This document summarizes the results of a foresight project conducted by the Indonesian Institute of Sciences to determine research priorities in the marine sector to support sustainable blue economy development over the next 15 years. Over 80 marine experts from research organizations in Indonesia participated in the project using methods like expert panels, surveys, analysis tools. The project identified six key issues: (1) food security, (2) energy security, (3) marine pollution, (4) biodiversity, (5) sustainable coastal environment, (6) climate change. It was found that research into biomaterials from the sea and marine biotechnology using organisms like microalgae and seaweed were important. Issues around biodiversity and pollution were deemed the highest research priorities

Foresight for Identifying Research Priorities for
Sustainable Blue Economy
This paper is derived from the experience of foresight project conducted by the Indonesian Institute of Sciences (LIPI) to determine research priorities in the
marine sector based on sustainable blue economy. More than 80 marine experts from LIPI, governments, universities, NGO and other research organizations
are involved in the project. The project used various foresight methods such as expert panels, questionnaire surveys, SWOT, STEEP analysis and
scientometrics. Some core science issues and the gap analysis between the research that has been undertaken and relevant future research have been
prepared based on Indonesian factual phenomena related to sustainable blue economy. The project identified six key issues and challenges faced by
Indonesian marine sector in realizing sustainable blue economy in the next 15 years, (1) food security, (2) energy security, (3) marine pollution, (4)
biodiversity, (5) sustainable coastal environment, (6) climate change. The results of this project show that topic related exploration of biomaterials from the
sea, especially deep sea, and marine biotechnology by utilizing marine biota such as microalgae, seaweed, and sea cucumber are important research issues
in responding to the blue economy development in Indonesia. The project also indicate that issues and challenges related to biodiversity and marine
pollution should be the main priority of all parties in realizing ocean sustainability as a key factor of the blue economy development.

6. Foresight Project
The aim of the project was to develop a
research agenda defining the research
required in the medium term (15 years,
until 2035) to enable sustainable use of
marine resource or sustainable blue
economy.
The foresight project was implemented
between July 2017 and November 2017
by Research Center for Oceanography
– Indonesian Institute of Sciences
(P2O-LIPI) and Research Center for
Science and Technology Development
– Indonesian Institute of Sciences
(PAPPIPTEK-LIPI).
