level in formal and continuing
education;
• teachers lack of time and interest to explore, understand, evaluate and use new
technologies, OERs and MOOCs in the teaching-learning process;
• a reduced number of training programs for adopting open educational practices;
• lack of incentives, official recognition and promotion for teachers implementing
open educational practices.

Scop și conținut
Ghidul prezintă utilizarea practicilor educaționale deschise (PED) și
a resurselor educaționale deschise (RED) în timpul pandemiei
COVID-19, prin exemple și experiențe globale inovative și în
conformitate cu cele cinci recomandări UNESCO.
Din cele 12 studii de caz publicate, care au fost atent selectate din
exemple din toată lumea, două sunt din România, unul din
universități, privind integrarea cursurilor online masive deschise
(Massive Open Online Courses - MOOC) și unul din pre-universitar,
despre proiectul „CRED - Curriculum Relevant și Educație deschisă
pentru toți” și o școală din Brașov.
De asemenea, sunt analizate competențele necesare pentru PED și
sunt oferite recomandări atât profesorilor, cât și
elevilor/studenților, pentru a facilita aplicarea PED și RED. Ghidul
vine și cu o listă de referințe actuale și valoroase, ce pot fi
consultate.

  • 3. Educația deschisă Educația deschisă este un mod de realizare a educației, facilitat de tehnologiile digitale, care vizează lărgirea accesului și a participării. Oferă mai multe modalități de predare și învățare, construirea colaborativă a cunoștințelor, precum și o varietate de căi de acces la educația formală și nonformală. Avantajele utilizării RED (1) Pentru instituţii şi reţele educaţionale • asigură un cadru de durată pentru colaborarea in crearea și utilizarea de RED • eficientizează investiţiile din fonduri publice • încurajează dezvoltarea de competenţe digitale, a gândirii critice şi a creativităţii • inovează curricula si metodologiile de predare -învăţare, incluzând resurse din domeniul public, biblioteci, muzee, alte organizaţii culturale • colaborarea în producerea şi utilizarea resurselor duce la validarea acestora, la cresterea calităţii lor • facilitează învăţarea de-a lungul întregii vieţi şi includerea socială.
