This 3 unit blended course on water resources law introduces fundamental legal principles of water allocation through a combination of in-person and online instruction. Key concepts covered include categories of surface and groundwater rights, management approaches, environmental allocation, and the public trust doctrine. Students gain practical understanding of contemporary water issues and critically examine social policies. The class meets twice a week in person with additional online exercises, lectures and discussions led by Professor Jennifer Harder, an experienced water attorney and law professor.

The Suwannee River Water Management District strives to obtain public feedback on its management of public lands. It forms land management review teams made up of local experts and community members to provide guidance. The teams' findings are reported to the District's governing board. Between 10 and 25 individuals typically participate in day-long meetings, which include presentations and field trips. Both staff and the board appreciate the diverse perspectives shared. The District's land management strategies aim to balance public access, recreation, and natural resource protection.
Significance of Local Knowledge in Environmental Governance
Participation and Lay Knowledge in Environmental Governance - ‘Significant’?
Stakeholder’s participation is a recurrent theme of environmental governance since 1960s, when environmental politics became institutionalized within western developed countries. Scientists, interest groups, media and local protests have been significant in shaping the definition and resolution of environmental issues (Bulkeley and Mol, 2003). In contrast, Beck (1999) argued “in the face of this ‘risk society’, the conventional political institutions of modernity are increasingly…inadequate…as decision-making power, control and legitimacy increasingly locate outside the political system…which were previously considered unpolitical” (cited in Bulkeley and Mol, 2003).
Collaborative processes, has been suggested, to enable local actors to place their knowledge in the broader context of what state actors know, and vice versa (Innes et al., 2007 cited in Taylor and de Loë, 2012). Only recognizing expert knowledge as a valid basis for decision-making excludes the knowledge and experience of people who live and work in ecosystems (Taylor and Buttel, 1992 cited in Evans, 2012). On the other hand Tatenhove and Leroy (2003) argue, “we should not assume that increased involvement of stakeholders in the decision-making process is necessarily symptomatic of a loss of state power. It is vital not to …assume that a linear trend of shifts from government to governance is taking place” (Macleod and Goodwin, 1999, p.522 cited in Bulkeley and Mol, 2003)
Additionally, “contextualized knowledge, can lead to problem-specific responses that are more likely to be accepted and supported by the public. [B]ias against local knowledge highlights the critical relationship between knowledge and power in collaborative processes” (Lach et al., 2005; van Ast and Boot, 2003; Flyvbjerg, 2001; Healey, 2003 cited in Taylor and de Loë, 2012)
In summation, local knowledge is significant equally as the scientific knowledge (in some cases surpasses) in environmental decision making and planning, in the era of complex challenge imposed by climate change, to adapt and sustain (Reid et al., 2009; Few et al., 2007). Public participation from the beginning of the development planning can make the process more focused, legitimate, resource optimized and worthy (Petts and Brooks, 2006).
Students-Based Participatory Research for the Watershed Resources Management ...
A watershed is a basin-like landform defined by highpoints and ridgelines that descend into lower elevations. We need to remember that we all live downstream and that our everyday activities can affect downstream waters. In this regards, the entire community needs to get involved to spare our watersheds. The study involved 33 students subdivided into three groups. The three groups were assigned to interview a total of 132 respondents consituting of 33 students, 33 instructors, 33 local citizens and 33 government officials. The level of awareness and initiatives of respondents with regards to watershed resources management were determined. The first group of studentsfound that government officials have the lowest of awareness (69%) and initiatives (71.82%). Same results were obtained by the second and third group. The students' experiences on this participatory research were also investigated. According to the students, most government officials did not take the survey questionnaire seriously. Students also mentioned that some government officials thought that the survey is unnecessary because they are aware of their environment. The results of the survey questionnaire tell otherwise. A spatial water quality assessment will be conducted to strengthen the purpose of this research to conserve the watershed resources of DMMMSU-NLUC.

The challenge of water education
Over the past 50 years, water problems in Kenya have escalated and accessing clean water now poses one of the greatest challenges facing Kenyan society. Lack of safe water and adequate sanitation is the leading cause of illness in Kenya. While factors like water scarcity, climate change, and fragmented management systems have exacerbated the water crisis, weaknesses in water education are also a major obstacle to effective water management and development. Improving water education for students, teachers, leaders and citizens is crucial to inspire innovative solutions, empower local action, and quantify water resources, needs and relationships to development. Universities should develop specialized education materials to address priority water topics and help Kenya progress towards a happier, healthier future with sustainable water access.

