Steps of Project Development, Approvals and Clearances
PROJECT STAGES & PROCESSES
LAND/SITE ACQUISITION
This step includes two sub-steps which are – to achieve land lease agreement and changing land
category to industrial from agricultural. This step is very important before we start the project
DETAILED PROJECT REPORT (DPR) AND DETAILED BUSINESS PLAN
A detailed project report and business plan covering the site, technology, cost estimates, cash flows,
risks and returns will be prepared at this stage. The DPR would include information regarding the
potential equipment providers or vendors and must also exhibit the credibility of vendors shortlisted
for final selection. A Detailed Project Report is one of the most important documents to assess the
Calculation of solar PV array capacity, electricity generation and system losses
APPOINTMENT OF EPC CONTRACTOR, EQUIPMENT SUPPLIER/S AND DETAILED PLANT
DESIGN
Appointment of EPC contractor should be based on their past experience.The project developer
shall develop detailed guidelines (project uptime, performance of key systems and sub systems and
other design requirements, time for development, key tasks etc.) for project design and construction
and based on these guidelines appoint an EPC contractor. The EPC contractor shall undertake
detailed plant design with the developer based on inputs from the DPR. The project developer shall
also enter into a detailed EPC agreement with the EPC contractor which shall spell out key
deliverables like project completion timelines, performance guarantees and the specifications of the
equipment to be used during the project construction.Plant design be as per the drawing made by
the consultant in order to avoid any problem in future.
TRANSMISSION AGREEMENT
After the Above stage there is agreement stage, The project developer would need to sign a
transmission agreement with the RVPN. In case of other states it would be the respective STU.Thus
this is also important step in solar project.
CLEARANCES AND APPROVALS
Clearances from all the concerned department in order to avoid any delay in project. Approval or
clearances would need to be attained during project construction from various departments. The
State Nodal Agency (SNA/RREC) may in some of the states act as facilitator for obtaining these
clearances. Major clearances which form part of this step are;
 Pollution Control Board
 Import/Export Certificate
 No objection certificate from Civil Aviation Department
 No objection certificate from district collector for setting up the project
 Consent for establishment and consent to operate from state pollution control board
 Permission for laying power evacuation lines by chief electrical inspector
 Permission for ‘Implementation of Metering Code’, ‘Protection System’ to be obtained from
host Distribution Utility or the State Transmission Utility or the Central Transmission Utility as
the case may be.We must take permissions as per the policy of the state. Without all the
approval we cannot start our project.
PLACING EQUIPMENT PROCUREMENT ORDERS AND SIGNING PERFORMANCE
CONTRACTS WITH EQUIPMENT/ PANEL SUPPLIERS
Equipment Procurement is very important & it effects the performance of the project,The project
developer would need to place orders for the equipment and enter into performance guarantee
agreements with equipment suppliers. The project developer would also need to see the lead time
for equipment procurement and delivery while also provisioning time for obtaining customs and
import duty exemptions. Thus we can see without best quality equipment our performance will not be
good.
APPOINTMENT OF O&M CONTRACTOR
After the installation of the project maintenance of the project is very important so that we get beeter
performance continuously. The project developer shall appoint a private O&M contractor and enter
into an O&M contract. This shall specify details regarding project uptime, personnel required, spare
parts, acquisition for project for operation and management.
Some key tasks besides operation, preventive and routine maintenance shall include:
 Preventive maintenance policies
 Cleaning, washing of PV modules
 Tracker maintenance, if applicable
 BOS inspection
 Penalty on underperformance
 Quality service
 Timely maintenance.
 Trained & Skilled manpower with O&M Contractor.
APPLICABLE INSURANCE POLICY & RISK COVER
In order to make our project risk free Insurance Policy will have to be taken by the developer during
the Construction period related to:
 Damage to Equipment (During Procurement, Transit & Erection)
 Force Majeure
 PPA risk cover
 Non delivery
 Insurance Policy will have to be taken by the developer during the Operation period related
to:
 Theft and damage of equipment/project
 Machinery Breakdown
 Force Majeure
 Risk
These are the steps involved during the project development, Approval & Clearances these
steps are as per the Rajasthan Solar Policy for other state also steps remain same only few
point will change as per the solar Policy of that state.

[DPR] :
Any development will need to undertake a feasibility study to give you the information necessary to
decide whether to proceed or not. Prefeasibility and feasibility studies are crucial phases in the
development and growth of your Solar project.

