Voluntary organizations funded by public contributions have existed since the seventeenth century; however, didn’t become a unified sector until the 1970s (Renz, 2016, pg. 7). Because non-profits are diverse and complex it can be difficult to define and make inclusive to one definition. It can refer to charitable tax-exempt organizations, civic organizations that do not allow the deductibility of donations, and unincorporated organizations (Renz, 2016, pg. 3).
The non-profit sector covers a broad spectrum of public services such as hospitals, foundations, charities, religious institutions, and disaster relief organizations. Acknowledging the importance of non-profits is easy as these organizations attempt to address the issues of millions of people whether it be donations, programs, or services. Although tax exempt, government policies play a crucial role in the growing number of nonprofit organizations either indirectly by providing incentives or directly through grants and contracts (Renz, 2016, pg. 17). Non-profits don’t exist to make a profit but to use excess resources to meet needs that the government alone cannot fulfill. These organizations are not prohibited from earning revenue as long as the profit-making activities are related to the recognized program purpose.
The three main sectors private, non-profit, and the government share several similarities and key differences. One of the main differences is how their resources are handled. A non-profit organizations’ money is legally required to support its mission while private entities are able to distribute their resources to shareholders. Government agencies redirect their surplus resources back into government initiatives. Political shifts also highlight additional differences. As the political power changes so do the priorities in governmental agencies and the availability of public sector programs (The role of non-profits vs government and for profit sectors, 2015). Political shifts can garner more support and funding for non-profits but because the organizations secure funding from outside sources, programs can continue indefinitely as long as resources are available without any effect of a political change.
Non-profits are typically restricted with their work inside of the community as long as its business and mission related. Most restrictions imposed on non-profits are administered through state and federal government agencies through tax compliance, incorporation rules, and political participation.

Introduction An important development in PR has been the closer relationship between corporation, association, and unions and the Government and the greater involvement on private institutions in public affairs. The attitude of business executives toward government appears to be changing, characterized less now by suspicion and distrust and more by respect and confidence. This shift in direction can continue as the quality of government-business communication improves; with; one hopes the ultimate result of developing a profitable partnership between business; labor, and government. Increasingly; the interest of business and governmental are becoming synthesized to their common advantage; and business is looking upon government not as an adversary but as a working partner.
3. There is an increasing recognition on the part of business executives of the importance of developing an effective partnership with government. The approach would suggest that as, partners, government and business have the same basic goals; and that each should strive to shape a real understanding of the other’s role. Facing up the differences but maintaining a constructive point of view, both business and government can become parts of the problem.
4. Legislation Relations Corporate policy on political participation varies with different companies. Obviously, any legislative-relations program must be planned and implemented only after thorough research into company policy beginning with consultation with management. The following principles, however, are suggested as a checklist in setting up the foundations for an effective Legislation Relations Program.
5. A political program should be strictly nonpartisan and take no stand on candidates or parties. Good government can be achieved only by encouraging able people to become active in all political parties. Legislative programs should respect the political liberties of employees and not attempt to regiment their thinking or political behavior. A business should assume an obligation to give political issues mature study and weigh them in terms of the public interest. Information on the political environment of plant communities, the local political structure, political issues , and developments affecting the business climate should be obtained.
6. The position of elected representatives on national, state and local controversial issue that affect business should be studied continuously. All employees should be educated in practical politics and encouraged to take an active interest in the party of their choice without prejudice to their status. Etc.
