SUMMARY
Seeking authorization to purchase two new Ford 250 4x4 Crew Cab diesel pickups, one vehicle
for Public Works and the other vehicle for Utilities.
BACKGROUND
Public Works will be purchasing two new pickup units and transferring an existing unit between
divisions. Currently, Public Works has two pickups nearing their useful life and in need of
replacement, unit #37 and unit #7. The current market for used vehicles is at a premium.
Preliminary trade-in value for the existing units is $20,000 for both vehicles. The Utility division
has an existing Ford F-250 4x4, unit #40, with over 100,000 miles but in good working order. This
unit is proposed to be transferred from Utilities to Public Works.
The 4x4, ¾ ton pickups are used by the Public Works Department to haul heavy equipment to
various vendors or locations within the city. The ability to move equipment using internal fleet
vehicles maintains versatility while reducing the cost of contract haulers.
On October 12, 2021, the City advertised in the San Antonio Express News requesting bids for
two 2022 F-250 Crew Cab diesel trucks. Cavender Grande Ford submitted a bid on November 12,
2021. One of the new pickups will be issued to Public Works and the other will be issued to
Utilities.
POLICY ANALYSIS
Purchasing is cost effective over the continued repair of a worn and outdated vehicle where parts
are difficult to obtain. The transfer of unit #40 from Utilities to Public Works will help keep the
mileage under control while still utilizing the vehicle’s ability to haul heavy loads. There is only
one pickup assigned to the Utility Department which is utilized by the Superintendent.
FISCAL IMPACT
The cost for each pickup is $45,895.00 for a total of $91,790.00 for both vehicles. $45,895.00 will
be deducted from the Utility Capital Replacement fund balance for the vehicle assigned to Utilities.
The cost is within the amount allocated for these purchases in the FY 2022 Budget. Any funds
collected for the trade in value for the existing units will be deposited in the Capital Funds account.
