Seminar cocreatie en opsporing bij de Politie Academie: De politie is voor de opsporing van daders van misdrijven vaak afhankelijk van de medewerking van de burger. Dat is eigenlijk nooit anders geweest, burgerparticipatie bij het politiewerk is van alle tijden. Binnen de politie wordt voortdurend geëxperimenteerd met innovatieve manieren om de burger bij het oplossen van misdrijven te betrekken. Cocreatie is zo'n specifieke vorm van burgerparticipatie. Bij cocreatie werken politie en burgers gezamenlijk aan een oplossing die voor beide partijen waarde creëert. Hierachter zit het idee dat de burger de veiligheid krijgt die hij verdient en waaraan hij zelf meewerkt. Cocreatie kenmerkt zich door een vergaande vorm van samenwerking waarbij burgers steeds meer invloed hebben op de aanpak van criminaliteit. Maar hoe kun je dit bereiken? Het contact van de politie met burgers is traditioneel informerend en zendend van aard, dus eenrichtingsverkeer. Dit is anno 2012 achterhaald, de politie c.q. overheid moet een manier vinden om contact met burgers te krijgen om in dialoog te treden. Dit betekent geen een- maar tweerichtingsverkeer.
4. Crowdsourcing is van alle tijden…

het bepalen van een oost-west positie
(lengtegraad).
De beste wetenschappers en zeevaarders
konden dit probleem niet oplossen, en dat
terwijl handel op zee de economie en
maatschappij dreef.
Het Britse parlement bood
£ 20,000 pond prijzengeld (vergelijkbaar
met €3.52 miljoen nu) voor de oplossing,
aangezien transportkosten hoog waren.
Uiteindelijk kwam een lokale timmerman

en klokkenmaker John Harrison met de
oplossing: de zeeklok (chronometer).

Dare to ask. A very old principle of using the wisdom of the crowd. The early “wanted” posters from the Wild West are a good example of this. The case of “John Harrison” is also a good example of crowdsourcing in the 17th century (see wikipedia: http://en.wikipedia.org/wiki/John_Harrison).

We zitten nu nog in web3.0. Het Internet of Things, met machine to machine en andere big data gerelateerde zaken, maken daar ook deel van uit; web 3.0 is nog niet af. Web 4 zal de ‘social re-engineering’ zijn van web 3.0.TNO, (Informatiemaatschappij > Future Internet Use > Big Data Evolution) “maakt web 3.0 af” en legt alvast de basiskennis voor web 4.0 neer.Nadruk in onderwerpen zal nog steeds transport, dependency, security en interpretation zijn. Dat zal in belang nog toenemen. Daarnaast zullen integrity en actuation als onderwerpen in de aanloop naar web 4.0 belangrijk worden.Jop: Er is inmiddels een nieuwe versie van het DNA van web-innovatie (zie ook PPT bijlage), die ook te koppelen is aan het verhaal van Carlotta Perez (slide 51): Zoals ik het voor me zie is Web 3.0 een nieuwe fase die – net als web 1.0 – sterk technologie-gedreven is aan de hand van oa het Internet of Things, Big Data (data-analyse en -visualisatie), het semantische web, Cloud computing etc. Hiermee wordt een nieuwe technologische infrastructuur aangelegd (dus niet alleen het semantische web). Waar web 2.0 een fase van societal re-engineering was tov de technologie van Web 1.0, zou Web 4.0 wederom een fase van societal re-engineering moeten zijn van de technologische basis die nu (Web 3.0) gelegd wordt. De vraag is echter in hoeverre dat mogelijk is naarmate het web steeds complexer wordt en (op basis van AI en zelflerende systemen) steeds meer in een black box verandert die niet transparant is en waarvoor de ‘gewone gebruiker’ niet over de benodigde kennis/kunde beschikt om hier – zoals bij web 2.0 – actief vorm te geven aan de verdere ontwikkeling. Daarmee komt de ‘Golden Age’ zoals Perez die beschrijft in gevaar. Dat betekent dat in de huidige technologische infrastructuur actief bepaalde waarden verankerd moeten worden zoals openheid en transparantie. Lang verhaal, excuus maar als je op je stokpaardje zit wil je nog wel eens op hol slaan ;-)

"The problem with the global village is all the global village idiots.“ On social media, just as in the real world, we see some voices are louder than others and some have more influence than others. Also currently the young, rich and highly educated people are online and with growing adoption rates social media will have a much better representation of the general public, including (for example) elderly people.
Currently “the big five” in social media for the Netherlands are Facebook, Twitter, YouTube, LinkedIn and Hyves. But in a few years this might be a different landscape. Which channels do you include and what investments (tools, education, training, resources) are needed for each new channel? Each channel has its own “rules of engagement”. How is the crisis communication strategy, including social media, future proof?
What is proportional?: privacyvs state interestAs an example: TNO has almost received the Dutch Big Brother award, for technology that detects deviant behaviour using CCTV’s. What about internet surveillance technologies, and what about using this knowledge to influence? (here, any form of communication is influencing the public, group or person). Ethics is an important topic for the European union, and has much debate about for example privacy and data protection. The whole chain or organisations play a role in this: end-users, social media providers, internet service providers, network providers, legislators, etc.
