Exodus 19:1
In the third month after the sons
of Israel had gone out of the land of
Egypt, on that very day they came into
the wilderness of Sinai.
Exodus 19:2
When they set out from
Rephidim, they came to the wilderness
of Sinai and camped in the wilderness;
and there Israel camped in front of the
mountain.
Exodus 19:3-4
Moses went up to God, and the
LORD called to him from the
mountain, saying, “Thus you shall say
to the house of Jacob and tell the sons
of Israel: 4 ‘You yourselves have seen
what I did to the Egyptians, and how I
bore you on eagles’ wings, and
brought you to Myself.’”

“‘Now then, if you will indeed
obey My voice and keep My covenant,
then you shall be My own possession
among all the peoples, for all the earth
is Mine; 6 and you shall be to Me a
kingdom of priests and a holy nation.’

speak to the sons of Israel.”

So Moses came and called the
elders of the people, and set before
them all these words which the LORD
had commanded him. 8 All the people
answered together and said, “All that
the LORD has spoken we will do!” And
Moses brought back the words of the

So it came about on the third day,
when it was morning, that there were
thunder and lightning flashes and a
thick cloud upon the mountain and a
very loud trumpet sound, so that all
the people who were in the camp
trembled. 17 And Moses brought the
people out of the camp to meet God,
and they stood at the foot of the
mountain.

Now Mount Sinai was all in
smoke because the LORD descended
upon it in fire; and its smoke ascended
like the smoke of a furnace, and the
whole mountain quaked violently. 19
When the sound of the trumpet grew
louder and louder, Moses spoke and
God answered him with thunder.

Then God spoke all these words,
saying, 2 “I am the LORD your God, who
brought you out of the land of Egypt, out
of the house of slavery. 3 You shall have
no other gods before Me.

You shall not make for yourself an
idol, or any likeness of what is in heaven
above or on the earth beneath or in the
water under the earth.

20:5-6
You shall not worship them or serve
them; for I, the LORD your God, am a
jealous God, visiting the iniquity of the
fathers on the children, on the third and
the fourth generations of those who hate
Me, 6 but showing lovingkindness to
thousands, to those who love Me and
keep My commandments.

You shall not take the name of the
LORD your God in vain, for the LORD will
not leave him unpunished who takes His
name in vain.

Remember the sabbath day, to keep
it holy. 9 Six days you shall labor and do
all your work, 10 but the seventh day is a
sabbath of the LORD your God; in it you
shall not do any work, you or your son or
your daughter, your male or your female
servant or your cattle or your sojourner
who stays with you.

For in six days the LORD made the
heavens and the earth, the sea and all
that is in them, and rested on the seventh
day; therefore the LORD blessed the
sabbath day and made it holy.

that your days may be prolonged in the
land which the LORD your God gives

You shall not covet your neighbor’s

neighbor’s wife or his male servant or his
female servant or his ox or his donkey or
anything that belongs to your neighbor.

All the people perceived the
thunder and the lightning flashes and
the sound of the trumpet and the
mountain smoking; and when the
people saw it, they trembled and stood
at a distance.
Exodus 20:19
Then they said to Moses, “Speak
to us yourself and we will listen; but let
not God speak to us, or we will die.”
The Continuing Character of
the Law
• Since God is of an unchanging character,
his Law, which is a written revelation of His
character, is also holy and unchanging.
• God is able to set the boundaries of His
Law. For example, Jesus called Himself
“the Lord of the Sabbath.”
• Jesus specifically stated that the Law would
not be done away with (Matthew 5:17-19).
• Foundational laws are always applicable.
Owe nothing to anyone except to love one
another; for he who loves his neighbor has
fulfilled the law. 9 For this, “You shall not commit
adultery, You shall not murder, You shall not
steal, You shall not covet," and if there is any
other commandment, it is summed up in this
saying, “You shalllove your neighbor as
yourself.” 10 Love does no wrong to a neighbor;
love therefore is the fulfillment of the law.
(Romans 13:8-10).
• Foundational laws are always applicable.
• God is able to set the boundaries of His
Law. For example, Jesus called Himself
“the Lord of the Sabbath.”
• The underlying principles of the case-laws
are always applicable; they merely illustrate
the foundational laws (1 Corinthians 9:9-14;
1 Timothy 5:17-18).
• The ceremonial laws found their fulfillment
in Jesus Christ (Romans 10:4).

