Low impact development (LID) is an approach to land development that emphasizes using small-scale stormwater management practices, green infrastructure, and environmental site design for the purpose of maintaining pre-development hydrologic conditions. The presentation discusses the benefits of LID for residents, developers, communities, and the environment. It outlines five basic principles of LID design and provides examples of entities that have adopted LID standards or are in the process of adopting them. The presentation argues for a mandatory rather than voluntary approach to implementing LID and provides strategies for getting political acceptance and introducing LID requirements through ordinances, standards, and education.

Presentation reviews the history of low impact development best management practices in Ontario, York Region and the City of Markham. Application of Analytical Probabilistic Models to assess LID performance and capacity for cost-effective design is reviewed. Lifecycle costs of distributed and centralized green infrastructure LID features are compared with conventional grey infrastructure stormwater management approaches. Normalized unit costs of various LID technologies are compared including annualized capital depreciation and operation and maintenance costs. Recent Ontario green infrastructure LID BMP implementation costs for bioswales, infiltration trenches, rain gardens and permeable pavement are summarized. City of Markham North Markham's LID servicing strategy is reviewed including impact of new development LID servicing on tax rates or stormwater utility fees.
The case of Municipal Council Ratlam vs Vardi Chand is a landmark decision in the realm of writ jurisdiction in India. This pivotal case, heard by the Supreme Court in 1980, addressed the critical issue of a municipal council's responsibility in addressing public health and sanitation concerns within its jurisdiction. This presentation represents a segment of a group project in a capstone course at Arizona State University on "Urban Public Policy and Sustainability".
Our group was tasked with working with the City of Mesa to identify and research an urban planning policy that could be improved to support a more sustainable trajectory. The final outcome was a policy recommendation delivered to the city and presented to a mock city council. (While we did not present to the actual City Council for Mesa, our "mock council" participants included the Mayor of Mesa, a City Council Member from Tempe and a few other well qualified judges.)
Our group's policy recommendation was concerned with decreasing wastewater for sustainable development via suggested policy changes concerning development impact fees.

Located in Northwest Indiana, the Deep River-Portage Burns Waterway watershed drains nearly 180 square miles of primarily urban and agricultural land to Lake Michigan through the Portage Burns Waterway. In 2014, the Indiana Department of Environmental Management (IDEM) completed a yearlong baseline water quality study of 35 stream sites in the watershed. Based on the information they collected, nearly 233 miles of stream (80%) in the watershed will likely be included on the draft 2016 303d List of Impaired Waterbodies.
The Deep River-Portage Burns Waterway Initiative brings together local communities and organizations to begin restoring and protecting these waterways for current and future generations to enjoy. Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. It emerged from the Roman Republic, transitioning into an imperial powerhouse under the leadership of Augustus Caesar in 27 BCE. This transformation marked the beginning of an era defined by unprecedented territorial expansion, architectural marvels, and profound cultural influence.
The empire's roots lie in the city of Rome, founded, according to legend, by Romulus in 753 BCE. Over centuries, Rome evolved from a small settlement to a formidable republic, characterized by a complex political system with elected officials and checks on power. However, internal strife, class conflicts, and military ambitions paved the way for the end of the Republic. Julius Caesar’s dictatorship and subsequent assassination in 44 BCE created a power vacuum, leading to a civil war. Octavian, later Augustus, emerged victorious, heralding the Roman Empire’s birth.
Under Augustus, the empire experienced the Pax Romana, a 200-year period of relative peace and stability. Augustus reformed the military, established efficient administrative systems, and initiated grand construction projects. The empire's borders expanded, encompassing territories from Britain to Egypt and from Spain to the Euphrates. Roman legions, renowned for their discipline and engineering prowess, secured and maintained these vast territories, building roads, fortifications, and cities that facilitated control and integration.
The Roman Empire’s society was hierarchical, with a rigid class system. At the top were the patricians, wealthy elites who held significant political power. Below them were the plebeians, free citizens with limited political influence, and the vast numbers of slaves who formed the backbone of the economy. The family unit was central, governed by the paterfamilias, the male head who held absolute authority.
Culturally, the Romans were eclectic, absorbing and adapting elements from the civilizations they encountered, particularly the Greeks. Roman art, literature, and philosophy reflected this synthesis, creating a rich cultural tapestry. Latin, the Roman language, became the lingua franca of the Western world, influencing numerous modern languages.

Development
Low-impact development (LID) is a term used to describe a land planning and
engineering design approach to manage stormwater runoff. LID emphasizes
conservation and use of on-site natural features to protect water quality. This
approach implements engineered small-scale hydrologic controls to replicate the
pre-development hydrologic regime of watersheds through infiltrating, filtering,
storing, evaporating, and detaining runoff close to its source.
3. 5 Basic Principals
There are 5 core requirements when it comes to designing for LID…
• Conserve natural areas wherever possible
(minimize habitat loss and fragmentation)
• Minimize the development impact on hydrology
(don’t pave over the whole site if you don’t need to)
• Maintain runoff rate and duration from the site
(don’t let the water leave the site)
• Scatter integrated management practices throughout your site
(controls that infiltrate, store, evaporate, and/or detain runoff close to the source)
• Implement pollution prevention, proper maintenance and public education
(signage, O&M plans, filtration devices)

Costs?
LID is economical. Typically it costs less than conventional stormwater management systems to construct and maintain, in part, because of
fewer pipes, fewer below-ground infrastructure requirements, and less imperviousness. It is a more environmentally sound technology and a
more economically sustainable approach to addressing the adverse impacts of urbanization. New techniques and products are making
implementation even more cost-effective.
Takes away space?
Space once dedicated to stormwater ponds can now be used for additional development to increase lot yields or be left as is for
conservation or to meet open space ordinance requirements.
Maintenance?
The greater use of on-lot multi-purpose landscaping / vegetation also offers human "quality of life" opportunities by greening neighborhoods
and contributing to livability, value, sense of place, and aesthetics. Other benefits include enhanced property values and re-development
potential, greater marketability, improved wildlife habitat, thermal pollution reduction, energy savings, smog reduction, enhanced wetlands
protection, and decreased flooding. many projects, the LID practice was originally designed as a landscaped feature before its functionality
as a stormwater control was introduced. In these situations, the landscaping and construction costs for stormwater are essentially free.
Will delay my project?
Local permitting agencies can use LID as a model in revising local zoning and subdivision regulations in favor of more cost-effective,
ecologically sound development practices. This will prevent delays from receiving project approval
Do we need LID?
The need for such an approach has never been greater. Stormwater programs require that a wide array of complex and challenging
ecosystem and human health protection goals be addressed. Many of these goals are not being met by conventional stormwater
management technology, and communities are struggling with the economic reality of funding aging and ever-expanding stormwater
infrastructure.

6. COMPLIANCE - LID WATER QUALITY BMP
POINTS SYSTEM
Compliance with LID non-point source pollution control requirements
is based on a points system. This is a tool for screening BMPs to
ensure that the site is adequately covered by preferred practices.
The points assigned to each BMP are weighted by the proportion of
the site served by the BMP. To achieve compliance, a storm water
management plan must attain at least 100 LID Points per each
Disturbed Acre of development through implementation of
approved practices. A minimum of three (3) different BMPs must be
incorporated for each development. Practices utilized must be
approved by the Storm Water Management Board. The BMPs
utilized to satisfy the 80% TSS removal rate requirements cannot be
counted as part of the required LID point total.
