The document outlines Hokkaido University's open education strategy in Japan. It aims to (1) develop open educational resources (OER) in Japanese for university courses, (2) share OER within the university and consortium for blended learning, and (3) create open MOOCs by reusing OER. A center was established to support faculty in developing OER and analyzing learning analytics. A consortium of universities collaborates on sharing liberal arts courses through distance learning. Preliminary results found positive faculty and student feedback, and potential for improving educational outcomes through OER, distance learning, and open MOOCs. Challenges include reducing OER development costs and ensuring sustainability.
