The World Bank has similarly revised its definition and benchmarks to measure poverty since 1990, with $2.25 per day income on purchasing power parity basis as the definition in use from 2005 to 2013. Some semi-economic and non-economic indices have also been proposed to measure poverty in India; for example, the Multi-dimensional Poverty Index placed 33% weight on number of years spent in school and education and 6.25% weight on financial condition of a person, in order to determine if that person is poor.

Abstract
Due to rapid advancement in information technology, digital revolution creates a new era & scope in technology based learning system (TBLS). Considering the scenario a place which is extremely poor in every aspect of human development index (HDI) so called TRAI region of eastern Uttar Pradesh. New portable and electronic devices take place of old text books in this region. In this study we introduced some key questions with novel emerging e-Smart based learning environment. Smart based learning simply means that learning and teaching by electronic devices. Our study also established some key findings especially in human quality based development (HQBD) in this region such as thinking ability, living standered, human value, future based life planning etc. We also observe during our study, living standered are significantly improve and also this things create a new space to eradicate the poverty allevation in trai region. For our study we take data of 800 hundred students from different colleges of this region as well as concerned demographic data of rural areas. During study we also focus & delineate to ask people about what are the changes they observe or found when they adopt new way of learning.

This study provides a gender analysis of public sector budgets in education sector of Pakistan. An indepth analysis of pre-primary to secondary level education budgetary allocations and spending at federal and provincial (Punjab and Sindh) levels for the period of 2016-18 has been conducted through a gender lens. The research methodology is based on four key instruments, which help in systematically approaching our research questions. These instruments include review of existing secondary information and data, key informant interviews, stakeholder consultations, and a detailed review of budgetary processes. The study reveals gender disparity in out-of-school children at primary level. According to the study, 47 per cent boys as opposed to 58 per cent girls in Sindh whereas 39 per cent boys as opposed to 41 per cent girls were out-of-school in the Punjab. The study also finds noticeable gender disparities in budgetary allocations. The study concludes that in order to ensure sufficient allocations to promote girls’ education, the budget making process needs to be reconfigured. The gender lens should be introduced at a very early stage where budget call circulars are being sent to the departments concerned.

Background to the Study, Need for research & study Objectives
Baseline survey is needed to be emphasized before start of the project since baseline data is the basis for
assessing outcome of CSR activities. The Baseline Survey report from external agency will be mandatory for
CSR projects valuing more than Rs. 20 Lakh. The main aim of study is to assess the level of corporate social
responsibility in Koti, Agyana, Banali, Arakot, New Tehri dist. Uttarakhand. This study was carried out as a
part of the CSR project assigned by prof: MK Rao IIT ROORKEE to initiate and accelerate CSR activities in
remote areas of new Tehri, Uttarakhand.
This report is based on a field study of the area around Koti and the purpose of the study is to understand the
issues facing the people in the area. Since there is no data on the specific nature of rural development in New
Tehri and its surrounding villages it was not possible to get any quantitative data on the subject. Hence what
was necessary was to have a base line survey of the area. This would help in understanding the main trends in
Koti, Agyana, Banali, Arakot. Alongside other forms of some qualitative data was collected.
Even though Uttarakhand has a huge potential for development—rich natural resources, flourishing forest
goods-based industries and increasing revenue from tourism—like the other parts of India, some pockets have
benefited much more than the others in the state. Our spatial analysis suggests that the bulk of the economic
activities are concentrated in only one quarter of the state. Ninety per cent of Uttarakhand comprises hilly
areas and, therefore, presents daunting challenges for both agriculture and industrial growth. Indicus research
on spatial data analysis shows a high concentration of poverty near areas covered with snow and glacier.
Difficulties of communication, transportation and the sparseness of population discourage economic activity
in these areas.
Poor infrastructure in the hills is naturally an important contributory factor behind the high poverty levels in
some of the hilly areas of the state. Spatial data shows fewer educational institutions, hospitals, etc., in the
high-poverty concentration zones. Consequently, out-migration from Uttarakhand is one of the highest in the
country. It has also been cited by researchers that almost every household in the villages of Tehri district has
at least one family member leaving the state in search of work. There are two districts which account for the
bulk of the poor in Uttarakhand and one of them is Tehri.
So to overcome these above mentioned problem a proper strategic plan should be made and be implemented
in these areas. Building a skilled workforce through proper education is known to be one of the key weapons
of reducing poverty. In fact, global experience shows that education of women has played a significant role in
building a better qualified next generation of youth, and Uttarakhand is no exception. In this report we are
confining to villages Koti, Agyana, Banali, Arakot in new Tehri district. On analyzing the data of this village
it is found that the literacy rate in very good for males i.e. 89% but whereas for females it is around 61 %
(census 2011). Women empowerment will help to counter the difference in literacy rate of males and females.
Also by providing quality education through scholarships, teaching aids, etc. focusing on girl child will
majorly bring change in the literacy rate in few years. A large population of unemployed youth and elders are
present and are mostly dependent on agriculture which is also a major reason for the poverty. So by providing
vocational or skill based training to these underprivileged youth and elders as per the local market
employability will create a more sustained environment and encourages others to take part in these kind of
activities. Tehri is situated at northeastern part of Uttarakhand which is mostly comprised of hilly areas.
Electricity connections in this area constantly gets disrupted by natural calamities like avalanches, landslides,
floods and etc. so most areas always suffer from power loss and no backup is provided and it takes several
days to reset them. So relying on non-conventional sources of energy would be a possible solution for this
problem. Installation of solar panels, solar water heaters, solar cookers etc. could be done. They can be
installed in government run institutions like schools, colleges etc. This will decrease people dependency on
electricity supplied by cables which gets destroyed during landslides which happens often there and also will

