Housekeeping items 
 The purpose of this meeting is to take public comments on proposed

service changes effective Monday, January 5, 2015. 
 Silence all cell phones. 
 Be considerate of meeting attendees and COTA staff. 
 When it is your turn to make a comment or ask a question about 
COTA’s service changes, remain at your seat and we will call upon 
you. 
 Comments and questions are limited to two minutes per person. 
 Participants are encouraged to complete comment cards. 
 Ask one question at a time so the appropriate COTA staff member 
may address your comment.
Timelines 
COTA modifies service three times per year: 
 First Monday of:

 January 2015 changes will begin on Monday, January 5.
Transit System Review (TSR) - Background

 The Transit System Review (TSR) took a complete view of the 
existing COTA bus system. A Proposed Bus Network Plan and 
Downtown Operations Plan were developed to better meet the 
current needs of the community. 
 The TSR’s goal is to improve the effectiveness and continued 
expansion of COTA's bus network, downtown operations and 
technologies to meet the needs of growing and changing land uses in 
central Ohio. 
 The proposed bus network improves the frequency of buses, 
simplifies alignments and connects new locations with service seven 
days a week.
Transit System Review (TSR) - Implementation

 In November, the COTA Board of Trustees accepted the TSR Final 
Report from IBI Group Inc. and adopted a transit network framework 
that allocates seventy (70) percent of bus service to high-ridership 
lines and thirty (30) percent of bus service to coverage lines. 
 Implementation of the TSR is proposed to occur in two phases, 
Phase I and Phase II, starting in January 2015 and concluding in 
September 2017. 
 Updated maps of the proposed network and Downtown operations 
are available online. 
 COTA will continue to solicit public input throughout the 
implementation process.

 No longer connects with Line 5 through downtown. 
 Line 4 Parsons (Weekday) 
 The second morning northbound trip will start at Parsons Avenue 
and Groveport Pike instead of at South High Street and Mound 
Street.

 Line 5 W. 5th Ave. (All Days) 
 New service added serving N. Wilson Road and connecting to the 
Hollywood Casino on W. Broad Street. 
 Service no longer operates in the Meijer parking lot, along 
Westchester Woods Blvd., or in the Giant Eagle parking lot; 
service instead ends at COTA’s Renner Road Park & Ride. 
 Weekend service extended to the Renner Road Park & Ride and 
also provided on the new service along N. Wilson Road to the 
Hollywood Casino. 
 Table (below) shows previous and new mid-day frequencies.

 Bus lines that share stops with the above lines may also be 
affected by bus stop changes as part of this project.

 A public comment period about these changes

was held from October 6 through October 31, 
2014.

 Commuter Bulletins about final changes have 
been posted at all affected bus stops.

Bus Stop Service Improvement Project?
COTA update 
 COTA will maintain the current fare structure in 2015 for all fare 
30 
products, with two exceptions: 
 Free fares for ADA customers on fixed-route service have been 
restored. 
 Free CBUS® fares have been extended through May 3, 2015. 
 All fare media expires on 12/31/14, as stated on passes. 
 COTA.com website is being revised. 
 The refurbished COTA Transit Terminal, located at 25 E. Rich St., is 
now open, and the North Terminal, located at 33 W. Spring St., is 
projected to re-open in December 2014 as the Spring Street Terminal.
COTA update 
 Next Generation Plan

 Consultant (Nelson/Nygaard) and COTA staff will begin work on 
the plan in December 2014. 
 Plan projected to be complete in the spring of 2016. 
 CMAX – Cleveland Avenue BRT 
 Project submitted to Federal Transit Administration on 
September 8, 2014. 
 An updated project information sheet is available at today’s