Now these are the ordinances
which you are to set before them:

“Judgments”
Exodus 21:2-3
If you buy a Hebrew slave, he
shall serve for six years; but on the
seventh he shall go out as a free man
without payment. 3 If he comes alone,
he shall go out alone; if he is the
husband of a wife, then his wife shall
go out with him.
Exodus 21:4
If his master gives him a wife,
and she bears him sons or daughters,
the wife and her children shall belong
to her master, and he shall go out
alone.

How do we reconcile the
Biblical treatment of
slavery with today’s views
on the subject?
Exodus 21:5-6
But if the slave plainly says, “I
love my master, my wife and my
children; I will not go out as a free
man,” 6 then his master shall bring him
to God, then he shall bring him to the
door or the doorpost. And his master
shall pierce his ear with an awl; and he
shall serve him permanently.
Exodus 21:7-8
If a man sells his daughter as a
female slave, she is not to go free as
the male slaves do. 8 If she is
displeasing in the eyes of her master
who designated her for himself, then
he shall let her be redeemed. He does
not have authority to sell her to a
foreign people because of his
unfairness to her.
Exodus 21:9-11
If he designates her for his son,
he shall deal with her according to the
custom of daughters. 10 If he takes to
himself another woman, he may not
reduce her food, her clothing, or her
conjugal rights. 11 If he will not do
these three things for her, then she
shall go out for nothing, without
payment of money.

He who strikes a man so that he
dies shall surely be put to death. 13 But
if he did not lie in wait for him, but God
let him fall into his hand, then I will
appoint you a place to which he may
flee.

If, however, a man
acts presumptuously toward
his neighbor, so as to kill
him craftily, you are to take
him even from My altar, that
he may die.
He who

He who
kidnaps a
man, whether
he sells him
or he is found
in his
possession,
shall surely
be put to
death (21:16).
Exodus 21:18-19
If men have a quarrel and one
strikes the other with a stone or with his
fist, and he does not die but remains in
bed, 19 if he gets up and walks around
outside on his staff, then he who struck
him shall go unpunished; he shall only
pay for his loss of time, and shall take
care of him until he is completely
healed.

male or female slave, and destroys it,
he shall let him go free on account of
his eye. 27 And if he knocks out a tooth

Exodus 21:28-29
If an ox gores a man or a woman
to death, the ox shall surely be stoned
and its flesh shall not be eaten; but the
owner of the ox shall go unpunished.
29 If, however, an ox was previously in
the habit of goring and its owner has
been warned, yet he does not confine it
and it kills a man or a woman, the ox
shall be stoned and its owner also shall
be put to death…
Exodus 21:33-34
If a man opens a pit, or digs a pit
and does not cover it over, and an ox or
a donkey falls into it, 34 the owner of the
pit shall make restitution; he shall give
money to its owner, and the dead
animal shall become his.

If a man steals an ox or a sheep
and slaughters it or sells it, he shall pay
five oxen for the ox and four sheep for
the sheep.
Exodus 22:2-3
If the thief is caught while
breaking in and is struck so that he
dies, there will be no bloodguiltiness on
his account. 3 But if the sun has risen
on him, there will be bloodguiltiness on
his account. He shall surely make
restitution; if he owns nothing, then he
shall be sold for his theft.
Exodus 22:16-17
If a man seduces a virgin who is
not engaged, and lies with her, he must
pay a dowry for her to be his wife. 17 If
her father absolutely refuses to give her
to him, he shall pay money equal to the
dowry for virgins.

