1-Preparadness step:
Buoys help to monitor water elevations and informations are conveyed to water stations through remote sensor wireless communication (in link with a drone base)-Preparadness alert step (stand by and activation)
This is a real time flood mitigation and intervention. As the responsiveness of the detection is locally based in the river basin itself. The warehouse for the drone and the 2 oz pocket water purifers are located by the flood plain.
2-Operation and intervention:
The system is directed to people at risk of fresh water supply disruption during a flood. It allows the flood fighters (like firefighters but for flood zones) to operate a marshall drop of 2 oz Pocket water purifiers with non stopped flight drones for at least 3 days, the time people cannot refrain to drink contaminated water, thus the purifier help them to survive the crisis and facilitate the post recovery operation. Drones have self-navigation tools or can be manually directed by an operator from the ground.
3-Improvement from lessons learned
Probably, the product life cycle would tell, which is the best alternative to have the water purifiers at hand. For exampl, drones could be replaced by micro-light, or a a rider on a bicycle with a mobile phone, or a speed-boat.
Conclusion:
All these alternatives to water trucking are good and the only way to deliver safe water from contaminated water, because during a flood water trucking is disabled and water can only come from the drops of 2 Oz Pocket water purifiers from the sky.

The Alberta Government is considering amendments to water allocation and water licence transfer systems in the province. This review is being driven by issues of overallocation of water in some areas of the province and the economic and environmental issues that overallocation has caused.
Jason Unger, Staff Counsel with the Environmental Law Centre, presented a summary review of the three reports that are informing the government’s review, as well as issues that arise from a “First in Time, First in Right” (FITFIR) system, such as whether the licence transfer system is equitable and whether transfers and FITFIR adequately address environmental and economic concerns.

In recent years it has been increasingly recognised that enhancing the delivery of ecosystem services through better catchment management should not only be the responsibility of the public sector, but also the private and third sectors.
Alongside this movement towards shared responsibility, there is also now a growing body of evidence that far greater environmental improvements can be achieved if all of the groups actively involved in regulation, land management, scientific research or wildlife conservation in
a catchment area are drawn together with landowners and other interest groups to form a catchment management partnership.
In response to this increased understanding of the potential benefits of participatory catchment planning, undertaken with local stakeholders and knowledge providers, in 2011,
Defra announced that the UK Government was committed to adopting a more ‘catchment-based approach’ to sharing information, working together and coordinating efforts to protect England’s water environment.
Now in 2014, there are 109 newly formed Catchment-Based Approach partnerships covering catchments across the whole of England and the cross-border areas of Wales and Scotland.

catchment (Tonle Sap Great Lake), Cambodia is jointly
implemented by Tonle Sap Authority, Ministry of Water
Resources and Meteorology, Supreme National Economic
Council, Hatfield Consultant Partnership, and Culture and
Environment Preservation Association.

IWRM is not a single, remedial, blueprint plan but rather, a way of seeing
things, managing things, negotiating outcomes and evaluating trade-offs
using state-sanctioned regulations.
IWRM requires both technical solution (access to knowledge and
tools, management ) and governance (institution, organizations, and
communication/participation.

9. Establishing a collective meaning of IWRM
What we want to achieve for Pursat Basin?
Goal of IWRM at the river basin level is to
achieve water security(1) for all purposes, as well
as manage risks while responding to, and
mitigating, disasters.
Water security = capacity to provide sufficient and
sustainable quantity and quality of water for all types of
water services and protect society and the environment
from water-related disasters (ADB).

Path towards water security requires:
resolving tradeoffs to maintain a proper balance
between meeting various sectors’ needs, and
establishing adaptable governance mechanisms
to cope with evolving environmental, economical
and social circumstances.
