Project Proposal The broad objective of the study I would be carrying out during my summer internship, would be to conduct a baseline study, impact prediction and Environmental Management Plan for a proposed fibre-cement sheet manufacturing unit in Bihar. In order to assess the likely impacts arising out of the proposed project, it is necessary to undertake the Rapid Environmental Impact Assessment (REIA) study for the various environmental components which may be affected, and to assess the impact arising out of the proposed project and to prepare a detailed environmental management plan (EMP) to minimize those adverse impacts. This will in turn have a possible impact on the people, their home land or their livelihoods, or to other nearby developments.

16. Project Site Selection The project site has to be selected based on environmental consideration and other factors, such as 1. Demand of the product 2. Easy to receive imported RM 3. Transport accessibility for RM & FG 4. Where environment impact should be low. 5.The site has a connecting road and easy approachability. 6.It is connected with ASEB power and hence there is no need of captive generation. 7.It should utilize more Fly ash from the nearby Thermal Power Station as a major part of the raw material.

17. Emission Sources The major sources of emission from the proposed activity are 1. Fibre Handling Area (ERM Section) - Total dust with fibre content 2. Cement handling Area (Cement feeding) - Total dust or Suspended particulate matter 3. Fly Ash handling Area (Fly Ash feeding) - Total dust or Suspended particulate matter. 4. Standby Power Supply System - DG sets - Suspended Particulate matter, SO 2 and NO x .

18. Emission Control Measures In the proposed fibre sheet cement plant suitable pollution control equipments have to be selected which will ensure that the emission levels are maintained below the prescribed units. In the proposed DG Sets, high speed diesel (HSD) oil have to be used. Hence negligible quantity of SPM, SO 2 & NO x will be generated during the combustion process. Then there will be no need of any pollution control equipment. But the stack shall be provided as per the standard stack height calculations. DG Set shall be installed in an acoustic enclosure as per Assam State Pollution Control Board norms.

19. Environmental Setting of the Study Area The baseline environmental status has to be assessed based on the primary and secondary data collected through on-site field observations and obtained from agencies such as Indian Meteorological Department, Geological Survey of India, State Ground Water Department, State Pollution Control Board, Census of India and Local Forest Department.

21. Baseline Environmental Status Attribute Baseline Status Meteorology Meteorological parameters include, wind speed, wind directions and other information, viz. humidity, rainfall, temperature. The annual average, minimum and maximum temperature is to be recorded as well as the prevailing wind direction is plays a significant role. Ambient Air Quality Ambient air quality is to be monitored at different sampling stations. Selection of air quality monitoring station should be done as per MoEF guidelines for conducting EIA study. The pollutant concentration levels of NO x , SO 2 , and RPM (PM10 & SPM) are to be measured. Noise Levels Noise monitoring is to be carried out at different locations at and around the site during different times of the day.

Baseline Environmental Status Attribute Baseline Status Water Quality The assessment of water quality in the study area is to be done and compared with the drinking water standards prescribed by CPCB near the project site. The physico-chemical parameters should be well within the prescribed limits for the drinking water standards. Groundwater availability and Soil Quality The aquifer depth as well as the quality of the soil at various locations has to be analysed. Socio-economic Enivironment The proposed project will lead to employment generation and will have a positive impact on the socio economic environment.

25. Environmental Management Plan For the effective implementation of the EMP, an Environmental Management System (EMS) has to be established at the proposed project. The EMS shall include the following: An Environmental Management cell Environmental Monitoring Program Personnel Training Regular Environmental Audits and Corrective Action Documentation – Standard operating procedures Environmental Management Plans and other records.

26. Risk Assessment & Disaster Mangement Plan For the effective & safe implementation of Municipal Waste Processing, it is important to identify associated safety hazards and carry out a basic risk assessment; an effective risk assessment & propose a disaster management plan as a part of EIA report. Risk assessment & disaster management plan includes: Critical aspects including safety culture, training and awareness, relationships and training of contractor staff and many others. Safety measures, possibility of accidents either due to human errors and/ or due to equipment/ system failure.
