SUBJECT: Case No. 422
Public hearing, consideration, and action regarding a request to replat the property
identified as CB 4024, BLK 136, LOT 15, also known as 317 Normandy Ave,
and CB 4024, BLK 136, LOT 16, also known as 321 Normandy Ave.
DATE: June 13, 2022
SUMMARY
The applicant is requesting to combine the two (2) properties into one (1) property.
BACKGROUND INFORMATION
The property is located between Imlay and Arbutus, on the north side of Normandy, and is zoned
Single Family B (SF-B) District.
Demolition of the main structure located on 317 Normandy was approved by the Architectural
Review Board and City Council in April 2022. Staff is currently in receipt of a request to add to
the side of the existing main structure located at 321 Normandy.
POLICY ANALYSIS
 Sec. 3-12. - Lot area.
The minimum lot area in the SF-B District shall be seven thousand five hundred (7,500)
square feet, and no lot shall be reduced in area below this minimum requirement.
 Sec. 3-13. - Lot width.
The minimum lot width for lots in the SF-B District shall be fifty (50) feet and no lot shall be
reduced in width below this minimum.
CPS, SAWS, and Public Works have given approval of the proposed replat in their evaluation of
the potential impact on utilities.
As proposed, the replat meets technical requirements listed in Chapter 3 Zoning and Chapter 17
Subdivision codes. Demolition of the main structure will be required prior to release for
recordation and new improvements will not be allowed until the plat is recorded.
 Texas Local Government Code
Section 212.009(a). The municipal authority responsible for approving plats shall act on a
plat within 30 days after the date the plat is filed. A plat is considered approved by the
municipal authority unless it is disapproved within that period.
The replat request was scheduled to be heard at the regularly scheduled Planning & Zoning
Commission meeting of June 06, 2022. The meeting was canceled due to lack of a quorum so the
plat is considered approved by the inaction of the commission.
FISCAL IMPACT
No projected fiscal impact from this project has been calculated.

Governor’s Order GQ-36, attendees are not required to wear facial covering (mask) but are
encouraged. The City will continue to practice social distancing, and seating will be limited to
capacity limits.

Case No. 422 – Public hearing, consideration, and action will take place on Monday, June 06, 2022 at
5:30pm regarding a request to replat the property identified as CB 4024, BLK 136, LOT 15, also known
as 317 Normandy Ave, and CB 4024, BLK 136, LOT 16, also known as 321 Normandy Ave.
The City Council of the City of Alamo Heights will conduct a public hearing on Monday, June 13, 2022
at 5:30pm relating to the recommendations of the Planning and Zoning Commission regarding the same
issues.

“Please be advised that the City of Alamo Heights, Texas is the purveyor of water and sewer
services for the property(s) at 317 Normandy and 321 Normandy. Any upgrades or modifications
to the existing water and sewer system, including new infrastructure and connections requested
by the developer, shall be the responsibility of the developer and shall be installed according to
City of Alamo Heights regulations at the developer’s expense. All such upgrades and
modifications are subject to the developer’s SUP (if applicable), which also includes the
acquisition of any water rights occasioned by additional consumption”.

  • 1. CITY OF ALAMO HEIGHTS COMMUNITY DEVELOPMENT SERVICES DEPARTMENT CITY COUNCIL AGENDA MEMORANDUM TO: Mayor and City Council Members FROM: Lety Hernandez, Director of Community Development Services SUBJECT: Case No. 422 Public hearing, consideration, and action regarding a request to replat the property identified as CB 4024, BLK 136, LOT 15, also known as 317 Normandy Ave, and CB 4024, BLK 136, LOT 16, also known as 321 Normandy Ave. DATE: June 13, 2022 SUMMARY The applicant is requesting to combine the two (2) properties into one (1) property. BACKGROUND INFORMATION The property is located between Imlay and Arbutus, on the north side of Normandy, and is zoned Single Family B (SF-B) District. Demolition of the main structure located on 317 Normandy was approved by the Architectural Review Board and City Council in April 2022. Staff is currently in receipt of a request to add to the side of the existing main structure located at 321 Normandy. POLICY ANALYSIS  Sec. 3-12. - Lot area.

The minimum lot area in the SF-B District shall be seven thousand five hundred (7,500) square feet, and no lot shall be reduced in area below this minimum requirement.  Sec. 3-13. - Lot width. The minimum lot width for lots in the SF-B District shall be fifty (50) feet and no lot shall be reduced in width below this minimum. CPS, SAWS, and Public Works have given approval of the proposed replat in their evaluation of the potential impact on utilities. As proposed, the replat meets technical requirements listed in Chapter 3 Zoning and Chapter 17 Subdivision codes. Demolition of the main structure will be required prior to release for recordation and new improvements will not be allowed until the plat is recorded.  Texas Local Government Code Section 212.009(a). The municipal authority responsible for approving plats shall act on a plat within 30 days after the date the plat is filed. A plat is considered approved by the municipal authority unless it is disapproved within that period. The replat request was scheduled to be heard at the regularly scheduled Planning & Zoning Commission meeting of June 06, 2022. The meeting was canceled due to lack of a quorum so the plat is considered approved by the inaction of the commission. FISCAL IMPACT No projected fiscal impact from this project has been calculated.
