Abstract:
In this time of rising inequality and urban population growth, cities face real problems trying to achieve equity in service quality and access for their residents.
Schooling presents a particularly large challenge — and when the sole determinant of which school children attend is their residential address, it can produce a spiral of unequal schooling conditions that are difficult to remedy.
One solution is the creation of specializations in schools and attendance rules that permit children to matriculate across a range of schools. Through this technique, the close relationship between housing price and school resources can somewhat loosen, the resources of wealthier families can flow to a wider array of schools, and children from less-wealthy households can gain the advantages of a more economically diverse school environment and increased choice for where their children attend school.
Civic Technology tools are playing a key role in improving the availability of information about schooling options to parents and increasing their interest in schools beyond their closest option. Eric examines the development process and effects of several “school chooser” tools currently implemented in the US and European cities of Vilnius, Boston, and Oakland.

When the DOJ/OCR Makes a Visit: Lessons Learned in Resolving Complaints About...3Play Media
Over the last few years, many institutions of higher education have faced legal action for inaccessible IT. If an ADA or Section 504 accessibility complaint is filed at your school, the Department of Justice (DOJ) and the U.S. Department of Education Office for Civil Rights (OCR) share the responsibility for enforcing the law. They also have the authority to conduct a compliance audit in lieu of a complaint.
In this webinar, accessibility leaders at three different universities will discuss what to expect in a DOJ or OCR review, as well as the lessons they've learned at their institutions in resolving complaints about inaccessible IT. Learning from schools that have successfully resolved DOJ/OCR complaints, this webinar will provide valuable insight into how campus communities can work to ensure the accessibility of IT.

Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Committee on Oversight and Accountability is the principal oversight committee of the US House of Representatives and has broad authority to investigate “any matter” at “any time” under House Rule X.
• The Committee on Ways and Means has been investigating several universities since November 15, 2023, when the Committee held a hearing entitled From Ivory Towers to Dark Corners: Investigating the Nexus Between Antisemitism, Tax-Exempt Universities, and Terror Financing. The Committee followed the hearing with letters to those institutions on January 10, 202

A Strategic Approach: GenAI in EducationPeter Windle
Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. The rapid evolution of AI technologies necessitates a proactive and strategic approach if we are to remain relevant.

Bellingham Technical College provides equal opportunity for all of its educational and administrative
services, programs, and activities in accordance with state and federal laws. This policy extends to the
procurement, development, implementation and ongoing maintenance of the college’s electronic
and information technologies. Ensuring equal and effective electronic and information technology
access is the responsibility of all college administrators, faculty, and staff.
Bellingham Technical College shall provide appropriate, effective, and integrated access to
technology and electronic content for students, employees, and external community members.
This policy applies to the procurement, development and implementation of instructional,
administrative or communications technologies and content. Further, this policy applies to both
current and emerging technologies, including both hardware and software, in use or being
evaluated for purchase or adoption at the college. This policy encompasses, but is not limited to,
college websites, learning management tools, student information systems, training materials,
instructional and marketing materials, and assessment tools.

To open the presentation, we wanted to very briefly touch on what policies and laws that help form the basis for accessibility and equity efforts here at BTC and your institutions as well. There have been many cases in last five years or so brought forward by Federal agencies regarding disputes over accessibility and accommodation, especially in regards to access to technology, and it is an important part of this conversation. However, this is something that has a lot of breadth and depth to it so don’t worry, we will be brief!
When it comes to electronic and information technology in higher ed, or any federal program, the importance of Section 508 of the Rehabilitation Act of 1973 is a key factor. When the first 508 Amendment came in 1998, it was very broad--make electronic and information technology accessible to people with disabilities. The new Section 508 Refresh, published this year, updates and reorganizes Section 508 to better align to recognized accessibility standards such as the Web Content Accessibility Guidelines. March of last year, the State Board, with Section 508 in mind, approved the Accessible Technology Policy. This was after much work from the the SBCTC Disability Support Services Council, who have been working diligently since 2013 to create buy-in from other councils, such as IT and eLearning. Here at BTC, we have been lucky and ahead of the curve on this initiative, having established the BTC Accessibility Team in early 2013. After the State’s Accessibility Policy was adopted, the Committee for Accessible Technology Oversight (CATO) was formed and they approved Policy 188.
Accessibility at BTC is not just about remaining in compliance with the law. Access is a fundamental part of campus equity, and the cross-campus collaboration that occurs on our campus is an essential component of the social justice model of accessibility.
