Bio: My name is E. Rey Garcia. I am a recent graduate from the University of Texas Rio Grande Valley (UTRGV), where I successfully earned my Master of Public Administration (MPA), and led a team of graduate researchers studying various service delivery techniques, cost saving paradigms, and the relative efficacy of transparency for government and nonprofit organizations.
