Hence taking cognizance of this, the Government of India, has proposed the Shyama Prasad Mukherji Rurban Mission (SPMRM), aimed at developing such rural areas by provisioning of economic, social and physical infrastructure facilities.

Dr. Katundu is a lecturer at the Moshi Co-operative University (MoCU). He works under the Department of Community and Rural Development specializing in the area of rural development. Terminology:
Agriculture is the the science, art, or occupation concerned with cultivating land, raising crops, and feeding, breeding, and raising livestock; farming. the production of crops, livestock, or poultry etc.
What is development: development can be defined as bringing about social change that allows people to achieve their human potential. ... Furthermore, development is often regarded as something that is done by one group (such as a development agency) to another (such as rural farmers in a developing country).
What is Programme: The word 'programme' has several distinct meanings in the dictionary. It means a proclamation, a prospectus, a list of events, a plan of procedures, a course of action prepared or announced beforehand, a logical sequence of operations to be performed in solving a problem. When used by an organisation, it means a prospectus or a statement issued to promote understanding and interest in an enterprise.
Development Programme: The process of formulating, improving, and expanding educational, managerial, or service-oriented work plans (excluding computer program development).
Scheme: an official plan or system for doing or organizing something
Policy: a plan of action agreed or chosen by a government, a company, etc.
Introduction:
The Government has been, since country’s independence, formulating policies, programs, projects and schemes and investing significant financial resources through every Five-Year Plan to accelerate the rural development. All these programs and schemes being implemented by the concerned ministries and departments of the union and state governments in the area of education, health, drinking water, sanitation, transport and communication and supporting infrastructure, among others, have shown varying degree of response and performance at the grassroots level, and of course, much less than expected in respect of measurable indicators of human development index. In the context of India being emerging as a strong economy and committed to bring about a rapid and sustainable economic growth through various reforms, the rural development programs must sharply focus on people’s participation and rural organizations as the key attributes for their success accompanied by equally important aspects, inter alia, concept of integrated development, planning process, Growth Center Approach, management inputs, communication system and supporting Management Informati
The Ministry of Housing and Urban Poverty Alleviation is an agency of the Government of India responsible for urban poverty, housing, and employment programs. It is involved in national policy decisions and coordinates with Indian central ministries, state governments, and central sponsor programs. The Ministry was created in 2004 after splitting it from the Ministry of Urban Development. The government, in 2017, merged the urban development and housing and urban poverty alleviation ministries as the Ministry of Housing and Urban Affairs (MoHUA). The Government of India has launched various programs since its independence, such as some of the five year plans, to alleviate poverty and address the widening income gap, both, amongst the upper and lower classes of society, and amongst the rural and urban parts of the country. For instance, the "Eighth Plan policy guidelines envisages integrated approach to alleviation of urban poverty and servicing the urban poor with basic facilities so that their quality of life improves. The scheme could not help in preventing growth of new slums.
While newly launched programs like Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA), National Rural Health Mission (NRHM), Food Security Act, Mid-day Meals and Bharat Nirman Yojana have demonstrated success in the initial stages, their performance over the long-run still remains to be seen. The shortsightedness of the Indian government often leads it to launch populist programs that may not necessarily work well. Low-hanging fruit like increasing worker's minimum wage can go a long way in achieving the goal of poverty alleviation, but are yet to be taken up in spite of reminders from leading economists.

In 1999, 'Total Sanitation Campaign' (TSC)
under restructured CRSP was launched to
promote sanitation in rural areas.
Follows participatory demand-responsive
approach, educating the rural households about
the benefits of proper sanitation and hygiene

30. Council for Advancement of People’s Action and
Rural Technology (CAPART) Founded in 1986
For improving the quality of life in the rural areas, particularly
the poor and socially disadvantaged . People below the
poverty line, scheduled castes and tribes, bonded labour,
women and people with disabilities are priority focus groups
for CAPART.
The major goals of CAPART are:
To support voluntary organisations in implementing projects for
sustainable development in rural areas.
• To act as a national nodal point for development and
promotion of appropriate rural technologies.
• To promote and support voluntary action and people's
participation for rural development, through capacity-building
for voluntary organisations and rural communities.

Programmes in India
Broad features for Rural Development Programmes in
Five Year Plans
Began as a comprehensive development effort to rebuild
rural life and livelihood.
Community Development Programme was the main
programme until the Third Five year plan.
Became a bundle of special programmes with focus on
poverty alleviation.
RDP has also been a top-down centrally guided and
centrally sponsored programme.
Hardly any state government has made special resource
commitment for RD Programmes.
A large body of literature shows limited impact on poverty
removal / reduction through RDP.
