This is a lecture about my book Technology & Human Development (2015), in which well-being, agency and justice are the core values – as a powerful normative lens to examine technology and its role in development. This approach attaches central moral importance to individual human capabilities, understood as effective opportunities people have to lead the kind of lives they have reason to value. The book examines the strengths, limitations and versatility of the capability approach when applied to technology, and shows the need to supplement it with other approaches in order to deal with the challenges that technology raises.
The first chapter places the capability approach within the context of broader debates about technology and human development – discussing amongst others the appropriate technology movement. The middle part then draws on philosophy and ethics of technology in order to deepen our understanding of the relation between technical artefacts and human capabilities, arguing that we must simultaneously ‘zoom in’ on the details of technological design and ‘zoom out’ to see the broader socio-technical embedding of a technology. The book examines whether technology is merely a neutral instrument that expands what people can do and be in life, or whether technology transfers may also impose certain views of what it means to lead a good life. The final chapter examines the capability approach in relation to contemporary debates about ‘ICT for Development’ (ICT4D), as the technology domain where the approach has been most extensively applied so far.

BP is the third largest energy company in the world. In 2010, an explosion on the BP-operated Deepwater Horizon rig caused the largest marine oil spill in history. Over 3 months, nearly 5 million barrels of oil spilled into the Gulf of Mexico, causing extensive environmental and economic damage. BP spent billions on cleanup and restoration efforts. New technologies were employed to contain, disperse, and remove the spilled oil, including booms, dispersants, and microbes. However, a large percentage of oil remains in the Gulf environment over a decade later. The spill significantly impacted tourism and fishing industries and wildlife in the region. BP continues restoration work and moving towards more sustainable biofuel production.

Oil spills have devastating effects on marine animals and ecosystems. They can take months or years to fully clean up and kill millions of fish and sea creatures. When animals' feathers, fur, or skin come into contact with oil, it can poison them if ingested, clog their airways and cause them to drown or lose buoyancy and body heat regulation. The 2010 Deepwater Horizon spill in the Gulf of Mexico was the largest in history, releasing over 200 million gallons of oil over three months and severely damaging fish populations and coastal wildlife for years. Preventing future spills requires careful inspection and maintenance of equipment, safer transportation practices, and technologies like double hulling to minimize leaks.
The Deepwater Horizon oil rig exploded in the Gulf of Mexico 1,500 meters below the surface and 66 km off the coast of Louisiana, killing 11 workers. Over the next 36 hours, the rig burned and eventually sank, leaving a damaged wellhead that was leaking oil into the Gulf. For months, oil gushed from the wellhead at an estimated rate of up to 40,000 barrels per day, spreading across 1,500 square km of the Gulf and reaching the coasts of Louisiana, Florida, and elsewhere in the Gulf region due to ocean currents. The well was finally capped on July 15, over 80 days after the initial explosion.

Introduction Corruption has recently been the subject of substantial theorizing and empirical research, and this has produced a bewildering array of alternative approaches, explanations, typologies and remedies. Corruption is understood as everything from the paying of bribes to civil servants and the simple theft of public purses, to a wide range of dubious economic and political practices in which businesspeople, politicians and bureaucrats enrich themselves. The issue of corruption is an old one, that has re-entered the current political and economic debate from the new interest in the role of the state in the developing world, and from the assumption that the state is an indispensable instrument for economic development, redistribution and welfare. In contrast to the largely rejected “state-dominated” and “state-less” development models, there is now much consensus on the need for an efficient medium-sized state apparatus with a political will and adequate economic policies to ensure economic development. Corruption is seen as counter-productive to the needed economic and political reforms, accountability, transparency, and good governance. The intention of this paper is to classify the various forms of corruption in order to operationalize the concept for analytical and practical purposes. First, different forms of corruption will be outlined. Secondly, corruption will be defined as a particular state-society relationship, and the distinction made between political corruption and bureaucratic corruption. Then two more distinctions will be added, namely between “individual” and “collective” forms of corruption, and corruption as a mechanism of either “upward extraction” or “downward redistribution”. This will sum up to the basic argument that the fight against corruption will have to be placed within a broader agenda of democratization.

