PUBLIC ACCESS ICT RESEARCH
Major ICTD research focus in the 2000s, but…
 Overall evidence is inconclusive
 Anecdotal evidence of impact
 Scattered, isolated studies
 No studies on indirect impacts or impacts on non-users
 Claims “disadvantaged” populations not being reached
 Conflicting claims about public access ICT models

to private access?
MOBILE PHONE USERS
 Almost all users surveyed have a
mobile phone (96%)
 The majority (88%) of public access

POINTS TO PONDER
Where public access excels
• Digital inclusion – technology access, first touch, ICT skills
• Opportunity for social & economic impacts
• Benefits extend to non-users
Public access is a part of a larger information ecology
• People use a variety of tools and resources for communication &
information needs
• New technologies don’t always supplant older ones
Rethink the value of communications and “frivolous” activities
• Communications and social networking is a critical asset for
economic, social, and personal well-being
• Gaming and other non-serious uses have benefits for skills,
employability, and other instrumental outcomes

Editor's Notes

  1. Acknowledge other authors – George/Francois, Araba lead And other members of research team (many of whom are here) Balaji Parthasarathy Marion Walton Jonathan Donner Mike Best Godfred Frepong
  2. Start by situating this topic within the overall history and discourse surrounding this topic Go back eons in ictd years – to 1990s/2000s Familiar to many in this audience, especially those in ictd for some years Public access in the 1990s and 2000s -- one of the most visible ictd activities. Many countries, foundations, development agencies made huge investments Aim to close the digital divide Logic – that having access to computers and internet would allow people to gain the knowledge they need to improve their health, educational levels, incomes, and so on. Politicians/development agencies/others -- Made huge promises about the impact that these centers would have. Created huge expectations
  3. ITID Journal – many in 2000s, less now Research – mixed Definitely not as optimistic as the practitioner discourse
  4. Takes us to point of departure for this study Critique follows 4 lines of reasoning
  5. Largest, most systematic study ever undertaken Across 8 countries with large Ns Funding – IDRC/Gates Multifaceted research design Methodology in the paper…won’t dwell on it now. RQs Focus of paper on 1 & 2 (not the cost-benefit) Development domains – focus on key ones, added comms/leisure Three types of activities Inventories – scale or phenomenon. Basic characteristics. Geo coded. Draw samples for surveys Surveys – focus of this paper In-depths – deep probes into salient or contested topics that surround public access – such as whether mobiles are complement or substitute
  6. Range of low and middle income countries Range of socio-economic characteristics Geographic diversity Surveys – 5 of 8 countries
  7. Two features to point out 1. Definition of public access Open to public Not function of funding source or business model (In this paper, do not discuss differences between models. Did perform additional analysis and have more to say about this if there is interest.) 2. Study the phenomenon of public access, not any specific program or intervention. Not looking at goals
  8. Surveys Built from inventories Random sample of sites in each country Random selection of users in each venue For 5 countries Administered by enumerators, 45 min Venue breakdown shows differences in prevalence of different models All countries cybercafes Chile – libraries Bangladesh -- telecenters Non-user survey – household survey Self-reported data. Evidence on validity of self-reported data is mixed, but can provide valid approximations for objective data despite limitations associated with response bias.
  9. Plug for Infomediation
  10. Confirms other research But also 1/3 not young 40% fewer than 3 years experience
  11. Findings Main contribution of public access is in what we classify as digital inclusion. Digital inclusion = technology access, information access, and ICT skills Consider these first-order effects Necessary prerequisites before one can realize social and economic benefits (second-order) Recall, were not looking for this (focused on the development domains), but emerged from the data as perhaps the most important impact of PAV. 3 points
  12. Rises to over 70% in countries of lower socio-economic standing – Bangladesh and Ghana
  13. Also, call attention to second largest reason Area where PAV may offer functionality that is superior to individual access (home/mobile)
  14. Where we looked Mixed picture Highest frequency of positive impacts in communications, leisure and education Highest frequency of no impacts in areas of greatest interest in international development – income, health, government services, culture Highest negative impacts in financial savings and time savings
  15. Need to take a closer look at the data to see what’s going on. First, usage 4 categories below 50% 3 in the 20-30% range – of most interest to int’l dev Highest in comms/leisure – confirms prior research Point for discussion – is 20-30% a high or low number?
  16. Why don’t people use these facilities for these developmental purposes? Didn’t have need overwhelmingly most common reason. Makes sense – esp. considering young profile. Not surprising don’t look up health info or involved in governance issues Also high “didn’t think of it” indicating perhaps these facilities can do a better job of making people aware of different information and services
  17. This led us to the question – If you are using a public access venue for a specific purpose, how useful was it? Designed a 3-part question to look at this. - Did you seek info in a particular area? Did you find what you looked for? Did you take action based on what you found? E.g. In employment/income domain Search for job  apply. Did not ask if they got job Across all tasks, approx 90% took action. Evidence that when people have a need, public access has been useful. Same question as before, how important is it that 20-30% of the users are engaged in each of these activities.
  18. Found no other research on prior impacts or indirect impacts Some of our most interesting data Nearly 1/5 of population were former Also cut their teeth on tech at a PAV – access Indirect too, ripple effect into communities
  19. Comms/Leisure – one of critiques Examined in surveys and in-depth study Large percentages (12-37%) said that email or social media was MOST important resource (higher than websites) Suggestion – stop equating applications or technologies with particular uses. People use social media for leisure as well as for purposes which we may define as developmental. The percentage of users who said communications with family and friends were most important online resource for these domains out of the percentage of those users who used computers for these domains. 21% education, 37% culture & language, 17% employment & income, 25% health
  20. Skills too Survey – 94% Brazil in-depth Administered computer-based exercises to people who we could classify into four categories: “gamers” “casual users” “workers” and “Power users” CBEs were in tasks that employers most want – spreadsheets, word processing, etc. Most intereting finding – gamers and workers had equivalent rates of completion Suggests transferability of skills to “productive/serious” uses Study helps get us away from equating certain applications with certain uses. Not all Word Processing is for serious use; not all social media is for leisure.
  21. These figures are greater than the average penetration figures in each country e.g. Brazil – home access is 40% compared to national average of 24% Reasons? Better equipment Faster connections Access to help (from staff or other users)
  22. Particularly important in Bangladesh which had many novice users. Over 40% of users seek help ______
  23. But even for these people, we saw earlier that public access has played an important role at a particular time in these people’s lives Gave them first touch, build skills So even for people who stop using, doesn’t mean public access failed them
