RESUME
SUMMARY OF EXPERIENCE Project lead, power, lighting, controls and instrumentation for refineries,
chemical and process plants and process skids. Produce and review engineering and construction documents,
schedules and estimates. Super user and administrator of Smart Plant Instrument and Smart Plant Electrical
Modules with integration of Smart Plant foundation for a total integration that provides deliverables as materials in
SPM, drawings, data sheets and other Excel spreadsheets. Prepare one line diagrams, cable tray sizing and
routing, grounding plans, conduit and cable schedules and heat trace packages and schedules. Design electrical
room layouts and generate area classification drawings using API RP 500. Prepare construction packages of
electrical power, controls and instrumentation and assist with field coordination and RFI resolution. Determine and
implement the requirements for controlling and monitoring the process. Develop installation details, power,
lighting, instrument location plans, loop diagrams and instrument list/databases, loop sheets, control system block
diagram, logic narratives, logic diagrams and Prepare, review and modify P&IDs. Perform DCS configuration and
generate graphic displays in the Control HMI consoles. Develop and coordinate commissioning plans. Perform
FAT/Sat, plant hot cut-overs and start-ups. Assist client’s staff with familiarization and establish comfort and
confidence with the new operating system.
MAJOR PROJECTS
Magnum Engineering. 10/2014- 02/2015. Providing consulting services for the development/coordination of construction
packages for a compressor station modernization in McCamey Production Unit in Pecos Texas. These packages consist
of instrumentation & controls disciplines Utilizing Allen Bradley PLC 5. This project was suspended due to SIL study
requirements.
Anvil Corporation (Delta Technical Services). 07/2014 - 09/2014. Lead I&C Designer for the development/coordination of
construction packages for Nuna Caelus North Slope process sites. These packages consist of instrumentation & controls
disciplines. Develop Network architecture for Siemens PLC S7 utilizing Profibus for DP/PA communications. All Profibus
PA interconnections by means of Turk Brick wiring methods. Profibus
URS Corporation. 04/2013- 06/2014. EI&C, F&G Design Supervisor for the development/coordination of construction
packages for ConocoPhillips North Slope process sites, Alyeska Pump station #1 TG controls, Instrumentation and Fire &
Gas upgrades to original concepts. These packages consist of electrical, instrumentation, controls and Fire/Gas
disciplines. Staff consisted of 6 electrical Designers, 6 instrumentation & F&G Designers. Initiated and coordinated smart
plant 3D, SPI and SPEL training for all staff members. Mentored and implemented a culture of advancement of skills and
knowledge sharing. Assured that the training provided was applied and utilized on new projects where Smart Plant 3D,
Smart Plant Instrument and Smart Plant Electrical Modules with integration of Smart Plant foundation for a total
integration that provides deliverables as materials in SPM, drawings, data sheets and other Excel spreadsheets.
2. Mustang Engineering. 11/2012- 04-2013. I&E Design Specialist at Celanese pharmaceutical and plastics, Bishop Facility,
South Texas. Generated construction and installation packages consisting of low voltage power distribution, motor
controls for multiple plant renovation projects
FLUOR. 08/2012- 11/2012. Electrical Design Specialist for cogeneration controls upgrade project at Tesoro Wilmington
California. Replace existing electromechanical protective relays in new GE & SEL solid state programmable relays for
generators and substation feeders.
Mustang Engineering. 04/2012- 08/2012. I&E Design Specialist at Celanese pharmaceutical and plastics, Bishop Facility,
South Texas. Generated construction and installation packages consisting of low voltage power distribution, motor
controls for multiple plant renovation projects.
BCCK Engineering. 08/2011-04/2012. I&E supervisor coordinating design for midstream Gas plant projects. Generate
construction and installation packages consisting of medium voltage power distribution, medium voltage ac drives, 480
power distribution for new motor control centers, 480-volt AC drives lighting and controls. Generate new packages for
PLCs and new fiber optic / Ethernet networks for new projects in Riley Ridge Wyoming and Jal New Mexico. Prepare
resource based project schedules using Microsoft Project. Report to Lead Engineering and project managers.
Mustang Engineering. 08/2010-07/2011. Lead I&E Designer for upstream Gas plant projects for Oxy Petroleum.