 Next project phase – Final Design initiated December 2014

  • 1. January 2015 Service Changes Public Information Meetings December 9 and 16, 2014
  • 2. Housekeeping items  The purpose of this meeting is to take public comments on proposed 2 service changes effective Monday, January 5, 2015.  Silence all cell phones.  Be considerate of meeting attendees and COTA staff.  When it is your turn to make a comment or ask a question about COTA’s service changes, remain at your seat and we will call upon you.  Comments and questions are limited to two minutes per person.  Participants are encouraged to complete comment cards.  Ask one question at a time so the appropriate COTA staff member may address your comment.
  • 3. Timelines COTA modifies service three times per year:  First Monday of: 3  January  May  September  January 2015 changes will begin on Monday, January 5.
  • 4. Transit System Review (TSR) - Background 4  The Transit System Review (TSR) took a complete view of the existing COTA bus system. A Proposed Bus Network Plan and Downtown Operations Plan were developed to better meet the current needs of the community.  The TSR’s goal is to improve the effectiveness and continued expansion of COTA's bus network, downtown operations and technologies to meet the needs of growing and changing land uses in central Ohio.  The proposed bus network improves the frequency of buses, simplifies alignments and connects new locations with service seven days a week.
  • 5. Transit System Review (TSR) - Implementation 5  In November, the COTA Board of Trustees accepted the TSR Final Report from IBI Group Inc. and adopted a transit network framework that allocates seventy (70) percent of bus service to high-ridership lines and thirty (30) percent of bus service to coverage lines.  Implementation of the TSR is proposed to occur in two phases, Phase I and Phase II, starting in January 2015 and concluding in September 2017.  Updated maps of the proposed network and Downtown operations are available online.  COTA will continue to solicit public input throughout the implementation process. Mound (Sunday)  Travel times adjusted to improve on-time performance.  Service frequency adjusted to 60 minutes.  No longer connects with Line 5 through downtown.  Line 4 Parsons (Weekday)  The second morning northbound trip will start at Parsons Avenue and Groveport Pike instead of at South High Street and Mound Street.
  • 9. January 2015 service changes 9  Line 5 W. 5th Ave. (All Days)  New service added serving N. Wilson Road and connecting to the Hollywood Casino on W. Broad Street.  Service no longer operates in the Meijer parking lot, along Westchester Woods Blvd., or in the Giant Eagle parking lot; service instead ends at COTA’s Renner Road Park & Ride.  Weekend service extended to the Renner Road Park & Ride and also provided on the new service along N. Wilson Road to the Hollywood Casino.  Table (below) shows previous and new mid-day frequencies. Bus Stop Service Improvement Project  Project Goals: 26  Optimally space bus stops to balance the need for quick in-vehicle travel time with considerations of the distance that customers must walk to access bus stops  Improve operational efficiency  Reduce maintenance costs of underutilized bus stops  Improve travel times, where possible
  • 27. Bus Stop Service Improvement Project  The following lines were analyzed for January 2015: 27  Line 5 W. 5th Ave. (Local)  Line 92 James/Stelzer (Crosstown)  Bus lines that share stops with the above lines may also be affected by bus stop changes as part of this project.

Bus Stop Service Improvement Project  A public comment period about these changes 28 was held from October 6 through October 31, 2014.  Maps of all final changes, and a list of all affected stops are available for review at this meeting, and are available online at: http://www.cota.com/BusStopServiceImproveme nt.aspx  Commuter Bulletins about final changes have been posted at all affected bus stops.

COTA update  COTA will maintain the current fare structure in 2015 for all fare 30 products, with two exceptions:  Free fares for ADA customers on fixed-route service have been restored.  Free CBUS® fares have been extended through May 3, 2015.  All fare media expires on 12/31/14, as stated on passes.  COTA.com website is being revised.  The refurbished COTA Transit Terminal, located at 25 E. Rich St., is now open, and the North Terminal, located at 33 W. Spring St., is projected to re-open in December 2014 as the Spring Street Terminal.
  • 31. COTA update  Next Generation Plan 31  Consultant (Nelson/Nygaard) and COTA staff will begin work on the plan in December 2014.  Plan projected to be complete in the spring of 2016.  CMAX – Cleveland Avenue BRT  Project submitted to Federal Transit Administration on September 8, 2014.  An updated project information sheet is available at today’s sign-in desk.  Next project phase – Final Design initiated December 2014  For more information visit www.cotabrt.com
