The landscape of climate planning instruments available to countries under the UNFCCC process includes National Adaptation Plans (NAPs), Nationally Determined Contributions (NDCs) and Long Term Strategies (LTS). These instruments have emerged at different milestones such as the Cancun Adaptation Framework and the Paris Agreement and have specific characteristics and objectives which can contribute to and reinforce each other if leveraged effectively. Despite their very distinctive nature, these national instruments can be harnessed to scale up climate change adaptation by fostering linkages depending upon country context.
Addressing climate resilience in sectors and across sectors is a vital part of climate planning. Adaptation in agriculture is a crucial component of building resilient economies and societies and is national priority for a significant number of countries. It is well established that agricultural sectors are amongst the most climate sensitive. Over 90 percent of developing countries’ NDCs refer to agriculture as a major priority.
The juxtaposition of the range of climate planning instruments on one hand, and the sensitivity of agriculture on the other requires that all instruments be linked, sequenced and aligned appropriately by countries to best fit their national circumstances.
The webinar will draw upon country-level experiences from NAP-Ag partner countries to highlight entry points for alignment and strategies to trigger this conversation.

This is a proposed planning process I have developed marrying RA 10121 and EO 82 series of 2012. This is the planning process I lectured to the QC barangay officials in preparation to natural and man made crisis or disasters. I am being requested to write a version of this in other Filipino vernacular. Unfortunately, I am in a different office in the AFP whose task is entirely different from what is requested of me. This is just my simple contribution to our countrymen who are in need of actions to respond to man made and natural crisis or disaster. The process is actually an Inter-Agency Contingency Planning (IACP) Process.
These key principles are found in the National Crisis Management Core Manual which I am one of the writers. I based these key principles from the best practices of our and other governments in responding to crisis and disaster. The explanations are written in the Core Manual being distributed by the National Security Council-Secretariat.
RA 10121 speaks of disaster preparedness but its IRR did not mention any methodology on how to prepare. This preparedness cycle can fill in the gap.
The IACP which is found in the Core Manual can address the four thematic areas found in the RA 10121.
This is the basic IACP found in the Core Manual. It can be adjusted or tweaked depending on the situation or level of planning (nation or local)
The tasks that are written for the Local Disaster Risk Reduction Management Council are found in RA 10121. I incorporated the IACP process to guide our LDRRMC to come up with their LDRRM plans.
Preparation is done by the Disaster Risk Reduction Management Officer from the Regional, Provincial or Municipal/City(DRRMO) and the Baranggay Captains. Ensure that all stakeholders are represented and will participate in making the plan in order to establish ownership. It is easy to make a plan, however, it is hard to establish ownership among stakeholders. One way is to ensure their participation in the formulation of the plan from start to finish.
Situation awareness starts with the analysis of the Area of Responsibility whether it is a province, municipality/city or barangay.
In the phases of operation, the areas of Disaster Preparedness, Prevention and Mitigation, Response and Recovery and Rehabilitation are addressed. The tasks to undertake them are distributed to different agencies.
Command and Control is very important in any Crisis and Disaster. It must be established who is in charge.
This part identifies a methodology on how to implement preparedness.
Ensure a data base of contingency plans for future references. Further, make sure that the activities in your contingency plans are incorporated in your annual budget.
These tasks are written in RA 10121.
