The IMI EHDEN project: large-scale analysis of observation data in Europe - C...Maxim Moinat
The European Health Data & Evidence Network (EHDEN) project, funded via the Innovative Medicines Initiative (IMI), is the largest of its kind in Europe working in the domain of RWD/RWE. It is a public private partnership consortium of 22 partners, from 2018 to 2024, led by Erasmus Medical Center (EMC) and Janssen, working to create an open science community symbiotic with the Observational Health Data Science and Informatics (OHDSI) global framework to facilitate observational/RWD-based research at scale and acceleration, without impinging on quality. At its core is the standardisation of RWD via use of the Observational Medical Outcomes Partnership (OMOP) common data model (CDM), standardised analytics and a sustainable research community for the coming decades. Potentially, between EHDEN and OHDSI there are several use cases developed on the boundaries between clinical trials and observational data, and we look forward discussing these with the CDISC community.

The regulation related to the Registration, Evaluation, Authorization and Restriction of Chemicals (REACH) was adopted by the EU in 2007 in response to worldwide initiatives to address the impact of chemicals on human health and the environment. REACH requires all manufacturers and importers of chemicals into European markets to assess and manage the risks associated with their substances and products, and register them with the European Chemicals Agency (ECHA). To manage this project, ECHA split existing substances into three categories, based on the amount of the substance that is used annually, with different registration deadlines for different tonnages of use.

However, reporting to date hasn’t been sufficient both in terms of quantity and quality, and the EU Green Deal has made it clear that environmental and climate disclosure must improve. As a result, the Commission is reviewing the Non-Financial Reporting Directive, with a public consultation underway until May 2020.
Should large companies and financial institutions expect major changes? Given the ambitious EU Green Deal commitments and the gaps in reporting to date, it certainly seems so.

– Currently there is not in all highly regulated countries a mechanism or platform set up
by the authorities for data and cost sharing
– Tests have to be there performed according to specific national guidelines or follow
OECD methods or ISO standards, but
- Some eco tox studies have to be performed with national test systems – although
the respective OECD studies are already available
- For joint registrations sharing of the registered tonnages is required
- Acceptance of QSARs/read across is limited
Vision: One data set accepted by all chemicals management systems avoiding
duplication of vertebrate studies and enabling data sharing without commercial

Data for TSCA reform require chemicals to be
reviewed by EPA
– based on sound science and reflect risk-based criteria protective of human
health and the environment
– Based on information provided by manufacturers which allow to conclude that
new and existing chemicals are safe and do not endanger public health or the
environment
Seeing these principles we expect that the data created for REACH – full study
reports- will be helpful also for TSCA reform.
