The consistency in aggregation (CIA) approach newly developed (Mehrhoff, 2010, Jahr. Nationalökon. Statist.) fills the void of guiding the choice of the elementary index (for which weights are not available) that corresponds to the characteristics of the index at the second stage (where weights are actually available). The presentation illustrates the approach, its motivation and its background, some empirical results and finally it synthesizes some issues of discussion.

Elementi storico economici della statistica nella società italiana nel lungo periodo
We examine the historical dynamics of government debt in Italy, from 1861 to 2009. Controlling debt dynamics for fiscal feedback policies of the Barro-Bohn style the debt-GDP ratio is found to be mean-reverting. Mean reversion in the debt-GDP ratio is due not only to a nominal growth dividend, but also to a positive response of primary surpluses to variations in outstanding debt.
There is indeed significant evidence that, over the history of Italy, fiscal policy makers have reacted to the accumulation of debt, taking corrective measures to rule out potential long-term sustainability problems.

This paper presents an extension of JDemetra+ that can be used to operationalize the process of nowcasting: 1) short term forecasting and 2) reading the newsflow. The second point is not possible with "partial" models such as bridge equations or any kind of univariate regressions. Our multivariate modeling approach, inspired by the state-of-the-art literature on nowcasting, is parsimonious and estimation is feasible even in the presence of large and heterogeneous data sets. By taking into account the calendar of macro-economic releases, it can also provide a realistic measure of the forecasting accuracy and how it decreases over time as more and more information becomes available. An example based on well known US variables illustrates the power of this methodology and the usefulness of our visualization approach. Further examples can be found in our wiki (https://github.com/nbbrd/jdemetra-nowcasting/wiki)

Since the late 1990s, aggregate inflation has been less sensitive to changes in economic conditions than it has in previous decades. Analysis using the Phillips curve model at the component level shows that cyclical sensitivity of inflation varies substantially for different types of goods and services. In particular, inflation for most service components (such as shelter) and food has remained largely “pro-cyclical” (that is, rising during economic expansions and falling during economic contractions), but inflation for many types of goods (such as motor vehicles) has not. The lack of cyclical sensitivity in price inflation for goods helps explain the decreased cyclical sensitivity of aggregate inflation over the past two decades.
Also during that period, inflation expectations have become more anchored and less dependent on past inflation. Analysis using the Phillips curve model with 10 different measures of aggregate inflation suggests that that process is probably incomplete. In particular, both past inflation and the constant term in the Phillips curve model appear to help explain the dynamics of inflation through the lens of that model.

INSTRUCTIONS FOR COMPLETING FORECASTING ASSIGNMENT
You’re a budget analyst who’s tasked with doing a “sanity check” on Arapahoe County’s 2018 adopted budget. In doing so, you’ll need to think about the nature of forecasting. What we are doing here, as budget examiners, is to build projections using the previous years to develop our own independent estimates of what to expect for the 2018 budget.
This type of analysis would usually be done on the front end as part of budget formulation and is logically prior to budget adoption. So we have to use “make believe” to get past the timing being backwards.

Talousosaamisen toimijaverkoston verkostotilaisuus 23.4.2024 rahamuseossa oli varsin antoisa tapahtuma. Tilaisuuden pääaiheena oli vaikuttavuuden arviointi ja mittaaminen. Päivä alkoi Synesis Oy:n Pekka Lavilan esityksellä ihmiskeskeisestä vaikuttavuuslaskennasta. Lisäksi osallistujat saivat kuulla talousosaamisen tutkimuksesta ja OECD:n valmiista mittareista sekä mielenkiintoisista käytännön esimerkeistä mittaamisesta talousosaamisen eri aloilta. Tapahtumassa esiteltiin myös kaksi valtionavustuksen saanutta hanketta. Suuri kiitos kaikille esiintyjille ja osallistujille inspiroivasta päivästä!

Talousosaamisen toimijaverkoston verkostotilaisuus 23.4.2024 rahamuseossa oli varsin antoisa tapahtuma. Tilaisuuden pääaiheena oli vaikuttavuuden arviointi ja mittaaminen. Päivä alkoi Synesis Oy:n Pekka Lavilan esityksellä ihmiskeskeisestä vaikuttavuuslaskennasta. Lisäksi osallistujat saivat kuulla talousosaamisen tutkimuksesta ja OECD:n valmiista mittareista sekä mielenkiintoisista käytännön esimerkeistä mittaamisesta talousosaamisen eri aloilta. Tapahtumassa esiteltiin myös kaksi valtionavustuksen saanutta hanketta. Suuri kiitos kaikille esiintyjille ja osallistujille inspiroivasta päivästä!

