Translink is responsible for planning and delivering a diverse portfolio of programmes and projects to maintain and enhance its bus and rail fleet, railway infrastructure, passenger and engineering facilities and business systems. Having already established a P3O organisational framework, Translink’s PMO identified the need for a new Information Management system to support integrated portfolio, programme and project management activities and performance to enable business change. The system also needed to be capable of managing an increasing portfolio of projects and users as well as assuring real time data management and ‘single truth’ for reporting. Over the past few years the APM Governance SIG (specific interest group) has run a series of events showcasing real examples of governance and sharing good practice. We were delighted, on 10th June 2015, to welcome Helen Gamlin, Head of the Programme Management Office from Heathrow to present and share insights. GovSIG welcomed members and guests to hear from LHR Airports (Heathrow) on lessons learned and the development of their governance of programmes. Some delegates present may well have heard Chris Elliot present in May 2012 as Heathrow introduced a new governance model – it was certainly intriguing to see how things have moved on since then! Heathrow is the busiest airport in the United Kingdom, the busiest airport in Europe by passenger traffic and the third busiest airport in the world by total passenger traffic. In 2014, it handled a record 73.4 million passengers and 470,695 transport movements. Helen outlined the key developments that Heathrow has taken over the last few years to improve their flexibility to the governance of projects and project management and increase business accountability for realisation of programme benefits. As at previous events, colleagues will had ample opportunity to discuss the analysis and trends with each other (and with Helen). All present were encouraged to offer their views on the extent to which these correlate to their own experiences. The event also provided opportunities for attendees to: Ask questions about the governance landscape at Heathrow Feed thoughts, observations or challenges back to the Helen Enjoy refreshments and join others for networking both before and after the event

Network Rail delivers infrastructure outputs for the railway industry. Every year 1.3 billion journeys are made on Britain’s railway and 100 million tonnes of freight is transported by rail between ports, factories and shops. A million more trains run every year than just five years ago. Despite this, demand is still increasing. Over the next 30 years passenger demand for rail will more than double and freight demand is expected to go up by 140%. Within this context, capital investment in new / upgraded infrastructure is crucial in moving the railway forward. There are numerous projects / programmes and business cases which are approved. But how often are the benefits revisited during the project delivery – and eventually realised? Is it still the right project? How have things changed? Do we know where we are? Is there enough management information to make quality governance decisions?

Stuart has more than 25 years’ track record of commercial and contract management experience working across both public and private sector projects, as well as more than 20 years’ experience in the development and delivery of professional training. As well as working for Gleeds in the UK and Peru, Stuart has also worked in China for Gleeds and has supported people development in Gleeds’ offices in Egypt and Poland. However, once there's an element of uncertainty, conscious assessments are only part of the story. Two other inputs, both subconscious and driven by our innate need to survive, have a big impact.
