according to the standards set by the
Philippines’ Department of Tourism (DOT)
• Discuss the different hotel rating systems
• Discuss the notion of management
contract.
• Explain the concept of time sharing
Hotel and Resort
• According to the Department of Tourism’s Memorandum
Circular No. 2012-02 Rules and Regulations to govern the
accreditation of accommodation establishments- hotels,
resorts and apartment hotels, a hotel is defined as full service
accommodation with reception and guest rooms generally
offering private facilities with an onsite restaurant, room and
bar service available. Additional facilities such as business
centres and conference rooms are expected.
• Under the same memorandum, a resort is a full service
accommodation located in a more natural, relaxed
environment, with reception and guest rooms generally
offering private facilities with an onsite restaurant, room and
bar service available and additional recreation facilities and
tour service.

Star Rating System
• Hotel ratings are often used to classify hotels according
to their quality. From the initial purpose of informing
travelers on basic facilities that can be
expected, the objectives of hotel rating
has expanded into a focus on the hotel
experience as a whole. Today the terms
'grading', 'rating', and 'classification' are
used to generally refer to the same
concept, that is to categorize hotels.
In the international arena, hotels are
rated either by the star or diamond
rating system. The highest for the star
and diamond ratings would be a
numerical value of 5. Other hotels and
resorts are claiming that they are 6
stars or 7 stars; this practice is done
for marketing purpose only.
At the moment, there is no 6 or 7
star ratings. The approach is being
done by the hotels just to
emphasize that the services they
offer is beyond the prescribed
measurement of the highest rating
for hotels and resorts.

adopted. Many countries use 1 to 5 star system
In USA hotels are rated from 1 to 5 diamonds
Some hotels have claimed a six or seven-star
rating for their operation. (Example: Burj Al Arab in
Dubai 7 star)
WHO DECIDES?
 Because there is no overall authority for
assigning hotel ratings on an international
basis, it is the customer who ultimately
decides the quality of the hotel based
upon the quality of guest experience.
 THE FOLLOWING STAR RATINGS WERE
ESTABLISHED BY THE EUROPEAN
HOTELSTAR UNION.
There is a wide variety of rating schemes used by different
organizations around the world. Many have a system involving
stars, with a greater number of stars indicating greater luxury.
Forbes Travel Guide, formerly Mobil Travel Guide, launched its star
rating system in 1958. The AAA and their affiliated bodies use
diamonds instead of stars to express hotel and restaurant ratings
levels.
Food services, entertainment, view, room variations such as size
and additional amenities, spas and fitness centers, ease of access
and location may be considered in establishing a standard. Hotels
are independently assessed in traditional systems and rest heavily
on the facilities provided.

quality of accommodation could fall into one
class but the lack of an item
such as an elevator would
prevent it from reaching a
higher categorization
Classification of Philippine Hotel,
Resort and Apartment
• In the Philippines, hotels,
resorts and apartments are
classified using the 5-star
rating system. This is in
accordance with Republic
Act no. 9593 otherwise the
Department of Tourism is
task on the mandatory
accreditation of primary
tourism enterprises, the
national tourism standards
for the accommodation
sector hotels, resorts and
apartment hotels.

25-40% achievement.
These enterprises appeal to budget-
minded travellers.

These enterprises appeal to the tourists seeking
more than basic accommodation.

procedures, personnel and other
technical aspects in running the daily
operations of the hotel.

Time Sharing
Concept
• A timeshare is a property or the right to use a property,
typically a resort room, in which multiple parties have
rights, such as the right-to-use. In short, these are future
purchases of persons for intended future vacations at
todays prices.
This innovative concept has attracted
the eye of many resort developers.
Vacation ownership takes the hassle out
of second home ownership.
With so many successful timeshare properties, Marriott
serves as an ideal example of hoteliers involved in
timesharing. Marriott now has over 40,000 owners, with
annual sales of more than $100 million. It offers many
travel programs for their owners, including an excellent
internal timeshare resort exchange program, exchanges
throughout Marriott's hotel and resort system,
exchanges through one of the large exchange
companies, one of the largest resale operations in the
industry.