The Mahatma’s vision of a strong and prosperous India - Purna Swaraj - can never become a
reality if we do not address the issue of the stranglehold of corruption on our polity, economy and
society in general.
Governance is admittedly the weak link in our quest for prosperity and equity. Elimination of
corruption is not only a moral imperative but an economic necessity for a nation aspiring to catch
up with the rest of the world. Improved governance in the form of non-expropriation, contract
enforcement, and decrease in bureaucratic delays and corruption can raise the GDP growth rate
significantly. The six perceived governance quality measures, each an aggregate of a number of
sub-measures, are: voice and accountability; absence of political instability and violence; government
effectiveness; reasonableness of the regulatory burden; the rule of law; and the absence of graft. Of
these, the last two are the most directly significant in the context of ethical governance. ‘Rule of
law’ measures whether crime is properly punished or not; enforceability of contracts; extent of
black market; enforceable rights of property; extent of tax evasion; judiciary’s independence; ability
of business and people to challenge government action in courts etc. ‘Absence of graft’ measures
relative absence of corruption among government, political and bureaucratic officials; of bribes
related to securing of permits and licences; of corruption in the judiciary; of corruption that scares
off foreign investors.
There is a perception that the public services have remained largely exempt from the imposition
of penalties due to the complicated procedures that have arisen out of the Constitutional guarantee
against arbitrary and vindictive action. Those Constitutional safeguards have in practice shielded the
guilty against the swift and certain punishment for abuse of public office for private gain.
A major corollary has been the erosion of accountability. The huge body of jurisprudential precedents
has crowded out the real intent of Article 311, and created a heap of roadblocks in reducing corruption.
Such a provision is not available in any of the democratic countries including the UK. While the

9. INTRODUCTION 1
1.1 Ethics is a set of standards that society places on itself and which helps guide behaviour,
choices and actions. The Commission is painfully aware that standards do not, by themselves,
ensure ethical behaviour; that requires a robust culture of integrity. The crux of ethical
behaviour does not lie in bold words and expressions enshrined as standards, but in their
adoption in action, in sanctions against their violations, in putting in place competent
disciplinary bodies to investigate allegations of violations and impose sanctions quickly and
in promoting a culture of integrity.
1.2 Corruption is an important manifestation of the failure of ethics. The word ‘corrupt’ is
derived from the Latin word ‘corruptus’, meaning ‘to break or destroy’. The word ‘ethics’ is
from the original Greek term ethikos, meaning ‘arising from habit’. It is unfortunate that
corruption has, for many, become a matter of habit, ranging from grand corruption involving
persons in high places to retail corruption touching the everyday life of common people.
1.3 Anti-corruption interventions so far made are seen to be ineffectual and there is widespread
public cynicism about them. The interventions are seen as mere posturing without any real
intention to bring the corrupt to book. They are also seen as handy weapons for partisan,
political use to harass opponents. Corruption is so deeply entrenched in the system that
most people regard corruption as inevitable and any effort to fight it as futile. This cynicism
is spreading so fast that it bodes ill for our democratic system itself.
1.4 There are two, somewhat contrary, approaches in dealing with corruption and abuse of
office. The first is overemphasis on values and character. Many people lament the decline in
values and the consequent rise in corruption. The implicit assumption is that until values
are restored, nothing much can be done to improve the conduct of human beings. The
second approach is based on the belief that most human beings are fundamentally decent
and socially conscious, but there is always a small proportion of people, which cannot reconcile
individual goals with the good of society. Such deviant people tend to pursue personal gain
at the cost of public good and the purpose of organized government is to punish such
deviant behaviour. If good behaviour is consistently rewarded and bad behaviour consistently
punished, the bulk of the people follow the straight and narrow path. However, if good