PROJECT_STEPS

  • 2. PROJECT STAGES & PROCESSES LAND/SITE ACQUISITION This step includes two sub-steps which are – to achieve land lease agreement and changing land category to industrial from agricultural. This step is very important before we start the project DETAILED PROJECT REPORT (DPR) AND DETAILED BUSINESS PLAN A detailed project report and business plan covering the site, technology, cost estimates, cash flows, risks and returns will be prepared at this stage. The DPR would include information regarding the potential equipment providers or vendors and must also exhibit the credibility of vendors shortlisted for final selection. A Detailed Project Report is one of the most important documents to assess the Calculation of solar PV array capacity, electricity generation and system losses
  • 3. APPOINTMENT OF EPC CONTRACTOR, EQUIPMENT SUPPLIER/S AND DETAILED PLANT DESIGN Appointment of EPC contractor should be based on their past experience.The project developer shall develop detailed guidelines (project uptime, performance of key systems and sub systems and other design requirements, time for development, key tasks etc.) for project design and construction and based on these guidelines appoint an EPC contractor. The EPC contractor shall undertake detailed plant design with the developer based on inputs from the DPR. The project developer shall also enter into a detailed EPC agreement with the EPC contractor which shall spell out key deliverables like project completion timelines, performance guarantees and the specifications of the equipment to be used during the project construction.Plant design be as per the drawing made by the consultant in order to avoid any problem in future. TRANSMISSION AGREEMENT After the Above stage there is agreement stage, The project developer would need to sign a transmission agreement with the RVPN. In case of other states it would be the respective STU.Thus this is also important step in solar project. CLEARANCES AND APPROVALS Clearances from all the concerned department in order to avoid any delay in project. Approval or clearances would need to be attained during project construction from various departments. The State Nodal Agency (SNA/RREC) may in some of the states act as facilitator for obtaining these clearances. Major clearances which form part of this step are;  Pollution Control Board  Import/Export Certificate  No objection certificate from Civil Aviation Department  No objection certificate from district collector for setting up the project  Consent for establishment and consent to operate from state pollution control board  Permission for laying power evacuation lines by chief electrical inspector  Permission for ‘Implementation of Metering Code’, ‘Protection System’ to be obtained from host Distribution Utility or the State Transmission Utility or the Central Transmission Utility as the case may be.We must take permissions as per the policy of the state. Without all the approval we cannot start our project. PLACING EQUIPMENT PROCUREMENT ORDERS AND SIGNING PERFORMANCE CONTRACTS WITH EQUIPMENT/ PANEL SUPPLIERS Equipment Procurement is very important & it effects the performance of the project,The project developer would need to place orders for the equipment and enter into performance guarantee agreements with equipment suppliers. The project developer would also need to see the lead time for equipment procurement and delivery while also provisioning time for obtaining customs and import duty exemptions. Thus we can see without best quality equipment our performance will not be good.
  • 4. APPOINTMENT OF O&M CONTRACTOR After the installation of the project maintenance of the project is very important so that we get beeter performance continuously. The project developer shall appoint a private O&M contractor and enter into an O&M contract. This shall specify details regarding project uptime, personnel required, spare parts, acquisition for project for operation and management. Some key tasks besides operation, preventive and routine maintenance shall include:  Preventive maintenance policies  Cleaning, washing of PV modules  Tracker maintenance, if applicable  BOS inspection  Penalty on underperformance  Quality service  Timely maintenance.  Trained & Skilled manpower with O&M Contractor. APPLICABLE INSURANCE POLICY & RISK COVER In order to make our project risk free Insurance Policy will have to be taken by the developer during the Construction period related to:  Damage to Equipment (During Procurement, Transit & Erection)  Force Majeure  PPA risk cover  Non delivery  Insurance Policy will have to be taken by the developer during the Operation period related to:  Theft and damage of equipment/project  Machinery Breakdown  Force Majeure  Risk These are the steps involved during the project development, Approval & Clearances these steps are as per the Rajasthan Solar Policy for other state also steps remain same only few point will change as per the solar Policy of that state. Rambans Solar Project Techno-Economic Pre-Feasibility Studies & Detailed Project Report [DPR] : Any development will need to undertake a feasibility study to give you the information necessary to decide whether to proceed or not. Prefeasibility and feasibility studies are crucial phases in the development and growth of your Solar project.
