2. The Northern Smallholder Livestock Commercialization Project
(NSLCP) builds upon the recently completed Northern Region
Sustainable Livelihoods through Livestock Development Project
(2008-2013) and lessons from ADB’s relevant projects and sector
experience.
The Project is consistent with the government’s sector development
objectives which promote the expansion of market-oriented
agricultural production and is aligned with ADB’s strategies.
The Ministry of Agriculture and Forestry (MAF) is the Executing
Agency (EA) and its related departments and the Provincial
Agriculture and Forestry Offices (PAFO) of target provinces are
responsible for the implementation of the project.

Goal:
The NSLCP aimed to raise rural incomes by enabling livestock
producers and agribusinesses to meet the high demand for Lao
livestock products both domestically and increasing
international opportunities.
Objectives:
• To strengthen capacity of smallholder and other LVC actors by
organizing groups and provide technical trainings.
• To improve infrastructure along the supply chain by improving
productive equipments, slaughterhouse and wet market.
• To improve capacity to access credit by providing training on
business management and planning

9. Impact and Outcome
The impact:
Increase average annual incomes of smallholder
livestock producers in the project areas from a 2014
baseline of Kip 3.2 million to 8 million in 2026.
The outcome:
Increase livestock sales from sustainable smallholder
production in the project areas.
On average, SLPMG members will sell heavier live animals:
55kg (from 45kg) for pigs and 225kg (from 200kg) for cattle
and sell more animals with increased annual sales of 18
(from 12) for pigs and 5 (from 3) for cattle.
10. The progress of project implementation until
November 2015
Since the loan became effective on 2 March 2015, the EA has carried out
necessary steps to prepare the readiness for project implementation. Up
to now, all necessary works has been completed, such as:
Project management structure has been set up and project staff has
been assigned to the positions at all level.
National Project Management Office (NPMO) has been set up within
the Department of Livestock and Fisheries and Field Office in
Luangprabang.
Start-up consultants has been recruited to support NPMO in
initiating start- up activities.
ADB’s Inception Mission has been fielded from 2 to 8 Sep. 2015.
Annual Work Plan and Budget for 2015-2016 has been developed
and approved by MAF and ADB and ADB had transferred initial
advance to the Ipmrest account.

Some field activities is being implemented:
o Baseline survey
o Survey on the existing livestock production groups
o Survey for communal land use planning for livestock
production
o Refresh training for Village Veterinary Workers.
Continue to provide credit service under the Village Livelihood
Fund (VLF) that inherit from LDP.
o Total fund = 34,5 billion Kip
o Released = 24 billion Kip
o Beneficiaries: 1,030 groups and 5,391 HHs in 234 villages,
18 districts, 5 provinces.
