Request of Javier D. Alonso RA of Architaktos Architecture & Design, applicant,
representing Andres Cuellar, owner, for the significance review of the existing main
structure located at 317 Normandy in order to demolish 100% of the existing single-
family residence under Demolition Review Ordinance No. 1860 (April 12, 2010).

BACKGROUND INFORMATION
The property is zoned SF-B and is located on the north side of Normandy between Imlay and
Arbutus.
POLICY ANALYSIS
Staff found no historical or architectural significance to the structure.
Staff has not received any documents regarding proposed improvements on this property but it
should be noted that construction of a new single-family residence, in the future, would require
review by the ARB and approval by City Council.
FISCAL IMPACT
No projected fiscal impact from this project has been calculated.

Architectural Review Board Meeting
April 19, 2022 – 5:30 P.M.
Take notice that a Regular Architectural Review Board meeting of the City of Alamo Heights will be held
on Tuesday, April 19, 2022 at 5:30pm in the City Council Chamber, located at 6116 Broadway St, San
Antonio, Texas, 78209, to consider and act upon any lawful subjects with may come before it. Per
Governor’s Order GQ-36, attendees are not required to wear facial covering (mask) but they are
encouraged. The City will continue to practice social distancing, and seating will be limited to
capacity limits.
INSTRUCTIONS FOR TELECONFERENCE: Members of the public may also participate via audio
by dialing 1-346-248-7799 and entering access number 868 0184 5240#. If you would like to speak on
a particular item, when the item is considered, press *9 to “raise your hand”. Citizens will have three
(3) minutes to share their comments. The meeting will be recorded.

Cuellar, owner, for the significance review of the existing main structure in order to demolish 100% of the
existing residence with accessory structure(s) and under Demolition Review Ordinance No. 1860 (April
12, 2010).
Chapter 5 of Code of Ordinances (Buildings and Building Regulations) requires City Council to consider the
ARB’s recommendation for all demolition/final design review applications. Please check the ARB posted
results on the City’s website after the ARB meeting to confirm any future meeting dates.
Plans are available for public viewing on the City’s website, with the exception of floor plans,
(http://www.alamoheightstx.gov/departments/planning-and-development-services/public-notices/)
and at the Community Development Services Department located at 6116 Broadway St, 2nd
floor.

Demolition Review
Dear CoAH Architecture Review Board,
We are requesting your consideration for the demolition of the structure located at 317 Normandy Ave. for the
purpose of replating it with the adjacent property at 321 Normandy Ave. The structure in question is a single
story, wood framed residence built in 1927.
There is no known record of design by a significant Architect or historic significance with the structure in
question. In general the structure shows signs of disrepair, with numerous locations where the exterior siding is
damaged and other portions are rotted or rusted out. The original foundation of the home remains, with cedar
post peers and timber beams. The foundation shows signs of disrepair, with many interior cracks in the
walls, and would require a significant investment to repair and bring up to industry standards.
In my professional opinion the structure at 317 Normandy is not historically significant and in a state of
general disrepair. I request your consideration to approve the demolition of this structure to allow the property
owner to invest in a new structure to beautify and contribute to the beautiful neighborhood of Alamo Heights.

Alonso RA of Architaktos Architecture & Design, applicant, representing Andres Cuellar, owner, for the significance review of the existing main structure located at 317 Normandy in order to demolish 100% of the existing single- family residence under Demolition Review Ordinance No. 1860 (April 12, 2010). DATE: April 25, 2022 BACKGROUND INFORMATION The property is zoned SF-B and is located on the north side of Normandy between Imlay and Arbutus. POLICY ANALYSIS Staff found no historical or architectural significance to the structure. Staff has not received any documents regarding proposed improvements on this property but it should be noted that construction of a new single-family residence, in the future, would require review by the ARB and approval by City Council.

There is no known record of design by a significant Architect or historic significance with the structure in question. In general the structure shows signs of disrepair, with numerous locations where the exterior siding is damaged and other portions are rotted or rusted out. The original foundation of the home remains, with cedar post peers and timber beams. The foundation shows signs of disrepair, with many interior cracks in the walls, and would require a significant investment to repair and bring up to industry standards. In my professional opinion the structure at 317 Normandy is not historically significant and in a state of general disrepair. I request your consideration to approve the demolition of this structure to allow the property owner to invest in a new structure to beautify and contribute to the beautiful neighborhood of Alamo Heights.