help in conserving natural resources and will help in preservation of natural resources which in turn leads to
sustainable development. This advances the area by making it more self-sustainable in terms of energy.
Over the last years, a number of organizations have collaborated with various initiatives to help in skill
development such as SDIS, etc. The partners of these initiatives are referred as ‘Implementers’. The
Implementers, having implemented various Beti Bachao Beti Padhao, NRDC, etc. based programs, have
already taken a big step towards implementing these.
Since project extends to rural areas of the State, the Village Committees and Panchayats are deemed to
influence the enrollment and retention rates in their respective areas. We are referring to them as
‘Influencers’ in the proposal submitted for the study.
This project focuses on the empowerment of girls, illiterate women, by providing them with quality education,
unemployed youth with skill development and the locals and society by providing them with non-
conventional energy sources. We have referred to them as ‘Beneficiaries’.

Defining the grounds of Baseline Study – Research Approach
The objectives of project comprise of the following parameters:
To provide vocational/skill based trainings to underprivileged youth as per the local
market employability.
To aim to provide quality education through scholarships, material support, academic
support, infrastructural support, teaching aids, etc. majorly focusing on girl child,
To setup possible non-conventional power sources like solar panels and etc in
government run institutions.
Women empowerment to counter the difference in literacy rate of males and females.
To ensure environmental sustainability.
To measure the progress made by initiative on basis of the above-mentioned parameters, we suggest the
following approach for conducting the study:
• Develop a robust, quantitative framework for monitoring and evaluation of the impact of initiative
in the locality.
• Provide an integrated, quantitative evaluation of current status of development in locality,
• Feed key qualitative insights into the priority improvement areas that need to be addressed to
make the initiative sharper and more meaningful.

Research Design – an Overview
In the light of the above-mentioned research considerations, we propose to conduct the study in two modules
that will address separate sets of objectives. These are as follows:
Module I – Quantitative assessment of state-on-ground
The following parameters shall form part of the assessment model for determining the current status of
initiatives proposed.
The model would provide the basis for measuring the progress made vis-à-vis the objectives laid out.

The list of parameters in the model shall be expanded upon to make it more exhaustive. This would include
conducting depth interviews with district administration officials, officials of department of education.
Once the assessment model is finalized, we would conduct Secondary data research to determine the current
state-on-ground for each indicator. Post evaluation, appropriate weightages shall be given to each parameter
and sub-parameter in consultation with IIT officials and a consolidated score shall be obtained for various
initiatives.
By mass implementation of these solar cells dependence of conventional sources decreases and cost of
implementation can be covered in couple of years. Solar cells being ecofriendly preserve the environment and
cause less or no damage to natural environment.
We would also conduct a structured, large sample size survey in proposed areas. An indicative list of
information collectibles as part of the primary study among proposed areas is as follows:
• Whether the proposed initiatives have led to an improvement in:
– Better quality of learning, impact on literacy rate of females, skill development
– This shall be done by collection of actual data over the years as also on a 5-point scale where
1 = Little or no impact and 5 = High impact
– Reasons for high/ low achievement and ratings shall be obtained
• Suggestions on how this activity become more impactful
– Sharper focus, higher reach, better implementation, etc.

Sampling Considerations:
While selecting the areas for conducting the baseline assessment, we would observe the following:
1. The sample will be spread across all selected areas
2. Geographical distribution of selected areas are also be ensured
3. It will be ensured that all divisions of New Tehri find adequate representation in selected areas.

Deliverables/outcomes of this study.
This research helps in finding a solution to the unemployed people and provides skill development
techniques which will benefit the locals. Skill Development Initiative Scheme (SDIS) is an Initiative
taken up by government which will also support this project. This will increase the income of the state
as more people will be employed.
Also proper utilization of natural resources will be taken up along with installation of solar based
lights, heaters etc. which reduces the dependency on electricity and in turn results in eco-friendly
environment. Natural Resource Defence Council (NRDC) also supports this project and takes up more
initiatives.
Illiteracy will be controlled and girl child will be more encouraged to take education. This helps in
decreasing the difference between the literacy rate of males and females and more women will be
empowered. They become self-dependent. A government initiative BETI BACHAO BETI PADAO is
supporting girl child education.

Timeline for Project
The timeline for conducting a Socio-economic impact assessment is contingent. It can vary greatly
according to the availability of the staff, workloads, and size of the community being examined and
oftentimes can take longer or shorter. The following is provided as a rough guide:
