Introduction Corruption has recently been the subject of substantial theorizing and empirical research, and this has produced a bewildering array of alternative approaches, explanations, typologies and remedies. Corruption is understood as everything from the paying of bribes to civil servants and the simple theft of public purses, to a wide range of dubious economic and political practices in which businesspeople, politicians and bureaucrats enrich themselves. The issue of corruption is an old one, that has re-entered the current political and economic debate from the new interest in the role of the state in the developing world, and from the assumption that the state is an indispensable instrument for economic development, redistribution and welfare. In contrast to the largely rejected “state-dominated” and “state-less” development models, there is now much consensus on the need for an efficient medium-sized state apparatus with a political will and adequate economic policies to ensure economic development. Corruption is seen as counter-productive to the needed economic and political reforms, accountability, transparency, and good governance. The intention of this paper is to classify the various forms of corruption in order to operationalize the concept for analytical and practical purposes. First, different forms of corruption will be outlined. Secondly, corruption will be defined as a particular state-society relationship, and the distinction made between political corruption and bureaucratic corruption. Then two more distinctions will be added, namely between “individual” and “collective” forms of corruption, and corruption as a mechanism of either “upward extraction” or “downward redistribution”. This will sum up to the basic argument that the fight against corruption will have to be placed within a broader agenda of democratization.

The Trade, Industry and Cooperatives Sector Strategic Plan for Statistics (TIC-SSPS) provides a framework for strengthening the production of TIC statistics in Uganda. The plan covers five years 2015/16-2019/20 and is intended to guide the development of an integrated, harmonised, coordinated and coherent TIC Statistical System which ensures unified data production processes for provision of quality statistics. The plan covers the TIC sector and draws together all agencies that produce and use data within the sector. It has been designed to guide production of quality data to inform national development priorities and address the regional and international Trade, Industry and Cooperatives data requirements.
The TIC-SSPS was designed under the framework for the PNSD II coordinated by the UBOS in a participatory and consultative manner with key data producers and users to ensure ownership and effective planning as well as implementation.
The vision of the SSPS is to drive the sector to “A centre of excellence in the production and dissemination of Trade, Industry and Cooperatives statistics” and the mission “To spearhead the production, dissemination and use of quality statistics for efficient and effective management of the Trade, Industry and Cooperatives sector”. corruption, and so need elimination. Legalize the activity that was formerly prohibited or controlled.
Reduce monopoly power to curb bureaucratic corruption. Instead of giving each official a
clearly defined sphere of influence over one action, officials should be given competing jurisdictions
so that a client who is not well-served by one official can go to another. When collusion among
several officials is difficult, competition will tend to drive the level of bribes to zero.
Give overlapping jurisdictions to multiple officials. Because the potential briber has to face the
prospect of persuading all the officials involved in a chain, this will raises costs of uncertainty for the
corrupt project.
Institutionalize various kinds of accountability mechanisms like an independent office of public
auditing, election commission, independent investigating agencies, an office of local ombudsman,
citizens’ watchdog committees, periodic jobs, a more elaborate codification of civil service rules.
It is absurd to give men power, and to require them to live in penury. So incentive payments for
civil servants.
