What is SMS?
The safety management system (SMS) is an organized system planned and
implemented by the shipping companies to ensure safety of the ship and marine
environment.
SMS is an important aspect of the International safety management (ISM)
code and it details all the important policies, practices, and procedures that are
to be followed in order to ensure safe functioning of ships at the sea.
Every safety management policy should satisfy some of the basic functional
requirements to ensure safety of every ship. They are:
Procedure and guidelines to act in an emergency situation
Safety and environmental protection policy
Procedure and guidelines for reporting accidents or any other form of non-
conformities
Clear information on level of authority and lines of communication among ship
crew members, and between shore and shipboard personnel

In short, a safety management system would consists of details as to how a
vessel would operate on a day to day basis, what are the procedures to be
followed in case of an emergency, how are drills and trainings
conducted, measures taken for safe operations, who is the designated person
etc.

The Assistant Designated Person shall educate the following items to the shore
based personnel;
1) Before commencement of the "System", he shall educate them according to
the "Guidance for Safety Management System".
2) He shall educate the new joined personnel according to the "Guidance for
Safety Management System".
3) He shall educate the shore staff who engage the System to support the
following:
a) Training of Safety Management System
b) On the job Training
c) Emergency Preparedness and Response Training

Qualification of Internal Safety Auditor
An Internal Safety Auditor should satisfy the following qualification
1) The person should have familiarized himself with the "System".
2) The person having enough experience and knowledge regarding the safe oper
ation of ships and the environmental protection.
3) The person regarded equivalent to above mentioned 1) and 2) by the Designa
ted Person.
Internal Safety Audit team
The Designated Person shall organize the following internal safety audit team.
1) The Designated Person shall designate 3 or more persons to the
internal safety audit team for shore based divisions, who shall have enough ex
perience and knowledge regarding the safe operation of ships and the environ
mental protection.
2) The Designated Person shall appoint one of them as the leader of Internal
Safety Audit team.
3) The Designated Person shall designate Internal Safety Auditor for managed
ships.

observed by seamen who serve on board managed ships