Kansainvälisiä tutkimustuloksia talousosaamisesta ja käyttäytymistieteellinen työpaja”
verkostotilaisuus järjestettiin 15.1.2024 Tiedekeskus Heurekassa.
Verkostotilaisuuteen osallistui lähes 80 talousosaamisen toimijaverkoston edustajaa. Koko päivän kestävään tilaisuuteen sisältyi aktiivista keskustelua ja yhteistä työpajatyöskentelyä. Professori Panu Kalmi Vaasan yliopistosta, tutkimusjohtaja Olli-Pekka Ruuskanen ja ekonomisti Saara Vaahtoniemi PTT:sta esittelivät talousosaamisen tuoreita kansainvälisiä tutkimustuloksia, joita kommentoivat toimitusjohtaja Juha A. Pantzar Takuusäätiöstä ja yhteiskuntavastuujohtaja Pirjo K. Kuusela Nordeasta. Oikeusministeriö teetti suomalaisten talousosaamisesta tutkimuksen OECD:n talousopetuksen verkoston (International Network on Financial Education, INFE) luoman mallin mukaan. Tutkimus tukee talousosaamisen kansallisen strategian toteuttamista.
Tilaisuudessa talousosaamisen strategian ajankohtaisista asioista kertoivat johtava asiantuntija Sanna Helesuo ja erityisasiantuntija Mette Ranta oikeusministeriöstä sekä talousosaamisen neuvonantaja Anu Raijas Suomen Pankista. Näyttelypäällikkö Vesa Lepistö Heurekasta kertoi uudesta talousnäyttelyhankkeesta.
Tilaisuuden työpajaosuudessa pohdittiin talousosaamisen kansainvälisten tutkimustulosten ja käyttäytymistiedon merkitystä käytännön työn näkökulmasta. Sovelsimme pienryhmissä käyttäytymistietoon pohjautuvaa työskentelymenetelmää, jonka avulla voidaan vahvistaa talousosaamisen hankkeiden suunnittelua ja vaikuttavuutta. Työpajan veti erityisasiantuntija Maarit Lassander tiimeineen.

The European Unemployment Puzzle: implications from population agingGRAPE
We study the link between the evolving age structure of the working population and unemployment. We build a large new Keynesian OLG model with a realistic age structure, labor market frictions, sticky prices, and aggregate shocks. Once calibrated to the European economy, we quantify the extent to which demographic changes over the last three decades have contributed to the decline of the unemployment rate. Our findings yield important implications for the future evolution of unemployment given the anticipated further aging of the working population in Europe. We also quantify the implications for optimal monetary policy: lowering inflation volatility becomes less costly in terms of GDP and unemployment volatility, which hints that optimal monetary policy may be more hawkish in an aging society. Finally, our results also propose a partial reversal of the European-US unemployment puzzle due to the fact that the share of young workers is expected to remain robust in the US.

Usual way to assess policy objectives of the central bank is to estimate
a linear reduced form reaction function (e.g. Taylor type rule) such as

Right hand side: deviation of inflation (forecast) from the target,

Parameters: Convolutions of CB preferences and structural
parameters of the economy, so it is not possible to infer directly what
the CB preferences are

ECB price stability
In 1998, the GC defined price stability as a
’year-on-year increase in the Harmonised Index of Consumer Prices
(HICP) for the euro area of below 2%’.
In 2003, the GC clarified that
‘in the pursuit of price stability it aims to maintain inflation rates
below, but close to, 2% over the medium term’.

7. Tone (net negativity)
Decreasing trend before the financial crisis
After the peak in the middle of the financial crisis, a gradual fall
(increasingly more positive) until the end of 2017
Pessimistic tone in 2019

8. Constructing loss function
Assume that CB’s loss is a function of deviation of inflation from the
target such that
Lt = |π − π∗
| (3)
and that we can relate the net negativity index (N) to this loss such
that
N = α + δL (4)
Then we can attempt to estimate a loss function such that
Nt = α + δ |πt − π∗
| + t (5)
d parameter is the preference parameter we are interested in.
We can also treat π∗ as latent variable and estimate it.

9. Extension to analyse asymmetry and other objectives
Split the right hand side into two separate segments (piecewise linear
loss function)
Nt = α + δB
˜π−
t (1 − D) + δA
˜π+
t D + εt (6)
add the output gap terms
Nt = α + δB
˜π−
t (1 − D) + δA
˜π+
t D + β1∆ ˜yt + β2∆ ˜yt
2
+ εt (7)
. . . and we can estimate (and test) directly the degree of asymmetry
in the CB’s preferences.

10. Extension with Linex (linear exponential) loss function
Piecewise linear loss function does not allow any convexity in the
preferences, so we consider also Linex loss function such that
Nt = α + γ
exp [θ (πt − π∗)] − θ (πt − π∗) − 1
θ2
+ εt (8)
Larger the parameter j, more averse the CB is for inflation rates
above the target (asymmetry is captured by one single parameter)
When parameter θ approaches zero, loss function becomes quadratic
(and symmetric) around some target π∗.

11. Right hand side variables
We use short run real time Eurosystem/ECB staff macroeconomic
projections for inflation and output gap (BMPE/MPE)
The average of the inflation nowcast and one-quarter-ahead projected
inflation rate
The average of the output gap nowcast and one-quarter-ahead projected
output gap
Note: The right hand side variables are similar to what are used in
the reaction function estimations.

12. Overview of the Results
The ECB has been either more averse to inflation above 2% or “de
facto” inflation aim has been considerably below 2%
Results are robust to
the tone measure (general/inflation specific)
the functional form of the loss function (piecewise linear/Linex)
inclusion/exclusion of output gap terms to the loss function

19. Conclusions
Analysis confirms the earlier findings based on reaction function
estimations
Somewhat stronger evidence in favor of asymmetry
Low de facto target and asymmetry:
Stabilizing during the period of high inflationary pressures
Possibly costly when inflationary pressures have been low
Lowered inflation expectations
Increased probability to hit the effective interest rate lower bound
Reduced monetary policy space
