Women's empowerment in 
remote pastures 
Kyrgyz Republic

Arguments 
• Historically, the Kyrgyz people were nomadic, and women 
were more independent than other Central Asian women. 
They generally were not segregated from men and were 
involved in decision making on pasture management issues. 
• Soviet rule also contributed greatly to the empowerment of 
Kyrgyz women. Equal participation of women in 
management and decision making was ensured. Of 1000 
women 806 have secondary and university education, 
women constitute 59% of Ph.D. holders. 
• After collapse of Soviet Union economic depression and 
lack of social safety affected negatively, women became 
very vulnerable and cannot claim their rights to land, 
pastures, resources, financial assets and do not participate 
in decision making.
And as results women has unequal 
rights 
reasons of unequal rights of women to land and resources: 
• Increased influence of customary law: the heads of 
households predominantly are men; they also own 
assets, land, cattle and machinery. 
• Lack of knowledge and awareness among women 
about their rights to land and pastures. 
• The influence of religion, which is intensified at the 
moment, especially in south of Kyrgyzstan. Women’s 
rights are neglected and their voices are not taken 
into account, women do not participate in decision-making 
and thus can not express their interests and 
needs in the community.
consequences, lack of women's access to 
pastures and resources leads to: 
• Increase of poverty among women and female-headed 
households. 
• Lack of job and opportunities to obtain income for women. 
• Weak presence of women in many of the institutions 
responsible for decision-making: Pasture committees, LSG . 
• Women are not involved properly in Pasture committees 
activities, only 5.7 % of women are members of the PC; 
only 1.3% of women are chairmen of the PC. 
• Priorities and interests of women in pasture use and 
management are not taken into account. 
• Lack of services important for women: medical, 
educational, daily child care and etc.
Main objective 
Decrease (reduction) of poverty among women 
in remote pastures through involving in 
activities of PC and increasing….
Main tasks 
• Provide information campaign of possibilities for 
increasing social-economic in remote areas 
• Proper awareness campaign on new system of pasture 
management. 
• Technical trainings delivered to women on animal health, 
breeding, pasture management, production of yaks’ 
products. 
• Organizing services at pastures: health care, day care for 
children 
• Organization round table with pasture committee 
and other actively sides of the pasture
Expections|Results 
• women's access to rangelands and rangeland 
resources (average 30 families) 
• Increase participation in decision-making on 
pastures management (???10 women) 
• increase capacity building for trainings and other 
activities (12-20 women) 
• participation for discussion (own vision OR 
warning MAP or recommendations) for 
strengthening the role of women in the activity of 
Pasture Committees

committee and other actively sides of the pasture

Women´s empowerment in remote pastures

  • 1. Women's empowerment in remote pastures Kyrgyz Republic Rural Development Fund (???region, pasture territory…) Leaning Route, NEPAL, 2014
  • 2. Arguments • Historically, the Kyrgyz people were nomadic, and women were more independent than other Central Asian women. They generally were not segregated from men and were involved in decision making on pasture management issues. • Soviet rule also contributed greatly to the empowerment of Kyrgyz women. Equal participation of women in management and decision making was ensured. Of 1000 women 806 have secondary and university education, women constitute 59% of Ph.D. holders. • After collapse of Soviet Union economic depression and lack of social safety affected negatively, women became very vulnerable and cannot claim their rights to land, pastures, resources, financial assets and do not participate in decision making.
  • 3. And as results women has unequal rights reasons of unequal rights of women to land and resources: • Increased influence of customary law: the heads of households predominantly are men; they also own assets, land, cattle and machinery. • Lack of knowledge and awareness among women about their rights to land and pastures. • The influence of religion, which is intensified at the moment, especially in south of Kyrgyzstan. Women’s rights are neglected and their voices are not taken into account, women do not participate in decision-making and thus can not express their interests and needs in the community.
  • 4. consequences, lack of women's access to pastures and resources leads to: • Increase of poverty among women and female-headed households. • Lack of job and opportunities to obtain income for women. • Weak presence of women in many of the institutions responsible for decision-making: Pasture committees, LSG . • Women are not involved properly in Pasture committees activities, only 5.7 % of women are members of the PC; only 1.3% of women are chairmen of the PC. • Priorities and interests of women in pasture use and management are not taken into account. • Lack of services important for women: medical, educational, daily child care and etc.
  • 5. Main objective Decrease (reduction) of poverty among women in remote pastures through involving in activities of PC and increasing….
  • 6. Main tasks • Provide information campaign of possibilities for increasing social-economic in remote areas • Proper awareness campaign on new system of pasture management. • Technical trainings delivered to women on animal health, breeding, pasture management, production of yaks’ products. • Organizing services at pastures: health care, day care for children • Organization round table with pasture committee and other actively sides of the pasture
  • 7. Expections|Results • women's access to rangelands and rangeland resources (average 30 families) • Increase participation in decision-making on pastures management (???10 women) • increase capacity building for trainings and other activities (12-20 women) • participation for discussion (own vision OR warning MAP or recommendations) for strengthening the role of women in the activity of Pasture Committees

  • 9. Actions: • Inception stage (situation analyzes, company of the projects) • Social mobilization (involving women, meetings PC, local government etc.) • Providing educational trainings and selecting leaders • Meetings leaders with stakeholders • Prepare and conducting round table with pasture committee and other actively sides of the pasture
