It operates on the principles of empowering local communities and recognizing their valuable resources and role beyond just being victims. Key elements of CBDRRM include emergency plans, early warning systems, monitoring, and survival kits. For a community to be resilient against disasters, it must have organizations in place, trained personnel, emergency plans, early warning systems, and connections to local authorities and organizations. The Philippine Disaster Risk Reduction and Management Act of 2010 (RA 10121) established policies and a governance structure for disaster management led by the National Disaster Risk Reduction and Management Council.
