Keeping in view the multidimensional nature of terrorism, we must adopt a long term holistic and comprehensive approach for its eradication.

The Boston Marathon bombing in April 2013 and the grisly murder of an off-duty British soldier in public in London in May 2013 that was filmed on mobile phones as the terrorist waited for police demonstrate a further shift away from centralized terrorist organizations to lone wolf terrorism. Successful U.S. counterterrorism measures against al-Qaeda in the Arabian Peninsula and in Pakistan, combined with failed democratic transitions in the Middle East and North Africa, have contributed to the shift of global terrorism to Africa. Domestic terrorist groups such as Boko Haram, which means “Western education is sacrilege,” in northern Nigeria, collaborate with al-Qaeda. The Syrian civil war, chaos in Iraq following the U.S. withdrawal, and the disintegration of law and order in Libya have strengthened terrorism, most notably the group called the Islamic State of Iraq and Syria (ISIS), which claimed credit for the November 13, 2015 terrorist massacre in Paris.
The growing use of armed drones for targeted killings of suspected terrorists in Yemen, Pakistan, Somalia, Niger, and elsewhere raises many controversial issues. Drones are effective weapons against terrorists. Even though they kill fewer civilians than alternative methods, the loss of innocent civilian lives undermines their use.

Terrorism Defined
Terrorism is a difficult concept to define. For example, all individuals who detonate bombs in order to kill and maim innocent civilians are not terrorists. All murderers are not terrorists. Ted Bundy brutally murdered countless human beings. Although his crimes terrorized his victims, their families, the general public, he was a criminal - not a terrorist. The term "terrorism" is a political term. It describes an individual or groups who are using unlawful force or violence, or the threat thereof, to intimidate or coerce a government, the civilian population, or any segment thereof in furtherance of political or social objectives.
As Whittaker points out, terrorism can be objectively defined by the quality of the act. We know that all terrorists acts are crimes. However, the murder of individuals in the commission of a bank robbery is a crime, but it may or not be terrorism. If the motive of the Bank Robbery is to enrich the perpetrators, it is a crime. If the motive is to destabilize the nations banking system in order to bring down the government or to provide money to buy weapons to kill or threaten individuals to further some political objective, than it is a crime and an act of terrorism. Terrorism differs from ordinary crimes because its motivation is political.
Stephen Nathanson offers the following definition of Terrorism:
1. They are acts of serious, deliberate violence or destruction.
2. They are committed as part of a campaign to promote a political or social agenda.
3. They generally target limited numbers of people but aim to influence a larger group and/or the leaders who make decisions for the group.
4. They either kill or injure innocent people or pose a serious threat of such harms to innocent people.1
Incidents that have clear international consequences can be defined as international terrorism. For example, attacks on foreign diplomats, foreign nationals, airliners, and infrastructure by individuals from another country or a group that transcends international borders, Al-Queda for example, qualify as acts of international terrorism.
The motivation for terrorism is political. Generally, the direct cause of terrorism is a condition or circumstance that is perceived to be unjust. These issues may be addressed through a peaceful political process including strikes, demonstrations, boycotts, and regime change. However, when peaceful means are not available or fail extremists factions within the group seeking redress may turn to terrorism. For example, in modern states, separatist nationalism among Basques, Bretons, and Quebecois has motivated terrorism.
A dissatisfied minority or majority is not sufficient to cause terrorism. There are other necessary ingredients. There must be a perception of a lack of opportunity for political participation, and a final catalyst. The catalyst can be Government's use of extraordinary or unexpected force to quell peaceful attempts for redress or other .

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Committee on Oversight and Accountability is the principal oversight committee of the US House of Representatives and has broad authority to investigate “any matter” at “any time” under House Rule X.
• The Committee on Ways and Means has been investigating several universities since November 15, 2023, when the Committee held a hearing entitled From Ivory Towers to Dark Corners: Investigating the Nexus Between Antisemitism, Tax-Exempt Universities, and Terror Financing. The Committee followed the hearing with letters to those institutions on January 10, 202

INTRODUCTION
In the international community, terrorism has
no legally binding, criminal law. Common definitions of
terrorism refer only to those violent acts that are intended
to create fear (terror); are perpetrated for a religious,
political, or ideological goal; and deliberately target or
disregard the safety of non-combatants
(e.g., neutral military personnel or civilians).
Terrorists activity include acts
of unlawful violence and war. The use of similar tactics by
criminal organizations for protection rackets or to enforce
a code of silence is usually not labeled terrorism, though
these same actions may be labeled terrorism when done
by a politically motivated group. Usage of the term has
also been criticized for its frequent undue equating with
Islamism or jihadism, while ignoring non-Islamic
organizations or individuals.
5. The word "terrorism" is politically loaded and emotionally
charged, and this greatly compounds the difficulty of
providing a precise definition. Studies have found over 100
definitions of "terrorism". In some cases, the same group
may be described as "freedom fighters" by its supporters
and considered to be terrorists by its opponents.