1. Fixed Week which
is a type of

resort for a fixed
calendar date.
2. Floating Week, as
the word describes, is
a type of timeshare
where there is no fixed
date in terms of
staying in the resort.

Module 0 hotel star rating in the Philippines : A Review

  • 1. Hotel and Resort Overview: A Review Prepared by: Prof. Rowena R. De Leon Elective: Housekeeping Operations

After studying the module, the learner will be able to: • Provide a definition of hotels and resort according to the standards set by the Philippines’ Department of Tourism (DOT) • Discuss the different hotel rating systems • Discuss the notion of management contract. • Explain the concept of time sharing
  • 3. Hotel and Resort • According to the Department of Tourism’s Memorandum Circular No. 2012-02 Rules and Regulations to govern the accreditation of accommodation establishments- hotels, resorts and apartment hotels, a hotel is defined as full service accommodation with reception and guest rooms generally offering private facilities with an onsite restaurant, room and bar service available. Additional facilities such as business centres and conference rooms are expected. • Under the same memorandum, a resort is a full service accommodation located in a more natural, relaxed environment, with reception and guest rooms generally offering private facilities with an onsite restaurant, room and bar service available and additional recreation facilities and tour service.

  • 5. Star Rating System • Hotel ratings are often used to classify hotels according to their quality. From the initial purpose of informing travelers on basic facilities that can be expected, the objectives of hotel rating has expanded into a focus on the hotel experience as a whole. Today the terms 'grading', 'rating', and 'classification' are used to generally refer to the same concept, that is to categorize hotels.
  • 6. In the international arena, hotels are rated either by the star or diamond rating system. The highest for the star and diamond ratings would be a numerical value of 5. Other hotels and resorts are claiming that they are 6 stars or 7 stars; this practice is done for marketing purpose only. At the moment, there is no 6 or 7 star ratings. The approach is being done by the hotels just to emphasize that the services they offer is beyond the prescribed measurement of the highest rating for hotels and resorts. Star Rating System

WHO DECIDES?  Because there is no overall authority for assigning hotel ratings on an international basis, it is the customer who ultimately decides the quality of the hotel based upon the quality of guest experience.  THE FOLLOWING STAR RATINGS WERE ESTABLISHED BY THE EUROPEAN HOTELSTAR UNION.
  • 9. There is a wide variety of rating schemes used by different organizations around the world. Many have a system involving stars, with a greater number of stars indicating greater luxury. Forbes Travel Guide, formerly Mobil Travel Guide, launched its star rating system in 1958. The AAA and their affiliated bodies use diamonds instead of stars to express hotel and restaurant ratings levels.
  • 10. Food services, entertainment, view, room variations such as size and additional amenities, spas and fitness centers, ease of access and location may be considered in establishing a standard. Hotels are independently assessed in traditional systems and rest heavily on the facilities provided. Some consider this disadvantageous to smaller hotels whose quality of accommodation could fall into one class but the lack of an item such as an elevator would prevent it from reaching a higher categorization
  • 11. Classification of Philippine Hotel, Resort and Apartment • In the Philippines, hotels, resorts and apartments are classified using the 5-star rating system. This is in accordance with Republic Act no. 9593 otherwise the Department of Tourism is task on the mandatory accreditation of primary tourism enterprises, the national tourism standards for the accommodation sector hotels, resorts and apartment hotels.

  • 21. 3-Star Hotel  55-70% achievement. These enterprises offer a very good level of accommodation.  More spacious public areas - Lobby  Higher quality facilities  Greater range of services

  • 30. Management Contract  is an agreement of the owner of the hotel and a hotel management contract. The hotel management company provides for a system, operational procedures, personnel and other technical aspects in running the daily operations of the hotel.

Marriott now has over 40,000 owners, with annual sales of more than $100 million. It offers many travel programs for their owners, including an excellent internal timeshare resort exchange program, exchanges throughout Marriott's hotel and resort system, exchanges through one of the large exchange companies, one of the largest resale operations in the industry.
  • 37. Types of Timeshares 1. Fixed Week which is a type of timeshare wherein you stay in the resort for a fixed calendar date. 2. Floating Week, as the word describes, is a type of timeshare where there is no fixed date in terms of staying in the resort.