You shall not wrong a stranger or
oppress him, for you were strangers in
the land of Egypt. 22 You shall not afflict
any widow or orphan. 23 If you afflict
him at all, and if he does cry out to Me,
I will surely hear his cry; 24 and My
anger will be kindled, and I will kill you
with the sword, and your wives shall
become widows and your children
fatherless.

If you lend money to My people, to
the poor among you, you are not to act
as a creditor to him; you shall not
charge him interest.
Exodus 23:1-3
You shall not bear a false report;
do not join your hand with a wicked
man to be a malicious witness. 2 You
shall not follow the masses in doing
evil, nor shall you testify in a dispute so
as to turn aside after a multitude in
order to pervert justice; 3 nor shall you
be partial to a poor man in his dispute.
Sabbatical Year (23:10-11)
Exodus 23:10-11 You shall sow your
land for six years and gather in its yield,
11 but on the seventh year you shall let it
rest and lie fallow, so that the needy of
your people may eat; and whatever they
leave the beast of the field may eat. You
are to do the same with your vineyard
and your olive grove.

Six days you are to do your work,
but on the seventh day you shall
cease from labor so that your ox and
your donkey may rest, and the son of
your female slave, as well as your
stranger, may refresh themselves.
…for in six days the LORD made heaven

ceased from labor, and was refreshed
(Exodus 31:17).

to you. 28 I will send hornets ahead of
you so that they will drive out the
Hivites, the Canaanites, and the Hittites
before you.
Exodus 23:29-30
I will not drive them out before you
in a single year, that the land may not
become desolate and the beasts of the
field become too numerous for you. 30
"I will drive them out before you little by
little, until you become fruitful and take
possession of the land.

I will fix your boundary from the
Red Sea to the sea of the Philistines,
and from the wilderness to the River
Euphrates; for I will deliver the
inhabitants of the land into your hand,
and you will drive them out before you.

Exodus:19 - 23

  • 3. Exodus 19:1 In the third month after the sons of Israel had gone out of the land of Egypt, on that very day they came into the wilderness of Sinai.
  • 4. Exodus 19:2 When they set out from Rephidim, they came to the wilderness of Sinai and camped in the wilderness; and there Israel camped in front of the mountain.
  • 5. Exodus 19:3-4 Moses went up to God, and the LORD called to him from the mountain, saying, “Thus you shall say to the house of Jacob and tell the sons of Israel: 4 ‘You yourselves have seen what I did to the Egyptians, and how I bore you on eagles’ wings, and brought you to Myself.’” What God has done

Exodus 19:5-6 “‘Now then, if you will indeed obey My voice and keep My covenant, then you shall be My own possession among all the peoples, for all the earth is Mine; 6 and you shall be to Me a kingdom of priests and a holy nation.’ These are the words that you shall speak to the sons of Israel.” What God has done What Israel is to do What God will do
  • 7. Exodus 19:7-8 So Moses came and called the elders of the people, and set before them all these words which the LORD had commanded him. 8 All the people answered together and said, “All that the LORD has spoken we will do!” And Moses brought back the words of the people to the LORD.
  • 8. Exodus 19:16-17 So it came about on the third day, when it was morning, that there were thunder and lightning flashes and a thick cloud upon the mountain and a very loud trumpet sound, so that all the people who were in the camp trembled. 17 And Moses brought the people out of the camp to meet God, and they stood at the foot of the mountain.

The Continuing Character of the Law • Since God is of an unchanging character, his Law, which is a written revelation of His character, is also holy and unchanging. • God is able to set the boundaries of His Law. For example, Jesus called Himself “the Lord of the Sabbath.” • Jesus specifically stated that the Law would not be done away with (Matthew 5:17-19).

Owe nothing to anyone except to love one another; for he who loves his neighbor has fulfilled the law. 9 For this, “You shall not commit adultery, You shall not murder, You shall not steal, You shall not covet," and if there is any other commandment, it is summed up in this saying, “You shalllove your neighbor as yourself.” 10 Love does no wrong to a neighbor; love therefore is the fulfillment of the law.
