On August 31, 2017 I spoke with Officer Burns via telephone in regards to his
pending discipline and some concerns that had been brought to my attention by
fellow officers and supervisors. The first portion of the conversation centered on his
pending discipline and determining a date that would be acceptable for him to attend
a pre disciplinary hearing with Captain Berger to discuss the alleged violations.
During this conversation I explained the severity of the violations and that based
upon the number of violations within the past twelve months he will subjectto the
progressive discipline policy.
It was stressed to Officer Burns that he could also be subject to termination in the
future if his performance did not improve and he committed another violation. Officer
Burns acknowledged that he understood the severity of the violations and
acknowledged that he was aware of the progressive discipline policy of the city. After
discussing the policy violations and determining an acceptable date for the pre
disciplinary hearing, I segued to the topic of the performance concerns that were
brought to my attention.
The first instance I spoke with Officer Burns about was the concerns that were
brought up by Sgt. Adam Smotrich. Sgt. Smotrich detailed in a message to me that
while on a call with Officer Burns involving an individual experiencing an
emotional crisis and wielding a metal pipe, he became increasingly concerned that
Officer Burns would be unable to defend himself. The reason for this concern was
based upon the perceived physical limitations demonstrated by Officer Burns on the
call. Sgt. Smotrich noted a noticeable limp and lack of ability to move laterally or

In order to gauge any effects the slat system, with various weights, may have on
the shock wave, several baseline tests were run. These tests did not have the
device installed in order to record and understand the basic performance of a shock
wave coming straight from the shock tube. To record the pressure profile of the
wave within the expansion section, GageScope was used. A trigger was set to
detect a rapid rise in voltage from the pressure transducer, and the program would
record 1ms before and 10ms after the trigger. The initial baseline test can be seen in
Figure X below. For a greater focus on the effects of the device on the shock wave, all
charts for comparison has been narrowed to 2ms after the trigger. The two significant

This poem dramatizes the conflict between the divine perspective and the speaker s
terrified human and morally affronted perspective. The theme of The Tyger is
creation and the ability of divine figure to create evil. The poem mainly focuses on
the beauty and ferociousness of creation in general and how we think we see the
whole story. William Blakewrote this piece in the voice of a witness that watched
the making of the so called Tyger and what it has become. This witness describes to
the audience which is directed to society of what he/she sees in order to open their
eyes to see the bigger picture. The poem is written in a rhythm of both trochaic and
iambic meter where the author purposely changes the last line of each stanzain order
to make that specific line stand out the most for the audience to notice. The Tygeris
composed of six stanzas, each containing four lines, and is written with an AABB
rhyme scheme. Many of the sentences are written as interrogative sentences as
Blake asks several rhetorical questions. Also, the first and last stanzas are almost
