Fiscal Decentralization and Special Local Autonomy: Evidence from an Emerging...Suwandi, Dr. SE.,MSi
The quest of searching the endogeny variables of financial decentralization in emerging markets have become a serious topic due to the increasing wave of decentralized regions in many countries. The paper aimsto examine the effects of fiscal decentralization and specific local autonomy on economic growth, employment, poverty, and welfare in the special province Papua (Indonesia). The study exploited the main data of the decentralization fund by using a panel data of eight regencies and municipals, particularly the regional autonomy fund, direct and indirect government expenditure, and economic growth. The paper used the path analysis to explore the relationships of the observed variables. The results revealed that the decentralization fund influenced significantly on government’s direct expenditure and economic growth. The special local autonomy's fund has influenced considerably on government’s indirect expenditure. Its effect has increased, through economic growth as the intermediating variable, meaningfully on employment, poverty, and welfare. The results are in line with the prior studies, which explore the consequences of decentralization and specific autonomy to spur the economic growth in certain regions. It implies that the economic development strategies in Indonesia’s less-developed regions should be started with a bigger autonomy transfer program to those regions and simultaneously enhanced it by special budget allocation to trigger and support the development.
India has undergone significant domestic transformations that have enhanced its potential role as a global power. It has experienced rapid economic growth, greater political competition, and military expansion. These changes have impacted India's foreign policy pursuits of security, regional influence, and global governance. Key will be India's ability to manage relations with neighbors like Pakistan and major powers like the US and China. If India continues economic growth and pragmatic diplomacy, it could substantially increase its international role over the next 15 years. However, setbacks like renewed India-Pakistan conflicts could undermine its trajectory.

Gerald ogoko socio-economic structures & economic developmentGerald Ogoko
This paper looks at the socio-economic structures of a country and how they impact on growth and development. To an extent, any exposition on national socio-economic structures deals with political economy analysis. Development practitioners are increasingly aware of the role of social and political variables in shaping development outcomes. The political dimension of socio-economic structures stems from the influence of political power relations in determining the social and economic distribution patterns in so-called ‘inequality traps’ that constrain economic growth and poverty reduction and increase social tensions. In view of this observation, this paper also considers the political dimension of national socio-economic structures using Nigeria as a case study.

Report on the Competitiveness of Puerto Rico's EconomyThe New York Fed
Puerto Rico has a number of features that make it a strong and potentially highly competitive economy: Literacy rates and educational attainment continue to improve, the labor force is largely bilingual, the economy is open with a favorable location, and close ties to the U.S. mainland economy provide many advantages. However, Puerto Rico’s economic progress has stalled: the Island has been operating below its potential for some time and the competitiveness of the economy continues to deteriorate. The underutilization of labor resources, evidenced by persistently high unemployment and strikingly low labor force participation rates, provides the clearest evidence of a lack of competitiveness.
The challenge to policymakers is to marshal the Island’s considerable strengths to raise living standards and restore growth. In this report, we identify five factors that in our view pose significant competitive challenges to the Island:
• Improving Labor Market Opportunities: Puerto Rico’s labor force participation rate is among the lowest in the world, with less than half of eligible workers participating in the formal economy. Moreover, the unemployment rate has been persistently well above the U.S. mainland’s, and is especially high for the young and less educated.
• Developing Human Capital: Although the Island’s workforce overall is among the world’s most educated, Puerto Rico still lags the U.S. mainland, and there is a particularly high abundance of low-skilled workers. There are also growing concerns that the quality of the education system has deteriorated, especially at the primary and secondary levels.
• Reducing the Costs of Doing Business: The business environment in Puerto Rico makes it costly and cumbersome to establish and grow new businesses and expand existing ones. In particular, regulations, the elevated cost of electricity, and an underdeveloped and costly transportation infrastructure are barriers to a more dynamic environment.
• Mobilizing Finance for Business Development and Growth: Weak banks and limited alternatives to bank funding have reduced credit availability to local businesses.
• Lowering Dependence on a Shrinking Industry: Tax incentives led to an outsized presence of the pharmaceuticals industry on the Island. The incentives have been phased out and employment in the industry has declined. Going forward, there appears to be only a limited prospect for the sector to be a driver of growth.
