for most part of the academic session of 2020-21. Due to the extreme risk
associated with the conduct of Board examinations during the second wave in April
2021, CBSE had to cancel both its class X and XII Board examinations of the year
2021 and results are to be declared on the basis of a credible, reliable, flexible and
valid alternative assessment policy. This, in turn, also necessitated deliberations
over alternative ways to look at the learning objectives as well as the conduct of the
Board Examinations for the academic session 2021-22 in case the situation remains
unfeasible.
CBSE has also held stake holder consultations with Government schools as well as
private independent schools from across the country especially schools from the
remote rural areas and a majority of them have requested for the rationalization of
the syllabus, similar to last year in view of reduced time permitted for organizing
online classes. The Board has also considered the concerns regarding differential
availability of electronic gadgets, connectivity and effectiveness of online teaching
and other socio-economic issues specially with respect to students from
economically weaker section and those residing in far flung areas of the country. In
a survey conducted by CBSE, it was revealed that the rationalized syllabus notified
for the session 2020-21 was effective for schools in covering the syllabus and
helped learners in achieving learning objectives in a less stressful manner.
In the above backdrop and in line with the Board’s continued focus on assessing
stipulated learning outcomes by making the examinations competencies and core
concepts based, student-centric, transparent, technology-driven, and having
advance provision of alternatives for different future scenarios, the following
schemes are introduced for the Academic Session for Class X and Class XII 2021-
22.

Keynote for the Tennessee Association for Institutional Researchers (TENNAIR) 2013 conference. The theme of the conference being “big data” the presentation centered around the big data project of the Tennessee Board of Regents.
During the June 2010 quarterly meeting of the Tennessee Board of Regents, board members approved an implementation plan recommended by the National Center for Higher Education Management Systems (NCHEMS) that called for the creation of a data warehouse to be used to enhance decision-making at both the system and campus levels. The strategy now referred to as the “Common Data Repository” (CDR) is to create a single authoritative data warehouse where data from institutions will automatically be fed into the CDR from their Banner administrative systems be they hosted or located at the campus. The presentation provided an overview of the project as to its strategic purpose, how the technology will work, and the role that the functional users will play (including governance).

On-line presentation at EDUCAUSE 2012: The Tennessee Board of Regents embarked on a multi-institution business process realignment project for the system's 13 community colleges. The project identified 255 initiatives that defined process improvements in multiple ways, including process optimization, policy, and training. This session chronicled the project from its innovative approach through lessons learned.
In the early fall of 2012 the TBR signed an agreement with SciQuest for an eProcurement and Spend Management solution for the entire system. At the TN-Summit I led a panel discussion on the rationale for the project and steps going forward. These are the slides that were used to stimulate the discussion with the audience.

Rethinking Disaster Prepardness to Leverage Resources in a Cloud and Mobile World: Presentation given at the 2012 Tennessee Higher Education Symposium (THEITS) - In many respects the disaster recovery plans of today are based upon the environments of old where commodity hardware, cloud resources and mobile devices didn’t exist. In November of 2011 the Tennessee Board of Regents office became the first public higher education organization to move its ERP system to the cloud by having it hosted at the state’s new data center. The following January, state auditors came on site to perform a routine biennial audit. The audit process included an information systems and disaster recovery component which led to a complete rethinking of disaster recovery in the new environment. This presentation chronicled the issues of moving mission critical systems to the cloud and how cloud resources from various sources coupled with mobile devices can be incorporated for cost effective disaster recovery planning.

Graduation Metrics Must Include Student Sub-population Study to Secure a Funding Formula Premium
4-Yr Graduation for Community Colleges, 5-Yr Graduation for Universities, and 6-Yr Graduation for Universities
Filter each population further, showing students that meet following criteria:
o PELL / Not PELL – Pell eligible at any time during their college career
o STEM / Not STEM – Awarded a degree in a STEM program
o Traditional / Adult – Students 25 or older are considered adult
o Learning Support / Non-Learning Support – Taken a learning support class at any time during their college career
o Number of attempted/passed credit hours
o Students’ performance in introductory courses
o Reporting Year as Summer, Fall, Spring semesters
- (E.g., Summer 2009, Fall 2009, and Spring 2010 represent the 2009-10 Reporting year)
o Academic Year as Fall, Spring, Summer
o Include Reporting and Comparisons for Term by Term
Enrollment
o Headcount with percent of graduate vs. undergraduate students, and percentage of international students
o Freshman with less than 30 credits
o STEM student enrollment
o Full-time Versus Part Time undergraduates and graduates, totals and percentages

o FTE - Full Time Equivalent student. The combined total undergraduate credit hours taken by all full-time and part-time
students over an academic year divided by a full-time course load. Only undergraduate FTE is used in the funding
formula. Beginning with fall 2010, this is the total end-of-term attempted credit hours divided by 30.
Awards per 100 FTE
o The combined total of associates and bachelors degrees (associates and certificates for community colleges) conferred
during an academic year for every 100 year‐round, end‐of‐term undergraduate FTE generated during the same
academic year
Tennessee Board of Regents Specifics - Progression Study on Student Preparedness and Student Success
Provide the GPA of Incoming Freshmen, and the Exiting GPA of Graduates
o Incoming high school GPA greater than or equal to 3.0
o Exiting Higher Education with GPA at graduation of greater than or equal to 3.0
Provide the ACT Preparedness Benchmarks of Incoming Freshmen
o ACT Preparedness is defined if all of the below are true
- ACT English = 18 or greater
- ACT Reading = 22 or greater
- ACT Math = 22 or greater
- ACT Science = 23 or greater
