This document discusses social protection for older persons in rural areas. It notes that rural populations are aging as children migrate to cities while older adults stay behind. Most older rural persons rely on agriculture for their livelihood. Social pensions are an important form of social protection that can help avoid destitution for older farmers and stimulate local economies. While the costs of universal pensions may seem high, research shows they would be relatively low as a percentage of GDP even for developing countries. Many countries have already expanded social pension coverage recognizing it as a basic human right.
