1. SITE SAFETY MANAGEMENT AND PLANNING FOR BUILDING

The construction sector is considered as one of the most hazardous sectors where in the construction workers are
more induced to accidents. In developed countries there is strict legal enforcement of safety in the construction
sector and also in the implementation of safety management systems which are designed to minimize or
eliminate accidents at work places. However, occupational safety in construction industry is very poor in
developing countries because lack of safety regulations and standards, low priority of safety, lack of data on
safety at construction sites, lack of safety training, lack of safety promotion, and lack of documented and
organized safety management systems. The objective of our work is to study the various site safety measures at
building construction sites and to compare the site safety measures with relevant safety codes. The study
included, physically visiting different construction sites, collecting the data regarding safety provisions adopted
and feedback from site engineers by using questionnaire will help in implementing the safety measures at
building sites more efficiently. So that that the present study will help out in ascertaining the proper safety
planning in building construction.

A construction safety plan is a set of procedures, rules and regulations in the form of a check list that is to be
followed by allthe workers. It includes the emergency procedures, use of personal protective environment,
evacuation plan etc. Construction sector is considered to be one of the most significant industries in terms of its
impact on health and safety of the working population. Construction sector is both economically and socially
important. The prevention of construction accidents usually entails predicting future accidents and their nature
under given circumstances. The major causes of accidents in the construction sector are related to the unique
nature of the industry, human behavior, difficult work-site conditions, and poor safety management which result
in unsafe work methods and procedures. In our country safety issues are considered only after an accident
occurs at a construction site. According to the following figure, the number of workers fatally injured in 2015/16
is 144, and corresponds to a rate of fatal injury of 0.46 deaths per 100,000 workers and the figure of 144 worker
deaths in 2015/16 is 7% lower than the average for the past five years[1].

2. This study was performed using a questionnaire that was developed based on safety criteria. The questionnaires
are divided into two parts. The first part consists the general information about the construction site (i.e. site
location, construction type, planning, management, ownership, number of workers and their approximate age).
The second part of the questionnaires contains the data about the safety adoption and working environment. This
study was performed at three construction site in KUET (Khulna University of Engineering and Technology).
These areas are located in Khulna division at Khan Jahan Ali Thana. The data was collected by interviewing
people in the site, making questionnaires, talking with workers employed in the site and the contractor and
manager which was considered as primary data source.
Based on our study, it is observed that safety managers have the opportunity to influence and enhance the sense
of safety and the quality of the work environment. It is also been observed that a set of recommendations and
strategies is to be provide to contractors for improving their safety performance. The contructors conduct
safety meetings at construction sites to discuss safety matters with workers and the management team. In order
to ensure safety of workers, the contructor will provide personal protective equipment to workers such as
safety helmets, safety boots, gloves and others. Construction stair also be provided for construction safety which
should be made by steel structure. In case of emergency, they provide emergency support and safety measuring
devices such as first aid medical assistance for common injury, fall protection systems such as handrails,
guardrails, safety nets and catch nets. The project will be supervised by an efficient supervisor and also be
planned by engineers
From our case study, it is concluded that generally the construction site has good and structured safety practices
namely safety policy, education and training, site safety inspection, safety auditing, safety meeting, site safety
organization, personal protective equipment’s, emergency support and safety measuring devices, fall protective
systems, and safety promotions. Several major problems are ignorance of workers on work procedures, lack of
financial allocation for safety management, lack of awareness among workers, and language barrier between
supervisors and workers. Several strategies have been suggested to overcome these problems, such as to provide
effective safety training, allocation of budget for safety management. The regional development authority must
be concern about regulation and implementation of the safety rules noted in Bangladesh National Building Code
(BNBC).
