their Contractors, and monitored these Contracts.
Examined and analyzed a total of 20 draft Variations,
proposed in Contracts by the Engineers, before their
approval by W&S Department Sindh and NHA.
Conducted Workshop on “Contract Management” at
Hyderabad for proper application of FIDIC (2010)
MDB Harmonized Conditions of Contract.
Highways administered as Senior Contract Specialist,
during reconstruction under FERP on various ICB
and NCB contracts of NHA, included inter-alia:

Plus basis for Roads and Bridges, as well as dozens
of other Contracts by using MDB harmonized FIDIC
(2005) and ENNA Conditions of Contract for Roads,
including National Highways, and other sectors.
Settled prolonging Disputes between Contractors and
Employers of ERRA on Extension of Time and Price
Adjustment which saved millions of US$ to ERRA.
Reviewed recommendations made by Supervision
Consultants and Employers of ERRA on awarded
Contracts and suggested mid-course corrections for
better Contract Management to avoid any Disputes
which also saved millions of US$ to ERRA.
Amended Procurement / Contract related chapters of
ERRA’s drafted Operational Manual to increase its
Transparency and Accountability as well as Efficiency
for decision making by required timelines which were
inserted therein for various activities of the operators.
Conducted three training Workshops at Islamabad,
Muzaffarabad and Abbottabad on “Procurement and
Contract Management” in full participation of all the
stakeholders which resulted in eliminating prevailing
friction among them to run the Contracts smoothly.
3) Name of Project: Construction of Motorway M-2
Year: 01-08-1993 To 14-12-1996
Location: Lahore - Islamabad, Pakistan
Client: NHA, Islamabad
Main features of
the Project:
Construction of Lahore Bypass (LBP) as part of M-2
from Lahore to Islamabad.
Position held: Project Director (PD) LBP
Activities
performed
Got the LBP Contract executed and completed much
before the rest of M-2, in absence of any Contract
Specialist, despite the Contract was awarded by NHA
a year after the other for rest of M-2 and financial
allocation was cut for LBP Contract due to paucity of
funds. The Contract applied FIDIC IV Conditions of
Contract (1987 reprinted in 1992). LBP is the only
Contract of NHA which did not require revision in its
PC-I because of strict control by the PD on its Cost
besides Quality of Works. Strongly defended against
Contractor’s total Claims of Rs. 200 million in an
Arbitration due to which the Contractor requested an
Amicable Settlement at Rs. 10 million only with NHA
and surrendered the Arbitration process. Meanwhile
detected excess payments of Rs. 3,000 million by
NHA on other projects which were recovered by the
Authority. Also got stopped erroneous payments of
another Rs. 2,000 million by the Authority on various
projects, as Integrity measures.
4) Name of Project: Construction of Seeb al Khawd Road
Year: 01-04-1981 To 04-09-1983
Location: Muscat, Sultanate of Oman
Client: NESPAK (Consulting Firm for the Project)

Activities
performed
Got the Contract, based on first version of FIDIC,
executed and completed a month before the
Contractual Time for Completion, by also working as
(per default) Contract Specialist. Made timely
rectification, as required at Site, in its profile and
cross sections of the Road to save the Employer from
Contractor’s Claims resulting in to no substantial
effect on Cost, while ensuring Quality of Works as
Engineer. It was first ever Supervisory Contract of
NESPAK in Sultanate of Oman for which it hired the
services of Mushtaq Mahmood. He saved NESPAK-
face from its overseas Client for the unfit geometric
design and Cross-Sections provided in Tender
Drawings; due to erratic field survey and incorrect
geological report received by NESPAK from its Sub-
Consultant belonging to Yemen.

Position held: Project Director (PD) LBP Activities performed Got the LBP Contract executed and completed much before the rest of M-2, in absence of any Contract Specialist, despite the Contract was awarded by NHA a year after the other for rest of M-2 and financial allocation was cut for LBP Contract due to paucity of funds. The Contract applied FIDIC IV Conditions of Contract (1987 reprinted in 1992). LBP is the only Contract of NHA which did not require revision in its PC-I because of strict control by the PD on its Cost besides Quality of Works. Strongly defended against Contractor’s total Claims of Rs. 200 million in an Arbitration due to which the Contractor requested an Amicable Settlement at Rs. 10 million only with NHA and surrendered the Arbitration process. Meanwhile detected excess payments of Rs. 3,000 million by NHA on other projects which were recovered by the Authority.
