police patrol vehicles

SUMMARY
Authorizing the purchase of two 2021 Ford Police Interceptor SUVs to replace two police vehicles
in the police department inventory which are scheduled for replacement.
BACKGROUND INFORMATION
The purchase of two (2) police patrol vehicles was approved by City Council for the Fiscal Year
2020-21 budget to replace one 2015 police interceptor SUV and one 2016 police interceptor SUV
scheduled for replacement. The police department selected the 2021 Ford Interceptor SUV as the
replacement vehicles after experiencing very good service with the 2015 through 2020 Ford Police
Interceptor SUVs already in the police department inventory. The purchase of Ford Police
Interceptor vehicles also reduces as a reduction in the cost of equipment transferable from the
vehicles being replaced.
The City of Alamo Heights is a member of the BuyBoard, which provides a wide variety of
vehicles and services available to governmental entities through competitive procurement. Staff
sent bid requests to the four BuyBoard dealerships offering the Ford Interceptor SUV meeting our
equipment specifications. Three dealerships responded with bids matching our specifications.

Equipment / accessories not transferable from the vehicles being replaced will be purchased from
BuyBoard, TX SmartBuy or other competitive vendors where carried in their inventory.
POLICY ANALYSIS
The City of Alamo Heights procurement policy and Texas laws pertaining to the purchase of
equipment exceeding $3000 were followed. The purchase of vehicles and equipment exceeding
$50,000 from BuyBoard without a competitive bid process is allowed by policy and state law.

2. FISCAL IMPACT
The replacement of two police patrol vehicles was approved in the FY20-21 budget. The purchase
price of two 2021 Ford Police Interceptor SUVs is $67,250 which is lower than the projected cost
of $69,180. Budgeted funds from the Capital Improvement Fund will be used for the purchase of
the vehicles.
