Abstract:
Hong Kong’s 'small circle' election system means that only 1,200 people had a vote for the Chief Executive of the city, from a population of 3.77 million.
Prof. Benny Tai, leader of the Umbrella Movement, working with more than 20 civic communities in Hong Kong, led a campaign against this lack of inclusion, and commissioned the building of the PopVote application.
Seeing that the referendum provided an extraordinary opportunity for a large scale experiment, Democracy Earth were happy to collaborate to see how blockchain technologies such as Bitcoin or the IPFS network could best be leveraged to make the election process secure from cyber attacks.
Popvote aimed to collect a million citizens’ votes for the Chief Executive election, but it looked to future reuse, too. On a low budget, it was built as Open Source software that could also cater for future referendums. Crucially, based on previous experiences, it also had to be able to withstand cyber attacks.
Virgile shares the project’s outcomes, some encouraging; others disappointing. He also spells out how such collaborations are becoming more and more relevant to civil society, especially in a world of cyber attacks, data leaks and electoral fraud.

The FUPOL project aims to create a new governance model for more transparent and open policy design that engages stakeholders throughout the process. It has a budget of 9.01 million euros over 48 months with 17 partners from various European and Asian countries. New technologies like social computing, semantic analysis, simulation, and cloud computing will be used to automatically identify policy issues from online citizen opinions, involve stakeholders in providing feedback, and simulate the effects of policy options to support more informed decision making. The goals are to give citizens a greater voice, improve communication between politicians and citizens, better predict policy impacts, and increase civic engagement and innovation through new digital tools.

How evaluations change with open data
The paper aims at exploring the consequences of the gradually increasing availability of Open Data for evaluation as we know it. Using concepts from the literature on evaluation and democracy, it contends that new technologies both require a new behavior by evaluators and open up possibilities in the very framework in which evaluation is done.
The pressure to open up data changes the way governments and public sector offices conceptualize, produce, and disseminate data. Responding to this demand requires that internal procedures change in fundamental, still partially unexplored ways.
Issues arise also for citizens seeking information. They face a rapid growth of internet-based sources, which both creates opportunities for research and difficulties in assessing data quality, credibility, and usability.
It also implies that public interventions--be they programmes, projects, or services--are open to public scrutiny of a new, more informed type. It increasingly involves expert, non-expert, and differently-expert scrutiny.
It is highly unlikely that Open Data will ever provide all--or even most--information needed for an evaluation. There is a risk that, in addition to opening up new research avenues and framing new evaluation questions by new actors, the availability of great masses of data on public policies obscures the need to directly observe effects and to build credible theories about phenomena.
The very existence of open data, and the possibilities they open up to public scrutiny call into question the role of internal and external evaluators. This is even more so when thinking of the opportunities opened by the ability to conjure collective intelligence in evaluation processes--using concepts already developed in the participation tradition.
The paper explores these themes based on an on-going research project. The two authors are involved in the Open Data movement in Italy and will advance their research during the next months through their work, research on existing literature, and holding workshops (e.g. within the Sapienza Seminar on Classic Evaluation Theorists).

This study examines the relationship between internet growth and government performance in China from 1997-2012 using data from the country's 31 first-level administrative divisions. The results show a positive association between higher internet penetration rates and improved public services over time, such as access to water, gas, transportation and more. However, the effect was smaller for divisions that already had higher service levels. Additionally, the relationship strengthened in later time periods from 1997-2002 to 2003-2006 to 2007-2012. These systems are made up of different components which present varying interactions and interrelationships with and/or among each other; therefore, making their management to be difficult or challenging. Indeed, Ruiz, Zabaleta & Elorza (2016), highlighted that public policymakers have to deal with complex systems which involve heterogeneous agents that act in non-linear behaviors making their management difficult. Neziraj & Shaqiri (2018) also stated that the policymakers are faced with problems which are complex and non-uniform due to a lot of uncertainties and risk situ.

Collusion-resistant multiparty data sharing in social networks
The number of users on online social networks (OSNs) has grown tremendously over the past few years, with sites like Facebook amassing over a billion users. With the popularity of OSNs, the increase in privacy risk from the large volume of sensitive and private data is inevitable. While there are many features for access control for an individual user, most OSNs still need concrete mechanisms to preserve the privacy of data shared between multiple users. The proposed method uses metrics such as identity leakage (IL) and strength of interaction (SoI) to fine-tune the scenarios that use privacy risk and sharing loss to identify and resolve conflicts. In addition to conflict resolution, bot detection is also done to mitigate collusion attacks. The final decision to share the data item is then ascertained based on whether it passes the threshold condition for the above metrics.

Abstract This paper introduces an open, interoperable, and cloud-computing-based
citizen engagement platform for the management of administrative processes of public
administrations, which also increases the engagement of citizens. The citizen engage-
ment platform is the outcome of a 3-year Italian national project called PRISMA
(Interoperable cloud platforms for smart government; http://www.ponsmartcities-
prisma.it/). The aim of the project is to constitute a new model of digital ecosystem
that can support and enable new methods of interaction among public administrations,
citizens, companies, and other stakeholders surrounding cities. The platform has been
defined by the media as a flexible (enable the addition of any kind of application or
service) and open (enable access to open services) Italian Bcloud^ that allows public
administrations to access to a vast knowledge base represented as linked open data to
be reused by a stakeholder community with the aim of developing new applications
(BCloud Apps^) tailored to the specific needs of citizens. The platform has been used

The primary drivers of these protests are poor university administration, lack of transparency, and inadequate communication between officials and students. This study examines the profound emotional, psychological, and professional impacts on students engaged in pro-Palestine protests, focusing on Generation Z's (Gen-Z) activism dynamics. This paper explores the significant sacrifices made by these students and even the professors supporting the pro-Palestine movement, with a focus on recent global movements. Through an in-depth analysis of printed and electronic media, the study examines the impacts of these sacrifices on the academic and personal lives of those involved. The paper highlights examples from various universities, demonstrating student activism's long-term and short-term effects, including disciplinary actions, social backlash, and career implications. The researchers also explore the broader implications of student sacrifices. The findings reveal that these sacrifices are driven by a profound commitment to justice and human rights, and are influenced by the increasing availability of information, peer interactions, and personal convictions.