In the U.S., where policy action on climate change and natural resource management (NRM) is piecemeal at best, the fragile Arctic has predictably been hampered by political wrangling and corporate lobbying. This paper examines the obstacles encountered by organizations pursuing NRM in the U.S. Arctic, and how they are able to nonetheless enact effective NRM. I adopt a stakeholder perspective, drawing from communication research on sustainable organizing to trace ongoing tensions of local/global, science/community, and social/environmental in the Arctic. The qualitative study is based on interviews with 28 actors, fieldwork in five different sites, and analysis of key texts. Findings revealed a number of structural and communicative challenges to NRM, hinging on discursive closure. However, participants identified three overarching themes of effective NRM that were being accomplished—related to decision-making, everyday communicative work, and risk management for both institutional and environmental uncertainties. Both theoretical and practical implications are considered.

The challenge of water education
Over the past 50 years, water problems in Kenya have escalated and accessing clean water now poses one of the greatest challenges facing Kenyan society. Lack of safe water and adequate sanitation is the leading cause of illness in Kenya. While factors like water scarcity, climate change, and fragmented management systems have exacerbated the water crisis, weaknesses in water education are also a major obstacle to effective water management and development. Improving water education for students, teachers, leaders and citizens is crucial to inspire innovative solutions, empower local action, and quantify water resources, needs and relationships to development. Universities should develop specialized education materials to address priority water topics and help Kenya progress towards a happier, healthier future with sustainable water access.

In the U.S., where policy action on climate change and natural resource management (NRM) is piecemeal at best, the fragile Arctic has predictably been hampered by political wrangling and corporate lobbying. This paper examines the obstacles encountered by organizations pursuing NRM in the U.S. Arctic, and how they are able to nonetheless enact effective NRM. I adopt a stakeholder perspective, drawing from communication research on sustainable organizing to trace ongoing tensions of local/global, science/community, and social/environmental in the Arctic. The qualitative study is based on interviews with 28 actors, fieldwork in five different sites, and analysis of key texts. Findings revealed a number of structural and communicative challenges to NRM, hinging on discursive closure. However, participants identified three overarching themes of effective NRM that were being accomplished—related to decision-making, everyday communicative work, and risk management for both institutional and environmental uncertainties. Both theoretical and practical implications are considered.

Environmental scientists are increasing their capitalization on advancements in technology, computation, and data management. However, the
extent ofthat capitalization is unknown. We analyzed the survey responses of 434 graduate students to evaluate the understanding and use of
such advances in the environmental sciences. Two-thirds of the students had not taken courses related to information science and the analysis of
complex data. Seventy-four percent of the students reported no skill in programming languages or computational applications. Of the students
who had completed research projects, 26% had created metadata for research data sets, and 29% had archived their data so that it was available
online. One-third of these students used an environmental sensor. The results differed according to the students' research status, degree type, and
university type. Changes may be necessary in the curricula of university programs that seek to prepare environmental scientists for this techno-
logically advanced and data-intensive age.

With the advent of recent technological and computationaladvances, scientists are using increasing numbers of
in situ environmental sensors, model simulations, crowd-
sourcing tasks, and embedded networked systems that
enable environmental studies to incorporate various spatio-
temporal scales and to produce utiprecedented amounts
of data (Porter et al. 2005, Benson et aL 2010). Such tech-
nologies and an increasing interest in synthesis studies of
environmental phenomena have made data valuable beyond
their immediate use (Peters et al. 2008). The flood of data
that digital technologies produce (Hey and Trefethen 2003)
underscores the urgency of a rapid adoption of pertinent
skills and best practices by environmental scientists in the
proper management of data sets. Studies in which such
preparedness in the environmental sciences is evaluated
are absent; however, academic institutions may play a role
in imparting the relevant knowledge and skills to the next
generation of scientists.
As electronic devices become smaller and cheaper and
as complementary computer power grows and applications
increase in efficiency, scientists at all career stages are finding
technology useful for addressing topics from global epidem-
ics to climate change. Such integration has transformed
both the experimental techniques and the solitary working
platforms known by predecessors in the field in the not-so-
distant past (Nature 2003). But the use of technology and
interdisciplinary collaborations often necessitates analytical
tools for the integration and analysis of large and hetero-

Legal principles covered include: categories of surface and groundwater rights, management approaches, allocation for environmental purposes, federal–state relationships, tribal and reserved right, reasonable use, waste, and the public trust doctrine. Students gain practical understanding of water allocation and use in contemporary society, as well as critically examine the social policies that govern water management. Classes will meet in Classroom A on Mondays and Thursdays; other instruction will be in an online format, with support from the professor, structured to provide regular interaction with the professor and other students.
