• Online Program Management (OPM): Service providers
who act as the primary partner to enable a higher
education institution to create and / or deliver an online
program; typically offering full-service, bundled offering
• Online Program Enablement (OPE): Service providers who
act as the primary partner to enable a higher education
institution to create and / or deliver an online or hybrid
program; typically offering a significant subset of services
• Courseware, LMS, General EdTech, Technology
Development & Integration: While important, these are not
the same as OPM or OPE

Questions
• Any chance there are examples of 2-years using an
OPM?
• Given many schools use OPM’s and 2U recent drop
in stock price, is this a reflection the market is too
crowded competing for a limited amount of students?
• Do you see the expansion of OPMs/OPEs market
being driven by the lack of institutional
support/structures vs. demand/competition for online
learning programs? Can universities find the
resources they need internally, or will this be the
trend for the future to rely on external providers?

• There is a lot of talk about transparency, on both
sides: OPMs and the universities they serve. What
key data should OPMs share that they may not be
sharing now? What about universities?
• Historically, I believe that OPM providers have
targeted institutions who have not been active in
online programming. Has this changed now that the
online learning market has matured? Do you see any
patterns in the mixture of services based on the
institutional history with online delivery?

Key Trends
• Moving away from “Deans Gone Wild” toward a more
coordinated institutional approach, even with different
choices per program
• Online market itself is crowded – competition for
students
• Increased focus on oversight, transparency through
regulation
• Increased focus on economics – for the student and for
the institution
• Increased focus on engaging course design
