1. Purpose. To promulgate qualification requirements and
assignment policies for personnel ordered to duty in connection
with the Naval Coastal Warfare (NCW) Command program.
2. Program Background
a. Naval Coastal Warfare Squadron (NCWRON) Mission:
Exercise tactical control over detachments, assigned Mobile
Inshore Undersea Warfare Units (MIUWU), and Inshore Boat Units
(INSHOREBOATUs), ensuring readiness and the maintenance of
integral Command, Control, Communications, Computers, and
Intelligence (C4I). Additionally, NCW units shall provide
seaward surveillance and security forces in amphibious objective
areas, harbors, and other militarily significant coastal and
inshore areas throughout the world.
b. MIUWU Mission: Provide centralized planning, control,
coordination, and integration of coastal warfare assets for
force protection of strategic shipping and naval vessels
operating in the inshore/coastal area, anchorages, and harbors.
Provide Command, Control, Communications, and Surveillance (C3S)
support to the force protection officer (FPO). Additionally,
MIUWU shall function as the seaward security officer (SSO)
during expeditionary warfare operations.

c. INSHOREBOATU Mission: Provide waterborne interdiction
and surveillance patrol craft for force protection of strategic
shipping and naval vessels operating in the inshore/coastal
area, anchorages, and harbors.
3. Ineligibles. Personnel are required to maintain
qualifications in various tactical and crew served weapons.
Due to this requirement, members desiring orders to
NCWRON/MIUWU/INSHOREBOATUs who have open Family Advocacy Program
(FAP) cases or who have been convicted in a civil court (other
than minor traffic violations) are ineligible (non-waiverable).
4. Requirements/Qualifications
a. The following rates are eligible:

b. The following minimum requirements must be satisfied:
(1) Maintain a SECRET security clearance.
(2) Maintain physical readiness test (PRT) standards per
reference (a).

(3) Maintain a valid U.S. driver’s license.
(4) Maintain 2nd class swimmer qualification
(INSHOREBOATU only).
(5) Obtain a Government travel card.
(6) Satisfactorily complete operational screening per
MILPERSMAN article 1300-800.
(7) Complete sections A, B, C, D2, D3 and D4 of NAVPERS
1306/92 (Rev. 12-03), Special Programs Screening Form, Exhibit 1
of MILPERSMAN article 1306-900.
(8) Incur obligated service (OBLISERV) of 36 months.
(a) Individuals qualified for a special program
shall have the required OBLISERV to complete the normal tour of
duty.
(b) Members who do not have the required OBLISERV
must either reenlist or extend prior to transfer.
(c) Careerists with 17 or more years of active
service will not be authorized to transfer to the Fleet Reserve
prior to completing the minimum tour of duty. A NAVPERS
1070/613 (Rev. 7-06), Administrative Remarks entry shall be made
certifying the member both understands and agrees.
(d) Members who are unwilling to incur required
OBLISERV are not eligible for transfer to this special program.
Retain member on board and send an unsuitability report to Navy
Personnel Command (NAVPERSCOM) (appropriate code) via message.
(9) Have no conviction of a domestic violence charge.
(10) Obtain official and tourist passports (fees
incurred obtaining a tourist passport will be reimbursed upon
reporting to command).
