The mayors of Dublin, Livermore, and Pleasanton, along with county and transportation officials, wrote a letter to Assemblywoman Baker urging her support for the Tri-Valley BART Extension Project. The 10-mile project would link BART to ACE trains, providing transportation and economic benefits. Officials requested Baker's help in establishing a joint powers authority to oversee the project and secure $650 million for Phase I and $200 million for Phase II to extend BART further into the Tri-Valley region.

Dear Assembly Woman Baker,
There is a sense of urgency in the Tri-Valley to see the long planned Tri-Valley BART Extension Project
move forward. Improved mobility in the Tri-Valley is essential to our quality of life but also to the overall
economy of the Bay Area. The project is a vital 10-mile link that will close the missing gap between the
BART and ACE systems – creating a direct intermodal connection which links workforce housing to good
paying jobs. Congestion relief will also benefit goods movement in the heavily congested I-580 corridor - a
major link between the Central Valley and the Bay Area’s seaports. This opportunity will create jobs, support
economic growth and sustainably link our burgeoning center of innovation and commerce to the Central
Valley and all reaches of the Bay Area.
We urge you to help us remove roadblocks, secure remaining funding and expedite the delivery of this
important project. Specifically, we are asking you to support the creation of a Joint Powers Authority (JPA) to
be governed by eleven voting members: the Livermore Amador Valley Transportation Authority (LAVTA)
Board of Directors (two each representing Pleasanton, Dublin, and Livermore and one representing Alameda
County), two members from the BART Board of Directors, and one representative each from the San Joaquin
Regional Rail Commission (ACE) and the San Joaquin Board of Supervisors. The JPA would take the lead
and be responsible for the planning, environmental review, design, right-of-way acquisition and construction
of both phases of the BART to ACE connection project in the Tri-Valley. This would include the current
Phase I BART to Isabel heavy rail extension, and the Phase II heavy rail extension from Isabel to
Greenville. The JPA would coordinate with BART during these functions, and upon completion of
construction, BART would own, operate and maintain the extensions.
As you know, the Tri-Valley BART extension to Isabel has $550 Million currently committed to the
project. However, additional funds are needed to complete Phase I and begin work on Phase II of the project.
We are requesting the following funding for the project:
 Phase I: $650 Million to allow completion of extension from Dublin/Pleasanton to Isabel
 Phase II: $200 Million to allow completion of environmental review, conceptual engineering, and
right-of-way acquisition for extension from Isabel to ACE Station at Greenville
Thank you for your strong support of this critical transportation link. We appreciate your leadership on this
issue, which will have a profound impact on the quality of life and economic health of the Tri-Valley.
