• The atlas shows fuel poverty in the Cambridge sub-region
(Cambridgeshire and West Suffolk) from 2008
to 2012, based on estimates from the Department of
Energy and Climate Change.
• Estimates are for Lower Super Output Areas (LSOAs),
which are areas containing around 1,500
residents/600 households.
• This slideshow provides technical tips for how to use
the atlas.

3. What is fuel poverty?
• There are two definitions of fuel poverty:
– Spending more than 10% of household income on
maintaining a reasonable degree of thermal
comfort. This is the older definition, tends to
include more households and tends to highlight
fuel poverty as a rural problem.
– High fuel cost/low income definition. This
excludes high income households with very high
fuel costs and tends to show more fuel poverty in
urban areas.

4. The atlas
The overall look of the atlas depends on the browser used to access it. This slideshow uses screenshots from
the HTML. Although they appear different, operation is generally the same.

6. Example
This example shows the percentage of households spending more than
10% income on fuel in 2012 (selected from Data explorer, described in the
crumb trail), filtered (filter data) for South Cambridgeshire.
The district comparator has been selected (comparison table) and is shown in the bar chart and time series.
The bar chart only shows data for the filtered area (Fenland). The red line in the time series and the red
column in the bar chart shows data for the area highlighted in the map.

7. Other useful tips
• You can re-size all the elements in an atlas by using
the arrows in the arrows in the top right hand corner
of each element (to make them visible, hover over
the element you want to re-size).
• In Flash Atlases options such as printing or exporting
individual elements, clearing filters and selected
geographies can be accessed by pressing the
secondary mouse button.
• Download data in Excel format from the “Download
data button. More information about fuel poverty,
and the atlas is available from the notes button.

8. Interactive features in the
legend
• Clicking on the pencil icon in the
legend (rosette in HTML atlas)
brings up the legend settings.
• You can use this to change the
colours of the map/bar chart and
make other changes to the look of
these elements.
• Clicking in the blue boxes next to
the boundaries will make the
boundaries visible. In this example
the district boundaries are ticked
and are outlined in dark blue.
• Selecting legend categories
highlights them in the map and bar
chart. In this example the top two
legend categories have been
selected are highlighted in orange
in the map.
