knowledge come from? The communication of scientific knowledge trickles in a fashion opposite to
that of the filtration of water through a carbon scrubber, where the highest concentration of pure
scientific knowledge exists within the prestigious community of scientists and scientific knowledge
within the academic and public communities has to be filtered from the other particles of ideas,
leaving much room for interpretation. This paper will explore these different interactions among
various communities and how it shapes communication of scientific knowledge. One such community
is that of the very scientists who do the research and publications which supply much of the scientific
knowledge we know today. However, research and publishing is heavily time consuming and
expensive so many scientist must seek out funding. Bias, or a conflict of interest, can be argued to
exist in all aspects of science depending on when and how results are obtained. It is without discourse

I believe that we don t need the Electoral College for multiple reasons. One of the reasons have to do
with technology and another reason has to do with power. There are more reasons as well. While I
believe that we don t need the Electoral College, if we go with the popular vote then we could run into
issues like the candidates won t actually get more than half of America s vote.
The first reason that I think that we should go with the popular vote is that while the people back then
needed the Electoral College, we don t anymore. Since we have modern technology, we can be
informed by searching the candidates views. Another evidence that we are informed is that there has
only been five times where the popular vote would have given a different president than what the
Electoral college would have picked. That means that the citizens of America are about as informed as

To understand Manner s theory, let us first have a look at its inspirations. The concept of civilian
power (CP) was mostly developed by F.Duchêne in 1973. He defined it as a civilian group long on
economic power and relatively short on armed forces .5 This concept can be said to be the basis of
Manners NPE theory. Moravcsik deepened F.Duchêne s definition arguing that the EU s CP «does not
lie in the deployment of battalions or bomber, but rather in the quiet promotion of democracy and

The central problem discussed in this paper is to determine the general capabilities needed to
rebalance the Joint Force 2025 (JF25) considering the current strategic challenges and the global
security environment. This paper proposes that the JF25 focus on its competitive advantages and
curtail ineffective and expensive programs to preserve its ground forces capability to provide
deterrence and defeat capabilities critical to our National Strategic Objectives. To support this
position, this paper articulates the emerging threats to U.S. National Interests and highlights the key
strategic direction of published Department of Defense (DoD) strategy and strategic concepts.
Secondly, this proposal provides the broad capabilities that the JF25 must aggregate from each service
of the DoD. Finally, this paper articulates and mitigates the inherent risks to its proposed capabilities.
The emerging threats to U.S. National Interests are several. At the same time, sequestration magnifies
the criticality of miscalculated capability decisions. The persistent threat trends of 2025 include the
proliferation of weapons of mass destruction, the rise of modern competitor states, violent extremism,
irregular warfare, regional instability, transnational criminal activity, competition for resources, and
lone actors. The National Military Strategy (NMS) of 2015 breaks down future threats into the
categories of revisionist states and violent extremist organizations, while recognizing the