Generate construction and installation packages consisting of medium voltage power distribution, replacing existing
protective relays with new SEL instrumentation and new fiber optic / Ethernet networks. Integrate new controls for
switchgear at the Elk Hill facility in Bakersfield California.
Conoco Phillips (CDI Corp). 03/2010-06/2010. Lead I&E Designer for the Benzene Reduction project. Coordinate DCS
instrumentation databases DCS system configuration. Verify and Generate interconnection diagrams, loop sheets the
turnaround for 4 units. This project utilized InTools.
ASRC Energy Corporation (Bergaila & Associates). 12/2008-12/2009. Lead I&E Designer for multiple BP North slope project
consisting of power, lighting, controls and instrumentation for the Parker Liberty Drill Rig, pig launcher facilities &
gathering center GC1 & GC2 flare liquids recovery. These projects consist power, controls, instrumentation and freeze
protection heat tracing. Allen Bradley Control logic PLC installations for process instruments and custody transfer
instrumentation. Generated interconnection diagrams, loop sheets, performed heat trace calculations and isometrics.
NuStar Energy (Select Staff). 01/2008-11/2008. Lead I&E Designer for the automation of 6 100,000 Barrel storage facility
located in Texas City and Blue Island terminal facility renovations. Some of these projects included new Allen Bradley
Control logic PLC installation. Steam flow instrumentation and control, condensate recovery and chemical feed pumps.
Tank level measurement utilizing Emerson (SAAB) radar. Generated a new overall site shutdown emergency shutdown
system with PLC interface for unit specific ESD. Selection of process instruments and custody transfer instrumentation.
Generated interconnection diagrams, loop sheets, fiber optic network and system segregation. Field surveys. Utilized
CadWorx with some P&ID work.
3. CDI Engineering Solutions. 02/2007-12/2007. Lead system integrator for the MEMC polysilicon project phase 1 & 2 of 4.
Upgrade of existing TDC 300 to Experion PKS system. Flowcharting of the existing batch process with extensive CL code
interaction with continuous process controls. Installation and coordination of HIMA SIS system to relieve the DCS
of shutdown functions. Develop of new HMI graphics to replace the native window graphics. P&ID DCS strategy review
and modifications.
BE&K Engineering & Construction. 10/2006-02/2007. Lead I&E Senior Designer for the Burgos to Monterrey TDF LPG
project consisting of a pumping station, pipeline and delivery facility located in Mexico. Responsible for developing cause
& effect matrix, logic diagrams, P&IDs and control strategy. Coordinate Scada system integration using ABB DCS, Telven
Leak detection system and microwave communication for all the valve stations monitoring and control.
Valero Energy Corporation (Oxford Engineering International). 10/2005-09/2006. Instrument and control project Lead. Re-
instrumentation for the Ultra Low Sulfur Diesel at the McKee Refinery in Sunray, TX. Honeywell TDC upgrade, system
configuration and native window graphics modification. Performed FATs and SATs for a GE recycle compressor and a
Neuman & Esser compressor consisting of AB PLCs with HMIs, Bently Nevada and CCC hardware integral to local
control panels and Honeywell DCS interface.
Toyota TABC. 02/2003-02/2005. Facilities electrical/control engineer, responsible for implementing automation and
process control features for automotive industry Assist with plant electrical modifications/alterations. Expansion of facility
for new truck line including robotic controls and PLC coordination for plant network capability.
Duke/Fluor Daniel. 03/2002- 06/2002. Lead field instrument Designer, for system readiness and preparation for startup
for the Newington NH Power plant. Field instrumentation and turnover package completion for start-up team execution.
Coordination with various discipline and trades to assure timely scheduled milestone.
Honeywell IAC Projects. 04/1995 to 11-2001
Aramco. Lead engineer for factory acceptance, hardware and system configuration readiness and execution.
Integration of third party systems consisting of motor protection and monitoring, Bently Nevada rotating
machinery protection, Compressor control corporation series 4 performance and anti-surge controllers and
S2M magnetic bearing controls. This project was executed in Houston Texas for the Aramco Berri facility in
Saudi Arabia.