The concept of terrorism may be controversial
as it is often used by state authorities (and individuals with
access to state support) to delegitimize political or other
opponents, and potentially legitimize the state's own use
of armed force against opponents (such use of force may
be described as "terror" by opponents of the state). At the
same time, the reverse may also take place when states
perpetrate or are accused of perpetrating state
terrorism The usage of the term has a controversial
history, with individuals such as ANC leader Nelson
Mandela at one point also branded a terrorist.

CONTENT
Terrorism" comes from the French word terrorism,
and originally referred specifically to state terrorism as practiced
by the French government during the 1793–1794 Reign of terror.
The French word terrorism in turn derives from the Latin
verb terreō meaning "I frighten”. The terror cambric’s was a panic
and state of emergency in Rome in response to the approach of
warriors of the Cimbri tribe in 105 BC. The Jacobins cited this
precedent when imposing a Reign of Terror during the French
Revolution.After the Jacobins lost power, the word "terrorist"
became a term of abuse.Although "terrorism" originally referred to
acts committed by a government, currently it usually refers to the
killing of innocent people for political purposes in such a way as to
create a media spectacle. This meaning can be traced back
to Sergey Nechayev, who described himself as a "terrorist".
Nechayev founded the Russian terrorist group "People's
Retribution"
7. Types of terrorism
Depending on the country, the political system, and the time in
history, the types of terrorism is varying. In early 1975, the Law
Enforcement Assistant Administration in the United States formed
the National Advisory Committee on Criminal Justice Standards
and Goals. One of the five volumes that the committee wrote was
titled Disorders and Terrorism, produced by the Task Force on
Disorders and Terrorism under the direction of H. H. A. Cooper,
Director of the Task Force staff. The Task Force classified
terrorism into six categories.
Civil disorder – A form of collective violence interfering with
the peace, security, and normal functioning of the community.

8. Political terrorism – Violent criminal behavior designed
primarily to generate fear in the community, or substantial
segment of it, for political purposes.
Limited political terrorism – Genuine political terrorism is
characterized by a revolutionary approach; limited political
terrorism refers to "acts of terrorism which are committed
for ideological or political motives but which are not part of a
concerted campaign to capture control of the state.
Official or state terrorism – "referring to nations whose rule is
based upon fear and oppression that reach similar to terrorism
or such proportions". It may also be referred to as Structural
Terrorism defined broadly as terrorist acts carried out by
governments in pursuit of political objectives, often as part of
their foreign policy.
Several sources have further defined the typology of terrorism:

Funding
State sponsors have constituted a major form of funding; for
example, Palestine Liberation Organization, Democratic Front for
the Liberation of Palestine and some other terrorist groups were
funded by the Soviet Union. The Stern Gang received funding
from Italian Fascist officers in Beirut to undermine the British
Mandate for Palestine. Pakistan has created and nurtured terrorist
groups as policy for achieving tactical objectives against its
neighbors, especially India.
"Revolutionary tax" is another major form of funding, and
essentially a euphemism for "protection money". Revolutionary
taxes are typically extorted from businesses (including farms
10. cultivating illicit drugs (such as Papaver somniferous) and they
also "play a secondary role as one other means of intimidating the
target population".
Other major sources of funding include kidnapping for
ransoms, smuggling (including wildlife smuggling), fraud,
and robbery. The Levant received funding "via private donations
from the Gulf states".
The Financial Action Task Force is an inter-governmental body
whose mandate, since October 2001, has included
combating terrorist financing.

Tactics
Terrorism is a form of asymmetric warfare, and is more
common when direct conventional warfare will not be effective
because forces vary greatly in power.
The context in which terrorist tactics are used is often a large-scale,
unresolved political conflict. The type of conflict varies
widely; historical examples include:
11. Secession of a territory to form a new sovereign state or
become part of a different state
Dominance of territory or resources by various ethnic groups
Imposition of a particular form of government
Economic deprivation of a population
Opposition to a domestic government or occupying army
Religious fanaticism
Terrorist attacks are often targeted to maximize fear and
publicity, usually using explosives or poison. There is concern
about terrorist attacks employing weapons of mass destruction.
Terrorist organizations usually methodically plan attacks in
advance, and may train participants, plant undercover agents,
and raise money from supporters or through organized crime.
Communications occur through modern telecommunications, or
through old-fashioned methods such as couriers.

Terrorism is a worldwide threat and it eliminates
peace and harmony form many countries like
Afghanistan, Somalia, Nigeria etc. democracies like India,
USA and England etc are under the threat of terrorism.
UNO banned many terrorists groups in order to prevent
them from acquiring funds, formulating plans for attacks,
recruitment etc. However terrorists’ activities are
running smoothly all over the world aiming especially
India and US and other democracies. Measures have to
be taken for preventing Countries like Pakistan to
sponsor terrorists groups and infiltration to India.
