This document discusses how legacy IT organizations in public service can adopt a startup mentality. It notes that mobility and APIs are transforming public service by enabling greater connectivity and collaboration. With more devices and digital content being created, legal and technical systems must work together to empower workers and encourage contributions from citizens and private partners. Mobility and APIs can increase transparency and allow new forms of civic participation like crowdsourcing data. However, security and privacy must be designed into new systems from the beginning. The document advocates inspiring innovation within organizations by empowering "intrapreneurs" and embracing new ideas.
