NYU Langone Medical Center went live with a systems upgrade in order to deploy capital more effectively. With over 1,000 beds, 6 million sq. feet and a multi-billion dollar capital plan the Medical Center needed to streamline their construction project management processes and enhance their integration between their project and financial systems for superior planning and execution across their entire portfolio. To achieve this objective they engaged with Enstoa to deploy Primavera Unifier, integrate PeopleSoft with Unifier, launch a change management program and execute an extensive end user adoption/ training program. The Medical Center went through a transformative process in order to produce substantial cost savings, improve their quality of service, and mitigate risks with project execution.

Ewan Glen looked at the role of Integrated Baseline Reviews, (IBR), as a tool in assurance. The aim of an IBR is to assure both the customer and supplier’s PM team that they have a common understanding of what is to be delivered and how.

8. The Purpose of an IBR
An IBR aims to find out if a project’s Performance
Measurement Baseline can be delivered, given the
project constraints
It checks if the project team understand the risks
inherent in the baseline and the control processes
to be used to deliver the scope
An IBR gives the PMO a standard approach to
identifying baseline risks to successful delivery

10. Who should use IBRs & why?

12. When to conduct an IBR
IBRs are usually initiated by the client post contract
award or as a result of a significant change
Suppliers are generally obligated to conduct an IBR and
this is typically within 3 months post contract award
Suppliers may also conduct their own IBRs to verify their
own delivery capability and risk exposure
Some clients run annual or bi-annual IBRs to to
check the robustness of, and risk exposure to,
their overall capital investment programme