Chevron Products. Lead engineer responsible for the retrofit of existing instrumentation for the Crude Unit #4 to
Honeywell TPS. This plant is located in Richmond California. Develop engineering schedules, manpower
loading and engineering/construction work packages. Develop logic and interconnection diagrams and loop
drawings. Modification and implementation of complex control loops. Third party hardware consisting of Allen
Bradley PLC’s, Applied Automation analyzers, Bently Nevada and their respective data hiways with Honeywell
interface. Site acceptance plan, loop check, hot cutover readiness and execution for multiple units.
Phillips Petroleum Inc. Field/System engineer. Ongoing projects for the conversion of existing instrumentation
to Honeywell TDC 3000 and TPS DCS This plant is located in Borger Texas. System architecture, network,
Point-build, GUS & US graphics. Developing engineering & construction work packages, interconnection
and loop drawings. Modification and implementation of complex control loops. Point-build, perform GUS & US
4. graphic changes. Design of UPS and normal power distribution and cable tray systems. Third party hardware
including Allen Bradley PLC’s, Applied Automation analyzers, Bently Nevada and their respective data hiways
with Honeywell interface. Site acceptance plan, loop check, hot cutover readiness and execution for multiple
units.
FMC Kansas. Site Manager for an engineering project consisting of instrumentation for a plant boiler to be
converted to Honeywell TDC 3000 DCS. This plant is located in Lawrence Kansas. Modification and
implementation of boiler control loops for analog signals and Allen-Bradley SLC5 for digital loops. Develop
construction documents and loop/PLC connection diagrams. Contractor bid review and award.
Agrium Fertilizer Plant. Field engineer. Hot cut over of the existing pneumatic instrumentation converted to
Honeywell TDC 3000 DCS. This plant is located in Borger Texas. Modification and implementation of complex
control loops. Performed Point-build on PED and online Graphic changes in native window environment.
Phillips Petroleum Inc. Field system/construction engineer. Revamp of the existing Thermal Cat Cracker and
Heater management systems DCS consisting of Honeywell’s TDC-3000 for Unit #4 & #5. This plant is located
in Woods Cross, Utah. Design of instrumentation and controls. Developing construction and loop drawings.
Field verifications and cable tray system including operational and burn-in test.
SRP Coronado Power Generating Station 2. Field engineer. Revamp of the existing Boiler and Burner
management systems DCS consisting of Honeywell’s TDC3000 for Unit #2. This coal fired plant is located 9
miles North of St. Johns Arizona Design of instrumentation and controls. Developing construction of loop
drawings Field verifications and motor control system operational tests.
Fluor Daniel. 07/1993-10/1994. Principal designer. Continuing projects for Texaco and UNOCAL refineries located in
Wilmington and Carson, California. Design of power, lighting, instrumentation and controls. Develop construction
drawing, bill of material and calculations for power and lighting, continuous emission monitoring system and tank farm
fuel transfer system. Field construction support and coordination, construction supervision and quality control.
GRA ELECTRICAL DESIGN SERVICES. 07/1982 09/1992
Allied Signal Aerospace Division. Facilities plant engineer for aerospace and manufacturing companies.
Responsible for producing construction packages consisting of drawings, scope of work and construction
estimates for subcontractor’s bids and installation. These projects included medium-and low-voltage design for
300-knots and 200-knots wind tunnels, medium-voltage power distribution for a 100,000 square foot plant
expansion, consisting of power lighting, fire alarm and controls, computer networks, hazardous area with
respect to NEC article 500. Electrical field construction coordinator including the implementation of a plating
line, heat treat facility, rubber mold press area and office space additions and miscellaneous office, laboratory,
clean rooms and workshop alterations and additions. Machinery controls modifications and safety upgrades.
Excellon Automation. Electrical design engineer. Responsible for generating construction drawings, estimates,
scope of work, panels and load schedules and assisting the client and contractor in obtaining building permits
for multiple projects involving relocation or expansion of existing facilities. Western Fruit Agricultural Co.
5. (Santiago De Chile, Chile). Electrical construction manager. Contractor selection and negotiations for a new fruit
processing facility south of the capital with all documents and local codes implemented in Spanish.
