This slide brings us to know about the Amendments of 2006 and 2009 in Environmental Impact Assessment. The draft EIA notification issued by the ministry and forests for amendment 2009. The process of amendment 2006 was well sketched in the presentation. Hope everyone would like this.

2. ▪ EIA is one of the most widely used tools for
identifying and mitigating adverse ecological effects
of development proposals.
▪ In 1987, UNEP (United Nation Environment Program)
adopted a set of goals and principles on EIAs.
▪ EIA collects the information about an area and its
characteristics.
▪ Vital information can be used to make an informed
decision regarding whether the development should
be permitted or not.

4. The important features of the amendment are:
▪ The environmental clearance will now be issued with building
permission under building by laws for all building constructions
covering 20,000 to 1,50,000 sq.m. of built up area.
▪ Environmental clearance for built up areas from 1,50,000-
3,00,000 sq.m will be given by the State level authorities
subject to EIA while the areas above 3,00,000 sq.mtr. will be
approved and cleared by the Union Government
▪ Area less than 20,000 sq.m. will be subject to a self declaration.
However, the buildings of size 5000 sq.m.–20,000 sq.m. will
also follow environmental norms for construction and
maintenance phase.
▪ The Qualified building environment auditors as enrolled by the
MoEFCC would assess and certify the building project.
▪ It is mandatory to constitute an Environmental cell in the local
authorities to support appraisal, compliance and monitoring of
building projects and to provide environmental planning in this
area.

5. The important features of the amendment are:
▪ Project proponent will make public, at their cost the terms
of the environmental clearance obtained by them by
advertising in two local newspapers of the district/state
where the project is located
▪ From the date of publication the required construction of
new projects, activities, expansion and modernisation of
existing projects, change in process, technology shall be
undertaken in part of India only after prior environmental
clearance from respective government.
▪ It may also be obtained by the State Level Environmental
Imapact Assessment Authority duly constituted by Central
Government.
